HomeMy WebLinkAboutPZ 09-22-1992 MINUTES OF THE PLANNING AND ZONING COMMISSION SPECIAL SESSION MEETING HELD TUESDAY, SEPTEMBER 22, 1992 CALL TO ORDER The meeting was called to order by Vice - Chairman Switzer at 7:37 pm followed by a moment of silent meditation and the Pledge of Allegiance. The determination of a Quorum was made by requesting Second Alternate Louis Landefeld to fill in as a voting member since at the time of the determination there were only three voting members present. PRESENT: Vice - Chairman Harold Switzer, Members: Darlene Rhodus, Gerald Weeks, Tanya Miller (arrived 7:43) Alternate: Louis Landefeld, Director of Planning Bruce Behrens, Deputy Clerk Ellen King. ABSENT: Chairman Mickey Shiver, Members: Pat Bond, 1rr Jim Swickerath. NEW BUSINESS WESMERE, VILLAGE 5 (189 -082E) [PUBLIC HEARING] FINAL DEVELOPMENT /PRELIMINARY SUBDIVISION PLANS Planning Director Behrens read into the record the Staff Report of September 11, 1992. The issue was "Should the Planning and Zoning Commission approve the Final Development /Preliminary Subdivision Plan for Wesmere, Village 5 ". The Development Review Committee reviewed and unanimously approved the Final Development Plan /Preliminary Subdivision Plan on August 27, 1992. There were no outstanding issues. City Staff recommended that the Planning and Zoning Commission approve the Final Development /Preliminary Subdivision Plans for Wesmere, Village 5. Planning Director Behrens provided the approved Land Use Plan to the Commissioners for their review. He stated that Village 5 is the same size village as Villages 3 and 4. Now Vice- Chairman Switzer opened the Public Hearing to the audience for their comments. Magnolia, Orlando, FL 32801 the Engineer on the project stated that he had no problems with the site, and was available to answer any questions. Planning Director Behrens mentioned that Sheet 4 of 4 of the Wesmere, Village 5 Preliminary Subdivision Plans showed the landscaping layout of what would be provided. Planning Director Behrens stated for the Record that Arvida won a Merit Award in the Spring Parade of Homes for Best Master Plan Community. Vice - Chairman Switzer questioned what kind of irrigation was provided on site; grey water or potable water. Mr. Bradick stated that potable water is provided. R.P. Mohnacky, 1820 Prairie Lake Blvd., Ocoee, FL 34761 questioned what the City of Ocoee got out of the PUD approval. Mr. Mohnacky said that the City is suppose to receive something in return for allowing a PUD. Planning Director Behrens commented that the City has small units, more sufficient use of land, the density of land is .094 dwelling '.► units per acre, and the developer has down sized the lots and living space which the market calls for. Buck Mullins, Arvida, 120 International Parkway, Suite 220, Heathrow, FL 32746 commented that the project has common areas /ponds. Then he introduced Mark Ambach to give the price range of houses. The homes will range from 1500 to 2200 square feet. Village 5 will look similar to Mill Creek's (Village 3) product. Planning Director Behrens responded to Mr. Mohnacky's earlier question by stating that the PUD has more of a product mix, the area is more exciting, and not everyone wants a big lot. Five acres of recreation area is located in the PUD, plus visuals for the City - Arvida spent $500,000 on the entrance features (berm) of the PUD. After no discussion from the Board the Vice - Chairman called for a motion. Member Gerald Weeks moved to recommend that the Planning and Zoning Commission recommend to the Board of City Commissioners to approve the Final Development /Preliminary Subdivision Plan for Wesmere, Village 5.
