HomeMy WebLinkAboutPZ 12-27-1979 MINUTES OF THE PLANNING AND ZONING BOARD PUBLIC HEARING HELD DECEMBER 27, 1979 PRESENT: Aho, Brooklyn, Lande, Lait, Magill, McRobert, Thomas ABSENT: Sanders, Yount CALL TO ORDER Meeting was called to order at 7:30 P. M. by Chairman McRobert in the commission chambers. MINUTES ACCEPTED Minutes of the meeting held December 18, 1979 were accepted as written. PUBLIC HEARING - PLANNED UNIT DEVELOPMENT AMENDMENT TO ZONING ORDINANCE Mr. Jack Glatting, Planning Consultant, explained that the proposed Planned Unit Development Amendment to the Zoning Ordinance is designed to allow for innovation and large scale development; and would allow the city to create a contractural zoning and have control over what is built in the planned unit. The amendment requires that the developer (1) present Preliminary Master Plan at application for PUD zoning, (2) submit a Commitment Agreement (pro- visions for offsetting impacts they create, (3) submit Final Master Plan (ex- tremely detailed) within twelve (12) months after Preliminary Master Plan is accepted. Mr. Lait suggested that the PUD should also include a provision that professional counseling be engaged to protect the City's interest and that a substantial fee be charged the developer to cover that cost. This was added as Paragraph 13.10 in the amendment. Mr. Magill suggested that the published zoning change notice should include descriptive terms of the location and the type of the development. This was added to Paragraph 13.4 of the amendment. Upon a motion by Mr. Lait and second by Mr. Magill, Board unanimously voted to recommend to Council that the Planned Unit Development, as amended, be incorporated into the Zoning Ordinance as Section 13.
