HomeMy WebLinkAboutPZ 12-09-1986 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD DECEMBER 9, 1986 Chairman Swickerath called the regular meeting to order at 7:34 P.M. PRESENT: Chairman Swickerath; Board Members Bello, Linebarier, Sanders, Smith, Switzer, and Alternate Board Member Bond; City Planner Wagner ABSENT: Board Member Cook APPROVALS Mr. Linebarier moved to approve the minutes of the meeting held October 28, 1986. Mr. Sanders seconded the motion and vote was unanimously in favor. PRELIMINARY SUBDIVISION PLAN APPROVAL - HODGES RANCH Mr. Hodges and Mr. Bolin have purchased a lot located behind Carriage Oaks which they wish to divide in order to build their own homes. Although it is a simple project, it is technically a subdivision according to city ordinances, requiring Commission review and a public hearing, both of which are on the agenda for the next Commission meeting. Mr. Wagner advised that staff comments, minor and largely technical in nature, were generally as follows: 1) Provide a letter from Orange County approving septic tank permits prior to final plat. 2) Final plat to specify ownership of Tract "A" which is the road leading into the site. That road will need to be designated as a perpetual easement or access easement for both lot owners. 3) Letter from Fire Department for the file approving access road prior to final plat, as developer is installing new fire hydrant. 4) All easements to be shown on final plat. Mr. Wagner advised that the project meets zoning requirements and he forsees no problems. Mr. Swickerath asked Mr. Hodges if he had any problems complying with the staff comments as related by Mr. Wagner and Mr. Hodges assured the Board that he was in agreement with all the recommendations. Mr. Sanders moved to approve the preliminary subdivision plan for Hodges-Bolin Ranch. Mrs. Bello seconded and the motion �� carried unanimously. 1 Page 2 P & Z Meeting December 9, 1986 COMMENTS Mr. Smith inquired about a new set of zoning regulations and was advised by Mr. Wagner that the regulations were not so much up-dated as a consolidated land development code. Mr. Swickerath requested that each member be provided with a new consolidated land development code book. Mr. Linebarier noted an inconsistency in the regulations where a 1 1/2 ton vehicle may be parked in front of a house zoned R-1 but may not be parked at a residence if the owner has a business license. He has consulted with Building Official Hurst regarding the inconsistency and was advised that his department was interpreting this to mean that no commercial vehicle can be parked at a residence if the owner is conducting a business from the home. Mr. Wagner noted that the board members should be provided with minutes of the DRC meetings. Mrs. Bond requested that someone check the old trees on Bluford Avenue as a large limb fell in front of her car when the weather was clear.
