REGULAR MEETING HELD TUESDAY, APRIL 13, 1993
CALL TO ORDER:
The meeting was called to order by Vice Chairman Switzer at 7:30
p.m. followed by a moment of silent meditation and the Pledge of
Allegiance.
The determination of a quorum was made.

Commissioner Landefeld moved to approve the Consent Agenda with
corrections to the minutes of March 9, 1993, seconded by Miller and
the motions carried unanimously.

NEW BUSINESS:
THE OCOEE PUBLIC GOLF LINKS, PRELIMINARY /FINAL SITE PLANS
(Approved Name 4/6/93: Forest Lakes Golf Club of Ocoee)
PROJECT NO. 93 -003 [Public Hearing]
Director of Planning Bruce Behrens read the Staff Report of April
7, 1993 in its entirety. The 240 + /- acres make up the site for the
effluent disposal golf course annexed into the City in 1990. The
property is zoned A -1 and is owned by the City. The 18 hold golf
course has been designed to meet state standards for effluent
disposal and has been thoroughly reviewed for necessary permitting
by various state regulatory agencies.
The West Orange County Greenway consisting of walking /jogging, bike
paths, and horse trails will be adjacent to the golf course on its
northwestern, northern, northern eastern boundaries. A 5' sidewalk
will be installed by the developer within two years.
Staff recommends that the Planning and Zoning Commission recommend
approval of the Preliminary /Final Site Plans for The Ocoee Public
Golf Links (Forest Lakes Golf Club of Ocoee) with the condition of
approval that the 5 foot sidewalk on Ocoee - Clarcona Road would be
installed two years from the commencement of the operational years.
Attached to the Staff Report was a Report from Janet Resnik on
Ocoee Golf Links - Final Certificate of Concurrency.
Director of Administrative Services Montye Beamer was present and
gave a brief summary on the history of the site /project. Ms.
Beamer stated that on September 2, 1991 the City of Ocoee entered
into a Ground Lease Agreement with Riverbend Golf Group for them to
develop an 18 -hold golf course on the 240 +/- acres effluent
disposal site.
Ms. Beamer stated that Staff could not ask that the Planning and
Zoning Commission review in depth the irrigation or in which the
way the placement of the ponds or their lengths of the ponds were
designed, because they have been approved and will be monitored by
D.E.R. The Planning and Zoning Commission was requested to look at
the sidewalk, entry, placement of the club house and the
maintenance facility.

The public hearing was opened.
Present was Ken Ezell; Clifton, Ezell, Clifton Golf Design Group,
505 Deltona Blvd., Suite 201A, Deltona, Florida 32725. Mr. Ezell
stated that the project has gone very smoothly. The project will
be a unique opportunity for the City of Ocoee and the golf course
operators and developers to have such a fine site and to witness
this addition as a part of the Ocoee municipal services. The golf
course will be a champion caliber golf course. The back tees will
average approximately 7,100 yards, with four different sets of
tees, down to 4,800 yards, this will accommodate no only the
beginning women golfer but also the junior golfer.
Alice, 10538 Clarcona -Ocoee Road was present and wanted to know
where was the entrance to the golf course. Mr. Ezell stated that
the entrance will be across the street from Angola (a clay road).
Ms. Buckman, Barrett - Solomon Group was present and wanted to know
what would be west of the golf course.
The public hearing was closed and the issue was brought to the
table for discussion.
'40" Commissioner Bond moved to recommend approval of the
Preliminary /Final Site Plans for The Ocoee Public Golf Links
(Forest Lakes Golf Club of Ocoee) with the condition of approval
that the 5 foot sidewalk on Ocoee - Clarcona Road would be installed
two years from the commencement of the operational years. Seconded
by Commissioner Weeks and the motion carried unanimously.
SILVER GLEN P.U.D., PHASE II, VILLAGE I
PRELIMINARY SUBDIVISION PLANS
PROJECT NO. 86 -002A [Public Hearing]
Director of Planning Bruce Behrens read the Staff Report of April
7, 1993. The 1989 approved Final Subdivision Plans for Phase II,
Village I called for 51 units on 80' x 125' lots. The proposed
amended plans call for 61 units, an increase of 10 lots, with 65'
x 110' lots and 70' x 110' lots that back the Brentwood
Subdivision.

