Chairman Breeze, Board Members Brooklyn, Smith, Sanders, Swickerath, Alternate Cook and City Clerk Catron present. Board Members Lande and Collella absent. DISCUSSION PROPOSED CHANGES TO ZONING ORDINANCE REFERENCE "PERMITTED USES" AND MAKING SOME OF THEM SPECIAL EXCEPTIONS Chairman Breeze asked City Clerk Catron to explain the reason for the workshop to the board. Mrs. Catron stated that the City Board of Commissioners requested that the Zoning Board review the different uses permitted in the "C" zoning classifications and determine if there are any they may want to make special exceptions. A rough draft of a proposed ordinance was presented to them to look over for consideration. Some of the background behind this request was the problem of "used car lots" and the City Commissioners had the attorney draw up an ordinance making used car lots a special exception. While they were doing this, they thought they should consider all aspects of the zoning. Chairman Breeze was opposed to "piece- mealing" the zoning ordinances. He stated that over a year and a half ago, they passed a resolution recommending the City Board of Commissioners hire a full time City Planner and spelled out the order in which things should be done. The first being updating and maintaining current the City of Ocoee Comprehensive Plan ", second updating "' and maintaining current the City of Ocoee Zoning Ordinance, and third updating and maintaining current the City of Ocoee Subdivision Regulations. He stated that the subdivision regulations had been updated, but the comprehensive plan and zoning had not been done. He suggested they be done before any changes, such as the ones being proposed, be made to the zoning ordinance. Jim Swickerath felt the proposed ordinance "goes too far" and there is enough control in the existing ordinances. He further stated that he would not be opposed to some special exceptions if they would be permitted uses in another category; e.g., Special Exceptions in C -1 be Permitted uses in C -2, Special Exceptions in C -2 be Permitted Uses in C -3 etc.. The proposed ordinance also does away with the Planning & Zoning Board as it goes to Board of Adjustment. Marvin Sanders and Liz Cook agreed with Jim Swickerath. Mr. Brooklyn suggested establishing another classification to take care of these problems, maybe "C -4 ". Burton Smith stated that he understood the concern of the Commission and if he were on the commission, he would want some direction from this board. He also felt that some special exceptions were needed. Jim Swickerath moved to recommend against adoption of the proposed ordinance, Marvin Sanders seconded. Approved unanimously. Jim Swickerath moved to recommend the efforts of City Planner and Staff be directed at updating and rewriting the zoning ordinance and other attempts to piecemeal be abandoned, Burton Smith seconded. Approved unanimously. Now Chairman Breeze suggested the board could be of more help by taking more of a lead and by working closer with staff. Marvin Sanders moved to adjourn, Jim Swickerath seconded. Approved unanimously. Meeting adjourned at 9:00 P.M. Helen Cat on, City William Breeze, Chairman
