REGULAR MEETING HELD TUESDAY, APRIL 14, 1998
CALL TO ORDER
The meeting was called to order by Chairman Switzer at 7:37 p.m. A moment of silent
meditation in remembrance of former Member Ralph Jones was followed by the Pledge of
Allegiance. A quorum was declared present.
Chairman Switzer conveyed Mrs. Jones' appreciation for the flowers sent from the Planning and
Zoning Commission upon Mr. Jones death on April 3r
PRESENT: Chairman Switzer, Vice Chairman Bond, Members Hopkins, Landefeld, Miller
and Rhodus and Alternate Members McKey and Williams. Also present were
Planning Director Wagner, Assistant City Attorney Clements, Transportation
Analyst Friel, and Deputy City Clerk Green.
ABSENT: None.
CONSENT AGENDA
The consent agenda consisted of approval of item A:

Member Landefeld, seconded by Member Hopkins, moved to approve the consent agenda as
presented. Motion carried 6 -0.
NEW BUSINESS
INTERIM REPORT ON OCOEE MASTER TRANSPORTATION PLAN
TRANSPORTATION IMPROVEMENT ALTERNATIVES
Planning Director Wagner presented the staff report. He highlighted the sequence of events
since City staff and the City's transportation consultant, TransCore, had begun developing a
Master Transportation Plan for the City of Ocoee in the fall of 1997. He said the plan was
intended to identify various transportation issues that will affect the City through the year 2020.
He said the initial steps in the plan's development were presented to City Commission and
Planning and Zoning Commission in a joint meeting on February 25, 1998. Transportation
Improvement Alternatives have now been developed and Planning and Zoning members were
asked to give input on any other alternatives they might want to consider before City staff and
TransCore begin the evaluation of their effectiveness. He said their input will be incorporated
when the report is presented to City Commission (possibly on April 21). The next stages include

the Comprehensive Plan and working on the update of the Traffic Impact Fee Ordinance. Mr.
Wagner then introduced Mr. Whit Blanton, Principal Transportation Planner for TransCore
(AICP).
Mr. Whit Blanton presented the alternatives identified for further evaluation as part of the
Master Transportation Plan. He explained the improvement options in three broad categories: (1)
System Management (operational and safety improvements to existing roadway network); (2)
Mobility and Demand Management (alternative modes of transportation such as bicycles,
pedestrian, and transit); and (3) Increase Roadway Capacity /Connectivity (relieve traffic
congestion). Utilizing the overhead in his presentation, Mr. Blanton described details of the
three categories and displayed maps showing various options.
In lengthy discussion about the overall Plan, members emphasized the improvements as follows:
Intersection Improvements:
• Old Winter Garden Road and Good Homes Road
• Old Winter Garden Road and Hemple Avenue
• Story Road and Kissimmee Avenue
• Bluford Avenue and Orlando Avenue
``r• • Taylor Street and Franklin Street
• State Road 50 and Marshall Farms Road
• State Road 50 and Bluford Avenue
• Wurst Road and A.D. Mims Road
• Silver Star Road and Ocoee Hills Road
Improved East /West Roadways:
• Improve roadways parallel to State Road 50 (Professional Parkway and Main Street) in order
to relieve traffic on State Road 50
• White Road should be improved and extended to Kissimmee Avenue but not widened.
• The Wurst Road extension to the west is important to serve northwest Ocoee.
• State Road 50 (and other major arteries) should include "bus turnouts" for Lynx buses.
Improve Access - Projects that improve access to the Turnpike, the East /West Expressway and
the northwest section of the City should be considered.
Improved Pedestrian Access - Improved pedestrian access throughout the City is important. A
specific project would be to improve pedestrian access around Starke Lake.
Members commended Mr. Blanton for his presentation. And Mr. Wagner pointed out that Mr.
Friel was also working diligently on the Plan.
