October 23, 1973

Members Present: Bowness, Brooklyn, Lait, Carter, McRobert, Thomas
and Schmoldt.
Members Absent: None.
The Meeting of the Planning and Zoning Board was called to order by
Mr. Bowness at 7;00 P. M.
I. A public hearing was held on Petition 73 a petition by
David Blackburn requesting a change in zoning from R -I to C -I
for lots 1 -5 located in Seegar Subdivision.
Frank Turner was present with his deed showing that lot 5 in
Seegar Subdivision was his property. However, Mr. Blackburn's
deed indicated that he too owned lot 5. Mr. Blackburn stated
that there was an error in his deed and that he did not own the
said lot. Mr. Bowness suggested that Mr. Blackburn have his deed
corrected before presenting his petition before the board.
Mr. McRobert made a motion that the board hold any decision until
accurate deeds were presented. Mr. Schmoldt seconded the motion.
Mr. Thomas suggested that Mr. Blackburn notify his attorney,
Ben Griffin of the error and in addition notify the City Attorney
for the clearing of the abstracts. Vote was carried unanimously.
2. Charles Coffman, representative from Coffman Realty appeared
before the board with his request for approval of plans for
apartments in Seegar Subdivision on Lakewood and Lyman. Mr. Thomas
stated that the plans did not meet the setback requirements for
the number of units shown. Mr. Coffman will modify the plans
and present them for approval before the board November 6.
3. Mr. Zick Evans came before the board for zoning and annexation
on property located on the northeast side of Wurst Road. The
property is presently zoned R -IA. Mr. Evans wants to have said
property changed to R -2 for the building of duplex housing.
Mr. McRobert suggests holding the zoning in question for a work
session. A work session was scheduled for November 6 at 7:30 P.M.
Mr. McRobert made a motion to adjourn the meeting seconded by
Mr. Brooklyn. Being no further business meeting adjourned at 8 :05 P. M.
