ABSENT: Members Collela and Busch CALL TO ORDER Chairman Breeze called the meeting to order at 7:34 p.m.. and declared a quorum to be present. APPROVAL The minutes of February 12, 1985 were corrected to include Mr. Sanders under those present. Mr. Smith moved to approve the February 12, 1985 meting minutes as corrected, Mr. Lande seconded, and the vote carried unanimously. NENT BUSINESS CHINESE GARDEN ANNIMTION Mr. Griffin informed the Board that the Petition for annexation from the Chinese Gardens was received back in October. This property is contiguous to the City. Mr. Wagner, the newly employed City Planner, found the application and brought it to the City Managers attention. Mr. Griffin stated they are upgrading the property with paving. Mr. Breeze stated he wanted the owners to be aware of our water situation. Mr. Griffin assured we have water available, its a matter of getting it to the owners. Mr. Breeze wanted the owners to be aware of the err cost of getting the water line. Currently, the owners have a well, that they would continue to use. The nearest fire hydrant is at the Ramada Inn and Florida Auto Auction. Mr. Lande moved to recommend annexation of the Chinese Gardens Restaurant, Mr. Sanders seconded, and the vote was unanimous. TED BOLIN /OLIVE /CREEC H ANNENATION Mr. Griffin pointed out the property on the map. Mr. Ted Bolin stated there is approximately 14 acres in the four parcels. Mr. Breeze warned Mr. Bolin of the two year moritorium on re- zoning. Mr. Breeze stated the County can waive the moritorium. Mr. Bolin stated he spoke to the County about the moritorium. Mr. Griffin stated the Commission would not approve an R -2 zoning, and stated he has spoke to Mr. Bolin about same. Mr. Sanders moved to recommend annexation, Mr. Swickerath seconded, and the vote was unanimous. CITY PLANNER - MR. RUSS WAGNER - EVALUATION AND APPRAISAL REPORT OF 1979 Mr. Russ Wagner presented his Evaluation and Appraisal Report of the 1979 Comprehensive Land Use Plan, as required by the State. Mr. Breeze verified that each member received a copy of the report. Mr. Wagner recommended that the CLUP be rewritten. Mr. Wagner stated that normally the appraisal update would be approved by the State upon submission, and then would become an updated portion of the current CLUP. Mr. Wagner stated after approval from the Planning and Zoning Board, the report will be presented to the Commission for their acceptance. If the Commission accepts the report, it would become an amendment to the CLUP. Mr. Wagner stated he is going to recommend the Commission does not accept the report, as he doesn't want the report to become an amendment to the current CLUP, he is going to rewrite the present CLUP. PLANNING AND ZONING BOARD MEETING MARCH 12, 1985 PAGE 2 Mr. Wagner stated that we are buying time to rewrite the Comprehensive Land Use Plan. Mr. Wagner told the Board he is looking for any corrections, deletions, or additions to the report. Mr. Breeze stated he felt the report was overly critical in places. Mr. Breeze pointed out a zoning error on the map at Geneva and Bluford Avenue. Mr. Swickerath moved to recommend approval of the document to the Commission, and send it to the State to comply with the Statutues, and have it on their next agenda to discuss the impact of the report in relation to the new plan. Mt. Sanders seconded, and the vote was unanimous. Mr. Griffin brought in the proposed zoning Ordinance. After much discussion, and some discrepancies Were discussed, Mr. Swickerath moved to recommend the Commissions approval of the zoning Ordinance proposed. Mr. Brooklyn seconded, and the vote was unanimous. There were no comments from the City Manager, Citizens /Public, or the Board Members. Mr. Swickerath moved to adjourn the meting at 8:57 p.m..
