MINUTES OF PLANNING AND ZONING BOARD MEETING
MEMBERS PRESENT: Jerry Kennedy, W. H. Wurst, B. E. Stovall,
Carmon Hamby, Glenn Thomas, Building Inspector Clark Beery,
Meeting called to order by Jerry Kennedy, acting chairman
as H. M. Bowness was ill. W. H. Wurst made motion to accept
minutes as written. Seconded by B.E. Stovall, Motion Carried.
FIRST ON THE AGENDA: Public hearing on B. E. Bracewell
asking for zoning variance to build on to his home requiring
5 ft. beyond what zoning ordinance allows on back of lot.
B. E. Stovall made motion to accept the zoning variance. Sec-
onded by W. H. Wurst. No objections. Motion carried unanimous-
ly.
Cliff Freeman came before the board to present plans for
a mobile home park on the Ellis Property. (Location -20 acre
orange grove behind Park's Bakery on Silver Star Road.) Glenn
Thomas had the plans and information. Cliff Freeman passed
plans around to each member for observation. 135 Units,meets
county specifications. 238 parking places with a recreation
area containing many activities. Size of lots will be whatever
im minimum required- 4000 ft. Cliff Freeman purposes to build
5 ft. wide walk way to shopping center. City water and sewage
taken care of by contractor. Owner would be totally responsible
for lighting, sidewalks, etc. Cliff Freeman stated that this
park would be a one owner park by McDonald. He asked council
to consider whether this would be a benefit to city;or not.
This would be subject to City council approval to bring it into
the city. There was table discussion the plans.
W. H. Wurst said the Board should take it into more con=
sideration. Jerry Kennedy asked for the poll of the board's
feeling on the plans as they saw them. Glenn Thomas spoke
first agreeing that it looked presentable. B. E. Stovall
said that as long as we could get proper channels it was all
right. Carmon Hamby felt that as long as it was controlled
by one owner it would be better. W. H. Wurst said on the
first showing, it looked good, but needed more consider-
ation. Glenn Thomas asked what sewage mains would be like.
Jerry Kennedy said that the general feeling of the board
was unanimous and would fully study the plans for future answer
to the request of Cliff Freeman.
Cliff Freeman said that he was requesting zoning approval
so he could go before city council for annexation. Jerry said
to go before city council so that proper channels could be
started on the plans.
Cliff Freeman said that he would go before the city
council for annexation request.
Mr. Oscar Womack came before the board to see if a one -
family zoning could be changed to two - family dwelling zoning
on Lee and Franklin(50' by 100;) Lot 12. (Requesting R -1
to R -2) B. E. Stovall read ordinance rules on zoning.
Lot is too small for two- family dwelling. He could build
single family house back on the lot. Womack asked for approval
to build single family house. Board told Mr. Womack to get
building permit from building inspector and it would be all
right.
Larry Precourt(1206 Livingstthn) came before board for
prelimanary approval for corrected Twin Lake Estates.
Increased Lot sizes to meet city requirements. Board said
they would have to discuss it further. Special meeting would
be held and Larry Precourt would be notified by letter.
W. H. Wurst made motion to start meetings at 7:00 P.M.
from now onl. Seconded by BIE. Stovall seconded the motion.
Motion carried.
Board discussed changing some of the ordinance rules by
amendments. As acting bhariman, Jerry Kennedy called a special
meeting for work session, luesday.November 30 at 6:30 at the
West Orange Bank.
W. H. Wurst made motion to adjourn. Seconded by Carman
Hamby. Motion carried unanimously.
