Members Present: H. M. Bowness, Ed Brooklyn, Glenn Thomas,
Jerry Kenndey, Carmon Hamby
7:10 P.M. Meeting brought to order by Chairman H. M. Bowness.
Jerry Kennedy made motion to accept minutes of last meeting.
Seconded by Glenn Thomas, motion carried.
First on agenda: Louie Tillman came before board with a
request of zoning variance so that a trailer could be parked
on his property temporarily. No one was present to protest,
and there was general discussion on the matter.
Glenn Thomas made a motion that the board requisition plot
plan for future home and copies be kept on file for further
use. Seconded by Jerry Kennedy. Motion was carried unani-
mously. H. M. Bowness explained that Mr. Tillman would
have to bring plot plan to building inspector for a building
and septic permit, then he would be able to get a temporary
permit for parking the trailer.
Second on agenda: Foster Bell of Church of God of Prophecy
came before board requesting permission to start a day
child care center in the new church facilities. He presented
letter from Mrs. Butler on her study of the situation.
Carmon Hamby asked if any additions would be added for these
facilities. Rev. Bell aaid that a fence would be required
and cots for the children and a cover for the stove.
Glenn Thomas said that the proper procedure would be to
make formal applicatinn and have public hearing. He agreed
that Ocoee needed something like this and would utilize a
empty building during the week. Copies were made of the
letter from Mrs. Butler.
Glenn Thomas reccommended that Rev. Bell set up in his
prepared material a schedule of hours open and etc.
Glenn Thomas made a motion that if there was no further
discussion on this matter that they move on the the next
item on the agenda.
Mr. Murphy came before board asking to move another house
on a lot already containing one house. The request was
denied by the board because the lot was too small.
Mrs. Shelton Wicker brought her request before the board.
Her parents have owned a piece of property on the Ocoee-
Apopka Id. for many years with two houses on it. There
are renters in both houses but when she came in January
to see about them, she found them in bad shape. Mr. John
Oliverd went to look at the houses and property and found
the houses beyond repair. Mrs. Wicker went to county
courthouse to ask about ways to develop tomething on the
property. County courthouse could not help her so she
came before board asking about annexation with zoning for
commercial use. She plans to build apartments and
motel. Some would be for permanent dwellers and other
would be for visitors.
She presented a map of the property to the board. Glenn
Thomas asked if she was planning to develop this herself
or sell to someone else. She explained that she would
be doing it herself with the financial help from others.
There was a general discussion on the matter.
H. M. Bowness said that she should come before the council
asking for annexing with zoning already in.
Glenn Thomas made a motion that the board reccommend the
property be annexed. Seconded by Jerry Kennedy. Motion was
carried unanimously that the board would reccommend to the
council that the property be annexed with the proper zoning
included. '
Jerry Kennedy made motion to adjourn. Seconded by Carmon
Hamby. Adjourned 8:37 P.M.
