BREEZE; MEMBERS AHO, BROOKLYN, COLLELA, LAHDE, MAGILL, SANDERS, THOMAS ABSENT: YOUNT CALL TO ORDER Meeting was called to order by Chairman Breeze at 7:30 P.M. in the Commission Chambers. 26 OCTOBER 82 MINUTES CORRECTED AND APPROVED After hearing the reading of the minutes of the meeting held October 26, 1982 Chairman Breeze corrected the spelling of Petitioner Rew's name from Rue to Rew and noted that paragraph #2 under title Petition 82 -7 - General Elevator, etc. should read "Chairman Breeze then asked if there were" instead of "was." Mr. Lande moved to approve minutes as corrected. Mr. Collela seconded and vote was unanimous in favor. TEMPLE 'POWERS /OCOEE TOWERS PROPOSAL Mr. Walter Sims, Realtor and Developer, 22 W. Lake Beauty Dr., Orlando, 32802, representing Temple Towers, 1008 Dixie Highway, Vero Beach, 32960, which is a cor- poration not for profit sponsored by the Baptist Church in Vero Beach to establish retirement hones for well -to-do elderly, advised that they propose to purchase the Hudson and Mitchell properties on Lake Blanchard and construct a 110' high retirement home with approximately 280 lining spaces and an observation deck. (Lake Blanchard Lir is shown on current maps as Lake Bennett.) City Building Official Cecil Hurst pointed out that a hearing before the Board of Adjustment would be necessary because the height of the building, the proposed parking ratio and size of apartments each require a variance. There was a brief discussion regarding amending Zoning Ordinance to acconodate high -rise construction which will be further considered at a work session. Chairman Breeze advised that those certain areas pertaining to tax responsibility, sewer availability and road access, though commission matters to resolve, still need to be given consideration. Mr. Sanders moved to recommend to commission approval of Temple Towers, Inc. proposal. Mr. Lande seconded and vote was unanimous in favor. The Planning and Zoning Board further agreed that its recommendation to the City Commission should direct attention to the areas of living unit ownership and taxability, sewer availa- bility and access from Highway 50, which were not adequately explained by Mr. Sims.
