(District 1 - Hood, District 3 - Johnson, District 4 - Keller) Background Summary: The City is responsible for providing geotechnical testing services to ensure the quality of materials and their installation for City-funded construction projects. The City has continuing contracts with three geotechnical testing firms and rotates the work among them depending on availability and specialization of the work required. One of these firms, Nodarse and Associates, Inc., was selected to perform testing services related to the reconstruction of tennis and basketball courts throughout the city. At the time they were retained, funding was sufficient within the project budget to cover the expected costs; however, changes to the scope of work and the allocation of engineering support funds to other purposes require that additional funds be provided within the project budget to cover the $1,529.75 cost of geotechnical testing. Staff is also aware of quantity overruns in various installed unit price aspects of the work related to tennis and basketball court reconstruction and asks that the total amount of funding for this project be increased by $3,000.00 in anticipation of additional need for construction cost coverage. These funds would be split roughly 50-50 between geotechnical testing and construction costs. The funding source is the Central Park Improvement Project, for which the original scope of work has been completed. (The balance of remaining funds for the donor project will be used for stormwater management within Central Park and similar enhancement purposes.) Issue: The Engineering and Parks & Recreation departments have proposed a transfer of funds from the Central Park Improvement Project to the Citywide Tennis & Basketball Court Reconstruction Project to pay for geotechnical testing and minor changes in installed quantities. Recommendations The Engineering and Parks & Recreation departments recommend that the City Commission authorize the Finance Department to transfer $3,000.00 now allocated to the Central Park Improvements Project (Job No. 30501) in Account No. 317-572-10-6204 to the Tennis Court Reconstruction Project (Job No. 30504). $1,529.75 will need to go into Account No. 317-572-10-3128 to pay for geotechnical testing services conducted by Nodarse & Associates, Inc., to confirm compaction and material strength, which are costs the City has to pay separate from the construction contract. The balance of $1,470.25 would remain in Account No. 317-572-10-6204 as a contingency to cover installed quantity overruns on the 1 tennis court project, bringing the total contingency budget within that project to about $4,500 ($3,000 is presently within the construction contract). Attachments: None. Financial Impact: There is no financial impact on the City. The requested funds are being moved from one Parks & Recreation capital project that is close to completion to another.
