HomeMy WebLinkAboutPZ 07-09-1985 SPECIAL COMMISSION JOINT WORKSHOP WITH PLANNING & ZONING BOARD, JULY 9, 1985 1rr PRESENT: Mayor Ison, Commissioners Cox, Bateman, Hager, Rodgers,P & Z Members Smith, Swickerath, Lande, City Manager Griffin and City Clerk Catron. ABSENT: P & Z Members Breeze, Sanders, Brooklyn and Colella, also alter- nate Liz Cook. Meeting called to order at 9:00 P.M. Mayor Ison explained that this meeting was called for the purpose of getting input from the P & Z on permitted uses within the zoning classification. A problem with used car lots had brought this matter to the attention of the commission, and they had discussed the possibility of making the used car lot a special exception instead of permitted use. Commissioner Rodgers suggested there may be other areas they may want to make a special exception and requested they get input from the Planning and Zoning Board. City Manager Griffin sent a memo to the Mayor and Commissioner and addressed serveral categories they may want to consider. Among those listed were: Bar - Lounge - Tavern, Dance Hall, Laboratories, Liquor Stores, Pawn Shops, Private Clubs, Reserach Laboratory, Implement and Machinery Sales, New and Used Auto Sales, Bottling works, and Machinery Sales and Repair Shops. The P & Z Board Members present did not have a copy of the memo and were not prepared to discuss all of the aspects. Jim Swickerath stated that he was not in favor of censorship and had enough Nkilw faith in his neighbors to not support any business that was not legal or moral. The Commission explained that this was not there intent. They only wanted to have a better control over some types of businesses and their location. They are not prohibiting the business, only making them come before the Commission for approval and indentifying certain potential problem areas. The Zoning Regulations were passed and updated in 1977 and Mayor Ison stated they were trying to play "catch -up ". There is spot zoning in several areas. Commissioner Rodgers asked Mr. Swickerath if he thought the P & Z would be in favor of updating and changing the zoning classification in the downtown area. Mr. Swickerath stated that if the Commission presented a good case that the P & Z Board Members were fair minded and would seriously consider the proposal. Burton Smith felt that the Commission had some good ideas and was in favor of making some of the classifications "special exceptions ". Leroy Lande also recognized that there were some problem areas especially where Industrial is next to Residential. Commissioners Rodgers stated that all corridors and main arteries should be addressed with set back requirements and road right -of -ways. The Commission all agreed that with future growth plans and proposed beltway planned by DOT that the zoning should be addressed along with the Comprehensive Growth Management Plan. Mayor Ison asked the P & Z to meet on the "special uses ", tentative date July 23, 1985 at 7:30, if they can get a quorum, and get back with a recommendation to the Commission.
