HELD MARCH 22, 1977
PRESENT: Bowness, Brooklyn, Kennedy, Carter, Turner, Lait

Meeting called to order at 7:35 P. M. by Chairman Bowness.
I. Public Hearing - Rezoning of M. S. Curry Property from R -1
to C -1. Rev. Joe Crews appeared before the Board represent-
ing Petition 77 -1 in behalf of Rev. M. S. Curry.
Rev. Crews explained to audience that the purpose for rezon-
ing is for the construction of a mini -mall for small retail
businesses.
Mr. Thomas indicated that according to the Zoning Ordinance
(Sec. 7, Pgh. 7.8, Pg. 55) site plans were required when
making application for rezoning. Said ordinance also states
that requirement may be waived with the permission of the
Planning and Zoning Board. Since there are no definite plans
of what is to be built on property, the Board refused to waive
requirement.
Mr. Thomas moved that the Board recess for five minutes. Mr.
Turner seconded. Vote unanimous.
Meeting called back to order at 8:00 P. M. Mr. Bowness asked
Rev. Crews how long it would be before building plans could
be presented. Rev. Crews stated it would probably take approx-
imately six weeks.
Mr. Thomas moved to postpone hearing date to make a further
study of the area and site plans. Mr. Kennedy seconded. Vote
unanimous.
II. Rev. John Carlton appeared before the Board seeking their
opinion of the zoning of property located on Franklin St.
where old Field's store stands. Rev. Carlton wants to buy
the property in order to establish a church.
Mr. Thomas stated that the property is zoned R -1 and there
is no need for a zoning change, however, Rev. Carlton must
make application for a Use Permitted on Review. Mr. Carlton
said he would return in six weeks with a decision.
Mr. Thomas moved to adjourn. Mr. Lait seconded. Being no
further business, meeting adjourned at 8:30 P. M.

AMENDMENT TO MINUTES OF PLANNING AND ZONING BOARD HELD

I. Public Hearing Rezoning of M. S. Curry Property
from R -1 to C -1.
Mr. Turner moved that the continuance of the hearing
be held the 24th of May and that site plans be pre-
sented on said date. Mr. Thomas seconded. Vote unan-
imous.
