HomeMy WebLinkAbout08-13-1996 MINUTES OF THE PLANNING AND ZONING COMMISSION REGULAR MEETING HELD TUESDAY, AUGUST 13, 1996 (ACTING AS LOCAL PLANNING AGENCY) CALL TO ORDER The meeting was called to order by Chairman Switzer at 7:35 p.m. followed by a moment of silent meditation and the pledge of allegiance. A quorum was declared present. PRESENT: Chairman Switzer, Vice Chairman Bond, Members Hopkins, Jones, Landefeld, Miller and Rhodus (arrived at 7:48 p.m.), and Alternate Member Williams. Also present were Planning Director Wagner, Senior Planner Home, Assistant City Attorney Formella and Deputy City Clerk Green. ABSENT: Alternate Member McKey. CONSENT AGENDA The consent agenda consisted of approval of item A: A. Minutes of the Planning and Zoning Commission Regular Meeting held Tuesday,. May 14, 1996. Member Landefeld seconded by Member Jones. moved to approve the Consent A. enda as presented. Motion carried 6 - 0. (Member Rhodus had not yet arrived.) NEW BUSINESS Chairman Switzer announced that the board would be meeting as the Local Planning Agency to consider the proposed Small Scale Comprehensive Plan Amendment. SYSCO FOOD SERVICES - CASE No. CPA -96 -002 - PUBLIC HEARING SMALL SCALE COMPREHENSIVE PLAN AMENDMENT - FROM RECREATION TO HEAVY INDUSTRIAL Senior Planner Horne presented the staff report for SYSCO's requested change of future land use designation from Recreation to Heavy Industrial for an 8.994 acre parcel. The property is located on Story Road approximately 1,000 feet west of the intersection with Maguire Road, just west of the SYSCO Food Services campus. She said SYSCO had recently acquired the property, known locally as the West Orange Girl's Club, and approval of the requested change would allow SYSCO to expand their facilities. Mrs. Horne concluded with Staff's recommendation for approval upon finding the application to be consistent with Ocoee's Comprehensive Plan, Future Land Use Map, Land Development Code, and surrounding land uses. The public hearing was opened. Mr. Richard Doss, who resides across the street from SYSCO at 576 Kissimmee Avenue, said he was very sad to hear that SYSCO would be expanding their operation. He said he had Planning and Zoning Commission Regular Meeting August 13, 1996 enjoyed the sounds from the Girl's Club, but not the noise from SYSCO, and expressed concern that the proceeds from the sale to SYSCO would be insufficient for the Girl's Club to become reestablished. As no other citizens wished to speak, the public hearing was closed. Planning Director Wagner explained that the existing land use (Recreation) for the subject parcel had been assigned as the future land use in error as, historically, the property had been zoned I -2, Industrial and the future land use designation should have remained Heavy Industrial to be consistent with its zoning. In response to members' questions about SYSCO's proposed plans for expansion and the City's Kissimmee Avenue /Story Road intersection improvements, Mr. Wagner said SYSCO's plans included a 25,000 square foot office building, expansion of coolers and storage, additional parking, and an additional entrance on Story Road. He said that SYSCO's heavy trucks would continue to enter on Kissimmee Avenue, but that a turn lane would be added that could accommodate two trucks. Motion carried 6 -0. (Member Rhodus had not yet arrived) OLD BUSINESS - None. OTHER BUSINESS - None. Member Rhodus arrived. COMMENTS Planning Director Wagner announced that colored zoning maps were available in the Planning Department for every board member who wished to have one. Mr. Wagner reported that West Oaks Mall was expected to be completed on schedule with an October 2nd opening date, and reported on the status of various other projects around the City. He said the property owner for the Shurgard Warehouse project had ultimately withdrawn his appeal. (See P & Z Minutes of 5/14/96, page 6, item 3.) fir►► 2 Planning and Zoning Commission Regular Meeting August 13, 1996 He also reported that the City had decided not to appeal the Belmere issue as the state did not support the City's position. Staff will continue to meet with Orange County to discuss Belmere issues, such as Maguire Road, Roberson Road, fire service, etc. (See P & Z Minutes of 5/14/96, page 6, item 2.) Mr. Wagner said that projects on which Planning staff is working include updating the traffic element, making changes to Comprehensive Plan, and preparing a telecommunication towers ordinance. He said the City Commission will be asked to enact a six months moratorium on the towers to allow staff time to prepare the ordinance. Chairman Switzer asked if there were any pending annexations. Mr. Wagner said six applicants were working on their applications and three applications had been stalled by the applicants. Vice Chairman Bond suggested that staff review the City's adult entertainment regulations in order to be prepared if the issue should arise. Mr. Wagner pointed out that the City could not prohibit the use, but could regulate through zoning. Vice Chairman Bond said the truck weight restriction on Clarke Road forced semis through downtown, and suggested reconsidering the restriction. Mr. Wagner said it was his understanding that the depth of the road bed of Clarke Road was not designed for very heavy truck traffic. He said routing heavy truck traffic through the more commercial, industrial area of town was considered preferable to routing it through the residential and new growth areas of the community. Vice Chairman Bond urged consideration of the needs of the old area of town as well as the new. She pointed out that serious water pressure problems exist in the older area of the City. Member Landefeld asked if the truck restriction in place on Orlando Avenue /White Road in 1984 would be restored when construction was completed. Mr. Wagner said the restriction had been lifted only for construction, and that a condition of approval in the DRI prevented truck traffic from entering the mall from the north. Chairman Switzer asked when the issue of renaming a portion of Clarke Road to West Oaks Boulevard would be coming before City Commission again. Mr. Wagner said he thought it would be when the plat came before Commission, probably the first meeting in September. Member Rhodus apologized for being late. She asked for a phone extension members might call to let someone know when they are detained.
