Fr- f ' Subject: Most Valuable Partnership Grant — Cycle 2010 -11 Background Summary: The Most Valuable Partnership Grants Program has been in operation for several years. The grant program assists Ocoee neighborhoods and organizations with projects that will enhance property values and improve the quality of life in Ocoee. The MVP grant program is a matching grant program held once each year. The maximum matching grant award is $2,000. Funding is not given up front, but is reimbursed at the completion of the organization's project. Applicants fund their improvement projects and then get a portion back, up to a maximum of $2,000. Seven applications were received for this year's cycle. The total amount of grant monies requested is $13,500. There is $10,000 funded for this year's MVP grant program. The following is the 7 applicants: Admiral Pointe Homeowner's Association; Richfield Community; Rotary Club of Ocoee; Silver Glenn Homeowner's Association; Sleepy Harbour Homeowner's Association; Villages of West Oaks and Woman's Club of Ocoee. Four organizations were recommended to receive grants in the amount of $6,615. Three organizations did not receive a recommendation for grant funding: Admiral Pointe HOA, Rotary Club of Ocoee and Woman's Club of Ocoee. Staff is requesting the City Commission discuss and make a decision. Issue: Should the Mayor and Commissioners approve the funding recommendations made by staff? Recommendations Staff respectfully requests that the Mayor and City Commission approve staff's recommendations for funding $6,615. Staff also requests that the Mayor and City Commission discuss the three MVP applications to make a decision on whether they meet the grant criteria. Attachments: Most Valuable Partnership grant criteria Applications: Admiral Pointe, Rotary Club of Ocoee, Woman's Club of Ocoee Financial Impact: $10,000 funding is available. However, the total amount of grant funds requested is $13,500. Below are the 8 organizations that staff recommends receive an MVP Grant: 1. Richfield HOA Replace decaying fence on southside of Richfield community. Amount requested: $2,000 Staff recommendation: $2,000 2. Silver Glenn HOA Entrance beautification, replace dying plants, plant xeriscape plants Amount requested: $2,000 Staff recommendation: $2,000 3. Sleepy Harbour HOA Add deck to community pavilion and entrance beautification, replace dead palms and plants Amount requested: $2,000 Staff recommendation: $1,865 4. Villages of West Oaks Powerwash walls facing White and Clarke Road, put up lighting on entrance wall Amount requested: $2,000 Staff recommendation: $750 TOTAL: $6,615 Staff did not make recommendations on the organizations below, deferring to the City Commission: 1. Admiral Pointe HOA Install high -tech security cameras to monitor cars coming and going from Admiral Pointe. Cameras would monitor license plates and make -model of vehicles. Three cameras would be mounted on a decorative pole. Amount requested: $2,000 Staff recommendation: None Do the security cameras meet the criteria for "improving the quality of life in Ocoee" or "creating programs which benefit our citizens." Concern of potential legal issues. (See MVP grant criteria) 2. Rotary Club of Ocoee Give graduating seniors at Ocoee High School scholarship monies to help offset their college expenses. Amount requested: $1,500 Staff recommendation: None Does the scholarship program meet the criteria for "improving the quality of life in Ocoee" or "creating programs which benefit our citizens." Would the MVP grant money be given to "students who live in Ocoee ?" (See MVP grant criteria) 3. Woman's Club of Ocoee Grant scholarships to Westside Technical School. The scholarship monies would be awarded to women re- entering the workforce. Amount requested: $2,000 Staff recommendation: None Does the scholarship program meet the criteria for "improving the quality of life in Ocoee" or "creating programs which benefit our citizens." Would the MVP grant money be given to "women who live in Ocoee ?" Who is Eligible? Neighborhoods, civic clubs, religious groups and other organizations may apply as long as they can demonstrate that their project provides a benefit to the community. These groups should be located in Ocoee and serve the Ocoee community. Additional Required Documents Each organization must have its organizational structure vote on and approve a motion to participate in the MVP program. Minutes reflecting the vote must be attached to the application. Each organization must have a Tax Identification Number (TIN) or Employer Identification Number (EIN) on file with the City of Ocoee. You