HELD JANUARY 16, 1979 PRESENT: BROOKLYN, HAGER, McROBERT, RODGERS, TIMBES ABSENT: BOWNESS, BUSCH, CARTER, HALL, LAIT, THOMAS Meeting opened at 7:40 P. M. Rick Anderson, Briley, Wild & Associates, presented a letter from Jim Sayes, Local Government Assistance Specialist, answering a question raised by Mr. Carter at an earlier meeting regarding city's freedom to change zoning after 701 Plan has been adopted and indicating that few suits have reached the courts. Mr. Anderson reported also: 1. More detailed information is required regarding status and condition of all housing units. 2. It is necessary to get questionnaires to /from citizens for input. Possible methods are mail, open forum, interviews, survey, spot survey. Mr. Anderson will return January 30 with several sample forms to use as guidelines for Ocoee's questionnaire, as well as the remaining four elements of the plan. Mr. Reever advised Board that Commission has agreed for Briley, Wild & Associates to continue preparation of materials for 701 Plan if he and Mr. Vignetti can agree on price. Dear Dave: The HUD 701 contracts between the Department of Community Affairs and the Cities of Edgewater and Ocoee require that the Land Use and Housing Elements be developed #., so that the cities would meet 701 Certification requirements It should they apply. The checklist, that is used in the Certification process is attached. At this time to meet the contract requirements, the final plans that are developed for the two cities should include the material required in Item III Housing Element, Item IV Land Use Element, Item V Environmental Assessment and Item VI Historic Preservation Assessment. A detailed explanation of the Items with examples is attached, also. Rick Anderson asked for some examples of question- naires used in developing plans. Questionnaires used in Holmes County and the Town of Baldwin are enclosed, Also, the form used by the City of Tallahassee to establish needs priorities for Community Development is attached. The form was used with the Citizen Advisory Committee. For Rick and the Ocoee Planning Board: My research regarding judicial decisions indicated few suits have reached the courts. A case concerning zoning and the adopted Land Use Plan in Pasco County was reported with the County's ordinance being upheld. I understand the t iii ► �� ti Imo Director ... Local Government ... Dowse SUBJECT: Data collected for Ocoee '701' Housing Element DATE: January 10, 1979 ' The data the plan has developed so far is fine as far as it goes. However, the data provided is not adequate for meeting the '701' data requirements. Housing needs should be shown by "identifiable seg- ments of the population" (low income, elderly, large families, handi- capped, etc.). The data developed should be sufficient to prepare Housing Assistance Plan Tables I and II. For the type of data needed refer them to the "Recommended Minimum Work Description," and the Federal Register data requirement 600.70(b)(3)(1). CWD /lr I I to Director... Local Government ... M. Rick Anderson, Briley, Wild & Associates, presented his findings on existing conditions for electric power, solid waste management, recreation and open space, and intergovernmental coordination. He will have information on water system and sewer ready for next briefing. Open Forums were scheduled for February 13, 19, and 27 so that citizen input can be obtained. Also, a public hearing was scheduled for March 13 at 7:30 P.M. at which time Rick Anderson will present findings resulting from Open Forums. Meeting adjourned at 9:35 P. M.
