Chairman Swickerath called the special meeting to review the
Orange County Planning Department's West State Road 50 Study
to order at 7:31 p.m.
PRESENT: Chairman Swickerath; Board Members Bello,
Linebarier, Sanders, Smith, Switzer; Alternate Members
Breeze and Weeks; City Planner Wagner and Assistant Planner
Rivera
ABSENT: Board Member Cook (Submitted resignation effective
this date). Alternate Member Bond was ill.
Chairman Swickerath advised the members that Mrs. Cook
has resigned and Commission will be appointing a replacement
for her seat. He then asked Alternate Member Tommy Breeze
to sit in her place for this meeting.
WEST STATE ROAD 50 STUDY
Mr. Wagner advised that the report on the West State Road 50
Study which was sent to the members had been prepared by
Assistant Planner Rivera. He explained that the study sets
forth the transportation improvements to be made, as well as
other kinds of development in the area, and establishes the
1`rr standards used by Orange County. The report which was
submitted by the planning department points out the areas
of concern in that study for this board. He also advised
that we should have similar standards in our Comprehensive
Plan. The report reveals that in their study of existing and
planned cornrnerc i a l centers and commercial activity, Orange
County is not aware of Ocoee' s commercial activity as it
relates to this study. Mr. Wagner suggested that at this
stage it would be best to keep our study general and develop
the character of what we want to see for this area rather
than try to correct specific errors in the Orange County
study. He said that the Board should try to tie down
specific design features to preserve the integrity of Highway
50 and to promote the highest and best use of the area
which is compatible with other uses. A type of master plan
should be drawn up which goes beyond those design features
which ultimately will be incorporated into the
Comprehensive Land Use Plan. Plans limiting access and curb
cuts and controlling traffic signals and signage should be
made as well as general aesthetic considerations.
As Mr. Wagner was explaining that, even though the ultimate
placement of the Ease -West Expressway extension is still
undetermined, Clark Road will be an important link to it,
Chairman Swickerath asked whether it would be possible to get
funds from the county or the Expressway Authority toward
its paving. Mr. Wagner replied that the subject has been

broached but is still unanswered.
During a rather lengthy discussion which began with planning
and road access Mr. Smith said he felt it was important that
frontal roads not be privately owned. Mr. Wagner pointed out
that if the city owned them the city would have to maintain
them.
Mr. Weeks raised a question regarding the phrase "Commercial
development is inappropriate for all quadrants listed
above,..." in Section VIII - Future Land Use Analysis, (Pg 31
of the Study). Mr. Wagner explained that he believed that
they meant that all these intersections do not necessarily
need commercial development in all quadrants. Mr. Switzer
expressed concern that too many shopping centers are standing
empty in other areas near by and we should avoid having that
happen here if at all passible. Chairman Swickerath noted
that in Orlando's plan they have "enterprise modes" which
are areas designated as a particular density rather than a
particular use and that gives some leeway in the developing
of the plan.
Mr. Wagner asked the Board what types of land use they would
like to see in the area and after discussing the feasibility
of these options, he drew on a reap showing the area under
discussion the land uses the Board preferred.
RECESS FROM 9:50 TO 10:03 R.M.
Mr. Smith left the meeting during the recess and Mr. Weeks
was appointed to vote in his place.
Mr. Linebarier moved to recommend to Commission that the
projected plan as described on the map be sent to the County.
Mr. Breeze amended the motion with the understanding that
this land use is predicated under the assumption that Clark
Road will be extended to the western extension of the
East /West Expressway and that the future beltway will be
located toward the west edge of Ocoee. Mr. Sanders seconded
the motion and vote was unanimously in favor. Mr. Breeze
moved that the above motion be subject to the Proposed Master
Access Plan. Mrs. Bello seconded the motion and vote was
unanimously in favor. Mr. Swickerath said that the
Commission wants to preserve the integrity of the traffic
flow on Highway 50.
Mr. Swickerath requested that copies of the reap made tonight
be made available to Board members.
