Flood Insurance Rate Map Being Prepared by Pegasus Engineering, Inc.
Background Summary:
In September of 2009, FEMA published their revised Flood Insurance Rate Maps (FIRM Maps) for each
municipality in Orange County and for unincorporated Orange County. These maps are to be used for
establishing the 100 -year base flood elevations within the City Limits of Ocoee and all of Orange County.
These FIRM maps will be in effect until FEMA revises them again within the next 10 years. The City uses these
maps in the development review process to not allow new development to impede or block the drainage ways
and further flood or damage property. Insurance and mortgage companies use the FIRM Maps to determine if
homes and other structures are within the flood plain to assess those properties flood insurance.
While the new maps are better because they used aerial photography as a background datum, they did not
improve in quality of detail as to where the flood zones and elevations are established. It appears that FEMA
did not use the topographic elevation data proposed by Orange County to further define the projected limits of
the 100 year flood plain around the lakes and along the waterways in Ocoee. FEMA is also following the lines
and elevations established during previous map revisions in 2000 due to previous information provided and /or
analysis performed by FEMA at the time.
The Engineering and Public Works Staff along with one of the City's contracted consulting engineers, Pegasus
Engineering, Inc., has reviewed the FEMA FIRM maps and has determined that many of the boundaries
provided on the FIRM maps can be shifted to better define the location of where the FEMA 100 -year base flood
elevation is located. The Pegasus and City staffs are not disagreeing with the projected base flood elevations
provided by FEMA, only the location of where that line is drawn on the FIRM map. The staffs want to provided
FEMA with contour mapping that will either confirm that the FEMA line is correct, cause it to be shifted slightly,
or possibly shifted significantly.
In August of 2010, the City Commission approved using Pegasus Engineering, Inc. to perform the City -Wide
Letter of Map Revision (LOMR) and to work with FEMA in correcting the FIRM maps that govern Ocoee. The
work included performing analyses of various lakes, conveyance systems, and wetlands throughout Ocoee to
revise and more accurately delineate the 100 -year base flood elevation as determined by FEMA. The
Northwest Ditch and the Lake Lotta tributary were not included because there is concern with the elevations
projected by FEMA.
Upon review by FEMA the City has been asked to coordinate the work with Orange County as some of the
water bodies and their respective drainage basins cross out of the City Limits. Additionally, FEMA is requiring
the City to notify all property owners where the flood line encroaches horizontally farther into their property,
although the actual elevation is not increasing. This task is requiring Pegasus to look in detail at each water
body and adjacent parcels and determine if the FEMA established flood line is moving based upon the actual
location of that elevation contour. FEMA is also requiring the City to notify only those property owners where
the flood line encroaches into their property. The cost to perform this additional work is $8,786.26. Staff had
also requested an amount not to exceed $5,000 to be used for review of any other LOMRs to be submitted from
other property owners. Staff proposes to use the remaining $3,780.30 in this purchase order to cover part of
this additional expense.
Issue:
Should Ocoee amend the contract scope to include resolving the FEMA requests for additional work for the
City -wide Letter of Map Revision presented to FEMA to better define the location of the 100 -year base flood
elevations in most of Ocoee.
Recommendations
The Engineering and Public Works Staffs recommends that the City approve the amendment to the scope with
Pegasus Engineering, Inc. to perform additional work requested by FEMA for the City -Wide LOMR to correct
the FEMA 100 -year base flood elevation locations and to increase the purchase order to Pegasus by $5,006.

Financial Impact:
This additional work is funded from the Stormwater Utility Fund — Engineering Fees. The remaining funds
($3,780.30) in the purchase order for review of other LOMRs submitted by property owners is to be transferred
into help cover this additional work requested by FEMA.

The purpose of this revised letter proposal is to respectfully request an amendment to the current
purchase order in order to perform the following additional services:
✓ Coordinate with FEMA regarding the Request for Additional Information (RAI)
comments and the public notice requirements;
✓ Prepare for and meet with the City of Ocoee (David Wheeler) to discuss the RAI
comments;
✓ Identify all properties that experience an increase in the floodplain limits and create a
database of the affected properties to include owner(s) name and mailing address;
✓ Prepare for and attend a joint coordination meeting with the City of Ocoee (David
Wheeler) and the Orange County Stormwater Management Division (Rod Lynn);
✓ Reproduce the LOMR submittal package for the Orange County Stormwater
Management Division;
✓ Coordinate with the Orange County Stormwater Management Division (Rod Lynn) to
obtain concurrency signatures (MT -2 Form);
✓ Coordinate with FEMA to review and approve the content of the letter to be mailed to all
affected property owners;

✓ Prepare and submit the Request for Additional Information (RAI) response package to
FEMA.
The above described stormwater related services will be performed for a lump sum amount of
$5,005.96 (refer to the attached manhour and fee estimate).