There were no concurrency issues regarding Silver Glen, Phase II,
Village I that prohibited recommendation of approval.
Staff recommended that the Planning and Zoning Commission recommend
approval of the Preliminary Subdivision Plans for Silver Glen,
Phase II, Village I.
Frank Dolan, U.S. Home Corporation, 2600 Maitland Center Parkway,
Suite 262, Maitland, FL was present to answer any questions.
The public hearing was opened.
John W. Resnik, Jr., 407 Abbey Ridge Court, Ocoee, FL was present
stating that he was against the lot increase from 61 lots to 51
lots.
R.P. Mohnacky, 1820 Prairie Lake Blvd., Ocoee, FL was present and
asked clarification on the 60' lot width and then stated he was
against the lot widths.
Mariella E. Corroll, 1103 Ridgefield Avenue, Ocoee, FL was present
to ask what type of fence will separate the new homes from existing
homes on Ridgefield Avenue?
Mr. Frank Dolan stated that the plans call for the same wood fence
that is located on the other sections.
After no further comments the public hearing was closed.
Ms. Reba Varnes, 1405 Spring Lake Terrace, Ocoee, FL was present
and stated, for informational purposes only, the Varnes had asked
for the opening from their property and the Developer worked with
them. She thanked U.S. Home Corporation for their cooperation.
Director of Planning Bruce Behrens stated that there was a
correction on page 2 of the Staff Report that the "DRC
Recommendation" should be changed to reflect one negative vote.
Commissioner Miller questioned the reason for the vote against.
Planner Resnik stated that she was the one that voted against the
motion to approve the plan because she had also voted against an
earlier motion at D.R.C. that approved the amended plan as having
no substantial changes to the L.U.P. The Land Use Plan was
,,,. approved in 1986 that showed Phase II, Village I would have larger
lots and that Phase III would have smaller lots, this phase being
along Clarke Road.

After no further comments and a call for the question, Commissioner
Weeks moved to recommend approval of the Preliminary Subdivision
Plans for Silver Glen, Phase II, Village I. Seconded by
Commissioner Bond and the motion carried with a 4 to 1 vote.
Aye: Rhodus, Switzer, Weeks and Bond.
No: Miller.
OTHER BUSINESS:
S. Scott Vandergrift, 2625 Cedar Bluff Lane, Orlando, FL was
present to make several announcements:
1. Wants to see a high school come in the area.
2. Invited P &Z Members to the 4/20/93 City Commission meeting on
Hurricane Roofing; nails vs staples.
3. Would like to see the building code moved to P &Z Commission.
4. New community channel - WOCTV Channel 16.
Commissioner Rob McKey read a prepared statement in regard to the
board adopting a resolution to develop and implement a
comprehensive architectural standard by which all architects,
developers, builders and contractors, and the general public will
',,, recognize as that of the city of Ocoee. (Statement attached).
After a brief discussion, Mr. McKey stated that he was glad that
the idea was discussed and hoped that the Planning and Zoning
Members would look and consider certain ideas.

COMMENTS:

1. New city hall - finalizing plans.
2. Orange County suspended the law suit for 90 days (annexation).

To the members of the Planning and Zoning Board°
GROWTH! Growth is all around us. Growth is all we hear.
Some of us are involved in growth every day. Is it good?
Is it bad?
Many of us don't want to see growth happen so quickly; many
don't want growth at all, especially in their neighborhood.
But growth will happen anyway.
And why do so many fear it? Maybe it is because they are
afraid of the way it will. look_ Will our growth take the
form of an elegant oak in a green field along side the road ..
Or will it be just so many weeds along side that same road ?
WHEN others see our community, what do they see? Do they see
an area of unified thoughts and plans? OR DO THEY SEE A
JUMBLED MASS OF INCOMPATIBLE IDEAS, MANY OF WHICH ARE DRIVEN
BY THE BOTTOM LINE.
Will our grand children look back and wonder, "What were they
thinking of ?" or will they look back on what we've done with
a sense of pride in their heritage?
0r. I think it's time to address the issue of 'what will our
............................................ ...............................
community n1:y look ten, twenty, even forty years from now.
Let's start by putting some teeth into our 'Architect.uel
Harmony' rhetoric. Let's not have anymore growth of urban
sprawl, like SR 50, that runs thru our city. I applaud the
intention and the spirit of the new hospital but I regret not
being able to have some 'say' about the exterior.
": :z: propose that this board adopt a resolution to develop
and implement a comprehensive architectual standard by which
all architects, developers, builders and contractors, and the
general public will recognize as that of the city of Ocoee.