may obtain an application (form SS -4) for an EIN by contacting the IRS at (770) 455 -2360 or visiting their website at www.irs.gov. Applicants will be required to submit a W -9 with their application. Please plan ahead; this could take up to 4 weeks. For those applicants who don't have a formal organizational structure, the application must contain a petition (as outlined in the application) in place of the meeting minutes. Those applicants will use the City's purchasing system so they do not need to submit a TIN, EIN or W -9. Eligible Projects Projects should benefit a certain segment of the population in Ocoee whether it be a neighborhood or other group. Neighborhood residents or organization members should be directly involved in all phases. Projects should be able to be completed in six to nine months. Grant funds may not be used to supplement regular operating budgets. A Final Report must be submitted to receive grant monies. * *Fin Report is due by August 1, 2011 * *. Our total amount for this project is $5,507.27 we are only referencing $2,000.00 from the city and $2,000.00 matching from Admiral Pointe as part of the MVP grant application. The additional $1,507.27 will come from our Reserve account to make up this difference and not be a part of the MVP grant. Volunteer hours were calculated based on our budgeted match and within the 25% requirement. Admiral Pointe only budgets $2,000.00 for the MVP grant each year and this project was a high priority request at our annual meeting. So when taking into consideration the volunteer hours they are reflected against the $2,000.00 Admiral Pointe budget and the $2,000.00 requested city match. While we understand the limited funds available from the city this project would probably be a first for any community within Ocoee and help to minimize potential crime within our community as well as others. Assuming the purchase of four trees, the two "free" trees would have a cash value of $100. 3. A person in the neighborhood happens to be a landscape architect and has donated her services to design the new landscaped entrance at a cash value of $200. * The cash values above were made up strictly for this exercise. The in -kind contributions are important in that the City wants to create a sense of community through this MVP Program. It is felt that if residents work with local businesses, it may start new relationships that will benefit both parties now and in the future. Project Expenses are things the neighborhood /organization will have to pay for to complete the project. Things like plants, wood chips, paint, etc. would be included using the above example. NOTE: It is important to complete the proposed budget as thoroughly as possible, thinking through every facet of the project's revenues and expenses. A financial contribution to CAMP ROCK (Reaching Out to Cancer Kids) makes it possible for children with various cancers to attend this camp. A financial contribution to Canine Companions help provide trained dogs to assist disabled people in becoming more independent. Creative Expressions Celebration: Fifth grade students from local schools, Citrus, Clarcona, Lake Whitney, Ocoee, Spring Lake, Thornebrooke and Westbrooke, participate by writing essays, poems, songs and drawing artwork that reflect a theme chosen by the Woman's Club. The winners from each participating school are honored at a luncheon for the students and their families. A contribution is made to each participating school's media center. The Woman's Club of Ocoee hosts a Brunch, Baskets & Beauty event where members volunteer to decorate a table in a fall theme. Brunch is served and a chinese basket auction takes place. Proceeeds from this event go to supporting our monetary contributions to the Creative Expressions Celebration. Westside Technical Scholarship: The Woman's Club of Ocoee established a scholarship to be used for the continued education of displaced women. Each year the Woman's Club of Ocoee celebrates it's annual birthday with a luncheon and fashion show. Members volunteer to decorate tables reflecting a theme or event for each month of the year. Proceeds from this event assist in the monetary contribution to the Westside Technical Scholarship. School Nurse Program: A financial contribution is made to the School Nurse Program to help subsidize the costs of having a nurse in the local schools. Political Forum: The Woman's Club of Ocoee organizes and conducts a political forum for the City of Ocoee candidates. Warm & Fuzzies for Children: Gift packs for the Children's Cancer and Blood Center are assembled and donated by the club members.
