CALL TO ORDER
Chairman Breeze called the meeting to order at 7:30 P.M. in the Commission
Chambers and noted that a quorum was present.
APRIL 10, 1984 MINUTES CORRECTED AND APPROVED
Upon hearing the reading of the minutes of the meeting held April 10, 1984,
Mr. Smith noted that Mr. Sanders was not listed as absent from the meeting.
Mr. Sanders then moved to accept the minutes as corrected and Mr. Lande
seconded. Vote was unanimous in favor.
PETITION 84 -2
In Petition 84 -2, Mr. Jack Little requests annexation of 1.4 acres directly
across from 1500 Wurst Road. Mr. Norm Dault, representing Mr. Little,
pointed out location on map and explained that if and when annexation
is granted, a petition will be submitted for general commercial zoning, C -2.
Chairman Breeze explained the P & Z Board's position as advisor to City
Commission, the County moratorium on zoning change for two years after
annexation, and also the difficulty with water availability due to small
water lines.
Mr. Sanders moved to recommend that Commission annex as requested and also
submit letter to County requesting waiver of moratorium on zoning change.
Mr. Colella seconded and vote was unanimous in favor.
PETITION 84 -
In Petition 84 -4, Mr. Lyder Johnson, as agent for owner, requests annexation
of 25 acres fronting on Maguire Road and Highway 50 (described as wrapping
around Roger's Sunoco Station property). Mr. Jim Bartoe, representing
Tri -Con Associates, Commercial Developers, explained that the plan is to
bring in a food store, shops and prospective employment for approximately
300 citizens upon annexation, and also includes an area for multiple housing.
Chairman Breeze pointed out the same facts as above and recommended approaching
zoning in two segments rather than all on one petition, as R3 zoning on the
north portion is not likely to be granted due to the need for a buffer area
between commercial and residential and industrial zones.
Mr. Smith moved to recommend that Commission annex as requested and also
submit letter to County requesting waiver on moratorium on commercial portion
of property. Mr. Sanders seconded and vote was unanimous in favor.
RESOLUTION TO HIRE CITY PLANNER
After a discussion regarding future direction and growth of the City and
the requirements involving Comprehensive Land Use Plan updating, Mr. Sanders
i tiar moved to submit a Resolution to the City Commission regarding the hiring
of a full time city planner. Mr. Busch seconded and vote was unanimous in
favor. (See attached resolution.)

Upon a motion by Mr. Lande and second by Mr. Sanders, meeting adjourned at 8:10 P.M.

RESOLUTION
A RESOLUTION OF THE CITY OF OCOEE PLANNING AND ZONING
COMMISSION RECOMMENDING TO THE BOARD OF CITY COMMISSIONERS,
CITY OF OCOEE, THAT A QUALIFIED CITY PLANNER BE ADDED AS
A FULL -TIME CITY EMPLOYEE.
BE IT RESOLVED BY THE CITY OF OCOEE PLANNING AND ZONING COMMISSION, that
the present size and population of the City of Ocoee, the growth experienced
over the past few years, and the expected growth of the State of Florida,
the Central Florida area, and, inevitably, the City of Ocoee, all present
planning requirements and problems beyond the capabilities of this body
or any other group of part -time volunteers. The City of Ocoee Comprehensive
Plan, adopted August 15, 1979 is outdated and inadequate, and is due for
review and re -write as required by State law. The present Zoning Ordinance
was prepared independently of the Comprehensive Plan, and requires re- writing
and coordinating with the Plan. The City's Subdivision Regulations predate
both the Plan and the Zoning Ordinance, and need to be re- written to conform
with both.
Previously, the City of Ocoee has relied upon engineering and consulting
firms for such tasks as preparing the Comprehensive Plan and writing the
Zoning Ordinance. A recent inquiry by the City Manager reveals that
contracting the update of these documents to a consulting firm would cost
approximately $60,000 - about three year pay for a 2 - 5 year experienced
City Planner. It appears to the Planning and Zoning Commission that hiring
a full -time professional planner for the City of Ocoee would be a more
effective expenditure of City funds, and would provide much- needed con -
tinuity and expertise in related areas.

NOW, THEREFORE, the City of Ocoee Planning and Zoning Commission recommends

to the Board of City Commissioners, City of Ocoee, that the position of
City Planner be established, and that such position be filled by a qualified
person at the earliest possible time. We further recommend that the attached
list of suggested duties and responsibilities be considered in preparing
the job description for the Ocoee City Planner.

1. Update and maintain current the City of Ocoee Comprehensive Plan.

2. Update and maintain current the City of Ocoee Zoning Ordinance.
3. Update and maintain current the City of Ocoee Subdivision Regulations.
4. Serve as the staff official And authority on planning and zoning
matters and provide staff input and support to the Planning and
Zoning Commission, the City Commission, and the City Manager on
planning and zoning matters under consideration.
5. Maintain liaison with the East Central Florida Regional Planning
S hr Council, the Orange County Planning Department, the cities of
Winter Garden and Apopka, and other agencies whose activities
could affect Ocoeets planning effort.

6. Represent the City of Ocoee in various planning organizations
in order to keep abreast of legislation and developments concerning
the planning function.
