HomeMy WebLinkAboutPZ 08-12-2003 Nior THE MINUTES OF THE PLANNING AND ZONING COMMISSION REGULAR MEETING HELD TUESDAY, AUGUST 12, 2003 AS LOCAL PLANNING AGENCY CALL TO ORDER Chairman Golden called the meeting to order at 7:00 p.m. Following a moment of silent meditation and the Pledge of Allegiance to the Flag, a quorum was declared present. PRESENT: Chairman Golden, Members Campbell, Keller, Landefeld, McKey, Rhodus, Sikora and West. Also present were Chief Assistant City Attorney Cookson, Community Development Director Wagner, Planning Manager Lewis, OCPS Representative Foltz and Deputy City Clerk Maxwell. ABSENT: Member Riffe, who was excused. Chairman Golden announced the retirement of Member Landefeld. CONSENT AGENDA The Consent Agenda consisted of Item II A. A. Minutes of the Planning and Zoning Commission Regular Meeting held July 8, 2003. Member Landefeld, seconded by Member Campbell, moved to approve the July 8, 2003, Planning and Zoning Commission Minutes as presented. Motion carried 8 -0. NEW BUSINESS Ocoee Crown Point PUD — Project # LS -02 -004 — Land Use Plan, Preliminary Subdivision Plan and Authorization of Public Buildings. Community Development Director Wagner presented the staff report for the proposed Land Use Plan, Preliminary Subdivision Plan and Authorization of Public Buildings. The Ocoee Crown Point PUD property, formerly known at the "Coke Property: includes a total of about 364 acres located adjacent to Lake Apopka. Most of the property is located north and west of SR 429, but it also includes land on both sides of Fullers Cross Road, south of the Beltway, and on both sides of Ocoee Apopka Road south of the Beltway at the intersection of those two roads. All of the subject property is currently undeveloped and is covered with mostly planted pine trees, as well as significant wetlands and the West Orange Trail runs through the central portion of the site. Planning and Zoning Commission Regular Meeting August 12, 2003 The Ocoee Crown Point PUD property has a mix of future land use designations including commercial, professional offices and services, public facilities /institutional, low density residential and conservation/floodplains over the wetlands area. The City of Ocoee and the Orange County School Board jointly purchased the "Coke Property" in 2000, with a small additional land purchase in 2001, by the School Board. The two parties agreed to divide the property into two equal parts and to divide the costs of preparing the plans. The School Board portion of the project includes a new high school, new elementary school, as well as adult work force education facilities and possibly a bus maintenance /storage facility. The City of Ocoee intends to build a new fire station, a public safety training facility, a large public park with recreation facilities, a small -scale public boat ramp, and the waterfront village. The overall design concert is to build a mixed -use neighborhood with residential and commercial uses, supplemented by schools and other beneficial public facilities. All of the jurisdictional wetland areas on the site have been identified and approved by the proper agencies. Essentially all of the wetland acres within the PUD will be preserved in conservation areas. The first phase of construction in the PUD will be the high school and the infrastructure needed for the high school. Future phases will be developed according to market demand as soon as the property can be sold to private developers. The Village Center area is located adjacent to the north side of the high school site. This area will include mixed commercial, office and possibly residential uses and will be very pedestrian friendly, taking advantage of the West Orange Tail and the high school. All buildings within the Village Center area will be oriented towards the street with parking areas located primarily to the sides and rear of the buildings to maintain a pedestrian friendly character. In order to insure that all development within the PUD maintains the high standards and character desired, Development Standards have been prepared and will be used as deed restrictions when the tracts are sold to private developers. The Development Review Committee (DRC) reviewed the PUD Land Use Plan and Preliminary Subdivision Plan on August 4, 2003, and voted to unanimously recommend approval of both the PUD Land Use Plan and the Preliminary Subdivision Plan, subject to addressing all of the written staff comments and any additional issues brought up at the public hearings through an administrative review. 