CALL TO ORDER
Chairman Breeze called the workshop to order at 7:31 P.M. and waived the
reading of the minutes, due to the nature of the meeting. Ch. Breeze advised
that a way should be devised to verify the minutes of P & Z meetings before
Commission acts on them, as he had, after the last meeting, edited the minutes
and hand carried them to members for approval before delivering them to the
Commission in time for their meeting of August 14, 1984. City Planner Elwell
stated that the presentation he was about to make would include a solution
to that problem.
CITY PLANNER ELWELL PRESENTS PLAN FOR EVALUATION
As Mr. Elwell began his presentation, Chairman Breeze advised him that synopses
and condensed versions with details available on request would be helpful for
this Board's function. Mr. Elwell noted that, as he will choose to go into
more detail initially, the conflict in approaches will lead to growth when
managed properly. He then presented papers he had prepared to begin addressing
the City's response to the required evaluation of the execution of the Com-
prehensive Land Use Plan, which he anticipates to have near completion by
October. Mr. Elwell's offer to pre -read the minutes in order to check for
accuracy and technical content brought objections from most board members.
err QUESTION OF CHAIRPERSON VOTING CLARIFIED
In response to Mr. Bateman's question regarding the validity of a chairperson
voting at the last meeting, City Manager Griffin cited Ocoee Code Chapter II
Section 2, which states that board chairmen are elected from the voting
membership of the board and are therefore voting members. He noted that
this is different from the mayor /commissioner situation in which the mayor
can only vote to break a tie.
MEMBERS INPUT FOR COMPREHENSIVE LAND USE PLAN POSTPONED
Mr. Bateman requested that the minutes reflect that although the meeting was
called for members' input for the Comprehensive Land Use Plan, the time was
spent discussing the purpose of the City Planner instead. Ch. Breeze stated
that he prefers to have a brief recommendation from City Planner and not so
much background information and detail.
ADJOURNMENT
Upon a motion by Mr. Sanders and second by Mr. Smith, meeting adjourned at
10:00 P.M.
