HomeMy WebLinkAboutPZ 11-14-1972 1 MINUTES OF THE PLANNING AND ZONING BOARD OF OCOEE, ON NOVEMBER 14,1972. MEMBERS PRESENT - RAY LAIT, GLEN THOMAS, ED BROOKLYN, H.M. BOWNESS, BOB STOVALL The meeting was called to order at 7 :01 P.M. Mr, Bowness read the agenda. Concering the Vaughn property, ::he stated that each side had 15 minutes to present their cases for and against the petition. They would the have 5 minutes each for rebuttal.. Mr. Roger began by describing where the property was. It is 150ft. on Ocoee Hills Rd. and 100ft. on Silver Star. He requested it be rezoned from R1A to C -1 to allow for a convenience store. He also stated that this was the best possible use for the land because of the location. Mr. Estep discussed what our zoning ordinances were for and stated Brentwasds objections to Mr. Vaughn's petition. 1. It would reduce the property value 25 to 30 %. 2. It would bring undesirable elements to the area. 3. It would create traffic conjestion. 4. It would endanger the lives of the children. 5. It would over burden the police and fire departments. He also stated that a similar petition was brought up on March 28 and was refeoted. He stated that the Board should take in the general welfare of the citizens of Ocoee. Mr. Snowden stated that they could lay the land anyway they wanted if it stayed residential. Mr. Estep then asked would the city buy the land to make a park and playground. He said the people of Brentwood would help get donations. For rebuttal, -Mr. Roger said it was a bad area for recreation because of traffic, He said the best possible use for the property was commercial and that C -1 zoning seemed best, He also stated that the store would not be a large grocery store. Mr. Bewmess said it was under consideration and that the board would let them know when the desicion was made, probably by the next meeting. Mr. Barker presented his petition for rezoning his property from R1AAA to C -3. r 2- J.0. Hanes Jr., 638 Palm Dr. objected. he wants the property left residential, because of noite, traffic etc. George Robertson objected for the same reasons. Mr. Bowness said the board would let them know their decision at a later date. A general discussion was held on the Barker petition by the board. Mr. Lait made the motion it be denied and �r. Stovall seconded, The reason for denial was no definite building project in mind. A vote was taken and it was unanimous. Mr. Barker came in on November 20,1972 and withdrew his petition. The Vaughn property was brought up for discussion. r. Thomas requested the board table it and have a work - session to find out all aspects, such as what the legal zoning is as of now. Mr. Thomas made a motion to make a study on the price of petitions. They decided to loot into the subject. Mr. Bowness asked the board members to be thinking about recomending a new board member.