2 Planning and Zoning Commission Regular Meeting Nitio August 12, 2003 Based on the recommendation of the DRC, Staff recommended that the Planning and Zoning Commission recommend approval of the following: 1. PUD Zoning for the Ocoee Crown Point PUD and the PUD Land Use Plan. 2. The Ocoee Crown Point PUD Preliminary Subdivision Plan. 3. Authorization of all of the proposed public buildings and facilities included in the PUD. Subject to addressing all of the written staff comments and any additional issues brought up at the public hearings through an administrative review, and subject to execution of the Declaration of Conditions of Approval. All plans to be approved as date stamped received by the City on August 6, 2003, with the additional changes identified in the written staff comments. Orange County Public Schools Representatives Jon Martin and Reggie Tisdale, VHB, Inc. Representative Joe Kolb, Community Development Director, and Planning Manager Lewis were available to answer questions. Board members asked several questions to which the responses are underlined. (Comments will carry forward to all Ocoee Crown Point items.) Will the City own the Water Front Village property? Yes, however the thought is to possibly lease the property. What are the preservation plans of the ambiance of the buffer zone for the West Orange Trail? Pine trees will be preserved and additional landscaping and fencing with vines will be added to the area. What are the plans for the new high school? The high school is 100% designed on 55 acres at a cost of approximately of 55 million dollars and the land clearing will begin in September. The public hearing for the Land Use Plan was opened. Jim Fleming, 511 Orange Avenue, made the following comments: 1. Land Use Plan -Make as much money as possible. 2. Preliminary Subdivision Plan -Use your own judgment. 3. Public Building Authorization -He as a resident of Ocoee does not wish to put $3m into a school building that may not have Ocoee's name. 4111" 3 Planning and Zoning Commission Regular Meeting likary August 12, 2003 Kevin Keller, 1727 Crown Point Woods Circle, Winter Garden, stated he is disappointed that this project abuts three residential lots in his subdivision. He asked for sufficient buffer zones and for restricted activity regarding the institutional Police and Fire Training Center. He further stated he would like to see his subdivision have access to the facilities in the area as well as access to the West Orange Tail. Member Keller stated the sidewalks to the West Orange Trail should be wider. He also voiced concerns regarding the roundabout and the children crossing the street. Joe Kolb, representative from VHB, stated on the Village Center Road there are eight - foot wide sidewalks and the purpose of a roundabout is to allow the traffic to have a continuous flow. Vice - Chairman McKey stated the Ocoee Recreation Committee is looking for volunteers to start a subcommittee called the West Orange Trail Advisory Committee. The public hearing for the Land Use Plan was closed. Member West, seconded by Member Landefeld, moved to approve the Ocoee Crown Point PUD Land Use Plan pursuant to staff recommendations. Motion carried 8 -0. The public hearing for the PUD Preliminary Subdivision Plan was opened. As no one wished to speak, the public hearing for the PUD Preliminary Subdivision Plan was closed. Member West, seconded by Member Landefeld, moved to approve the Ocoee Crown Point PUD Preliminary Subdivision Plan pursuant to staff recommendations. Motion carried 8 -0. The public hearing for the Public Buildings Authorization was closed. As no one wished to speak, the public hearing for the Public Building Authorization was closed. Member West, seconded by Vice - Chairman McKey, moved to approve the Ocoee Crown Point Public Buildings Authorization pursuant to staff recommendations. Motion carried 8 -0. ��'" 4 Planning and Zoning Commission Regular Meeting ,. August 12, 2003 Ocoee Crown Point Final Subdivision Plan -Phase 1 Community Development Director Wagner presented a detailed staff report for the Ocoee Crown Point Final Subdivision Plan, Phase 1. Mr. Wagner stated the Orange County School Board is paying 25% of the infrastructure costs. Member West, seconded by Member Landefeld, moved to approve the Ocoee Crown Point Final Subdivision Plan, Phase 1 as date stamped received by the City on August 6, 2003, subject to addressing all of the written staff comments and any additional issues brought up at the public hearings through administrative review, also subject to approval of the Ocoee Crown Point PUD Land Use Plan and Preliminary Subdivision Plan. Motion carried 8 -0. OLD BUSINESS None OTHER BUSINESS Member Landefeld thanked everyone for the enjoyable years on the Planning & Zoning Swor Commission. Community Development Director Wagner thanked Mr. Landefeld for his dedication to the Planning & Zoning Commission.
