HomeMy WebLinkAbout02-11-1997 MINUTES OF THE PLANNING AND ZONING COMMISSION r REGULAR MEETING HELD TUESDAY, FEBRUARY 11, 1997 CALL TO ORDER The regular meeting was called to order by Chairman Switzer at 7:40 p.m. followed by a moment of silent meditation and the pledge of allegiance. A quorum was declared present. PRESENT: Chairman Harold Switzer, Vice Chairman Bond, Members Hopkins, Jones, Landefeld and Miller, and Alternate Member Williams. Also present were Planning Director Wagner, Deputy City Clerk Green, and Clerk/Stenographer Rivera. ABSENT: Member Rhodus and Alternate Member McKey. CONSENT AGENDA The consent agenda consisted of approval of item A: A. Minutes of the Planning and Zoning Commission Regular Meeting held January 14, 1997. Member Landefeld, seconded by Member Jones. moved to approve the consent agenda as presented. Motion carried 6 -0. Member Rhodus was absent. %ow NEW BUSINESS CELEBRATION BAPTIST CHURCH SPECIAL EXCEPTION APPLICATION, CASE No. 1- 6SE -96 PUBLIC HEARING Chairman Switzer announced that this was an advertised public hearing and noted that no one was present to represent the petitioner. He stated his personal opinion that applicants should show the members of the Planning and Zoning Commission the courtesy of appearing before them to defend their requests. He pointed out that the members volunteer their time and asked that Staff convey to future petitioners the importance of appearing before the board. Vice Chairman Bond said it was her understanding that Celebration Baptist Church was Lakeville Baptist Church, and, if that were the case, she believed she would have to declare a conflict of interest. Planning Director Wagner explained that the Applicant is shown as the Celebration Baptist Church in their petition and in their Articles of Incorporation. He pointed out that the Application for a Special Exception is for a temporary use as a church until that church is constructed. Member Miller asked if the materials sent to an applicant stated that the petitioner was tw Planning and Zoning Commission Regular Meeting February 11, 1997 loaf encouraged to attend or must attend the Planning and Zoning Commission meeting. Mr. Wagner said he did not know why the petitioner was not present, as he had been informed about the meeting dates. He said that all owners within 1,000 feet of the project had been notified. Members wished to resolve questions about the name of the church and to have a representative present for the Applicant before giving further consideration to the Application. Member Landefeld, seconded by Member Miller, moved to continue the public hearing regarding the Special Exception Application of the Celebration Baptist Church to a future date. Motion carried 6 - 0. Member Rhodus was absent. Chairman Switzer asked for an attorney to be present when the Application comes back before Planning and Zoning Commission as he had questions of a legal nature. OLD BUSINESS - None. OTHER BUSINESS - None. COMMENTS lofty Vice Chairman Bond thanked members for nominating and electing Mr. Switzer and her as Chairman and Vice Chairman in the January 14th meeting. She said she had attended the City Commission Workshop held in the adjoining Commission Conference Room on that night.
