Recornmendations Based upon the professional comments and opinion of the city's Broadcast Engineer it is the recommendation of the Community Relations Division, Information Systems Department, and the City Clerk's Office that we purchase the Electro Vote System, not only due to the lower cost estimate for integration, but also as it is more easily integrated into our current configuration and will save us on potential damages to the OGTV set- up that may occur with the more difficult installation of the Tybrin system. When it comes to implementing a new voting system there are other costs associated with it besides just the cost of the software and equipment. Each system we consider must be integrated successfully with our television broadcast system and our Commission Chambers audio set-up. Upgrades to OGTV will be necessary, as we want to ensure that our viewers have the opportunity to see what is taking place. The City's contracted Broadcast Engineer, who oversees upgrades and maintenance for the city's television station as well as sound upgrades and equipment installation and maintenance within the city's commission chambers, has reviewed ~nd commented on two types of voting systems. It presumes that you have already used the Installation and Setup Manual to install the Voting-Pro software program and to create the Configuration Files you will use in a meeting. Starting TyBreaker Voting-Pro System Before startinl! the TvBreaker Votinl!-Pro prOl!ram for use in a meetinl!, it is recommended that the computer be adjusted so that the computer will not automatically go to a screen saver, to sleep, to hibernation or shut down the screen or other power saving options. In a normal meeting, there may be extended periods of time when the computer and the Voting-Pro System will not be used and you do not want the computer to shut down any functions during the meeting. These power-saving shutdown functions could disrupt the Voting-Pro software program or the USB connection to the wireless keypads and might require you to re-start the program or the computer in the middle of a meeting. In the "Control Panel" of your computer look for options under "Display Properties": In the "Screen Saver" file choose "None" for Screen Saver. In the "Control Panel" of your computer look for options under "Power Options": In the "Power Options" choose "Never" for all options, Including: Turn off monitor, Turn off hard disk, System standby, System hibernate. -'~"--'----------'__'.'_'__'__'___"__'_'M'_'___'_'" _______._._.___...__. Starting Voting-Pro 3-1 Note: If you are using a Laptop Computer always have the computer plugged into an external power source; it is not recommended to run this program off of batteries. Special Note: If you are using a DelJTM computer you may also need to use a USB Hub with an external power supply between the computer and the USB SideKeys Receiver. This will ensure that the required standard 5 volts of power is always available to the SideKeys Receiver. To start TyBreaker Voting-Pro: Double-click on the icon on your desktop. 'Ty~r~ak~r Note: If you see the screen below, please switch your resolution to either 1024 x 768 or 800 x 600, and then double-click the icon again. Figure 3-1. TyBreaker Voting-Pro System Warning Screen To change your screen resolution: Go to Control Panel => Display Properties => Settings If you have fewer than 10 voting members, you must use the 800 x 600 resolution. If you have between 10 and 14 voting members you can choose either resolution. If more than 14 voting members, you must use the 1024 x 768 resolution. If you need to make changes in the Configuration File, right-click in the application window to display a list of options; select 'Setup Options' or 'Business Rules'. Once YOll have done this, you will see the Setup or Business Rules Corifiguration screen. See the Voting-Pro Installation and Setup Manual for details about these options. Update as necessary. Click on the Save and Exit button on the bottom of the form and the application will return to the main display screen with the saved updates. Breaker Voting-Pro Systems Figure 3-3. Voting-Pro Display Screen Notice the last row at the bottom of the screen. The first field indicates the current item or issue. The second field indicates the action to be taken (roll call, discussion, voting, etc.). The third field indicates the criteria required (majority, 2/3, %, all, custom) for the current item to pass. 4. 1 Keypad and Screen Controls The keypads and program options are used to move the participants through the voting session. 4.1.1 Voter Keypads Each voter will have a keypad like the one below: Each voter has a wireless keypad with 5 active buttons for: · Request to Speak No (Absent) · Yes (Present) Abstain Confirm. Using TyBreaker 4-1 Each of these functions will be discussed in detail below. 4.1.2 Leader's Keypad The Leader will have a keypad like the one illustrated below: The Leader's keypad has six buttons available for controlling the functions of the Voting-Pro System. The Proceed (Speak/Vote) button advances the Voting-Pro software through the meeting. This will be explained in detail below. The % to Pass button adjusts the criteria to pass the Item being voted on. The Swap button allows the Leader to switch between the Voting-Pro software program and any other software application, like PowerPoint, an Excel Spreadsheet, or a Word Document. When in PowerPoint the Next and Back buttons allow the Leader to remotely advance the presentation. The Lock Out button locks out all other keypads, except the Leader's keypad. This is useful when the Leader needs to stop the use of keypads for any reason. (e.g., when a vote must be Cancelled, or when a Word doc is projected and you don't want text from the keypads inserted, or when a PowerPoint presentation is being given and some text input will interrupt the presentation). Use of these functions will be discussed in further detail below. 4.1.3 Leader Program Options The Leader will also have a desktop or a laptop computer from which Voting-Pro software is executed, updated, and Results saved. There are several functions available to the Leader by right-clicking the mouse on the display screen. Using TyBreaker 4-2 - 4.2 Roll Call I. To begin the meeting the Leader will push on the Proceed (Speak/Vote) button on the Leader's wireless keypad to display the Roll Call Screen. Note: The Leader can also activate the Proceed (Speak/Vote) functions by pressing the "z" key on the keyboard of the computer. 2. The Voting Members push their "Yes (Present)" button and then their "Confirm" button to indicate their "Presence" in the initial Roll Call for the meeting. 3. If not all members are present, the Leader presses the Proceed (Speak/Vote) button after everyone who is present has "Confirmed" their presence. The Voting Screen will display those who are "Present" and those who are "Not Present". Note: The voting session can continue only if the number of voters present equals or exceeds the number set in the configuration file as the minimum number of members required for the meeting to proceed. 4. Ifthere are not enough members for the meeting to continue, the bottom center field will indicate that there are insufficient members for the meeting to proceed. 5. If there is at least the Minimum Number of Voting Members to conduct business, the screen will display the Members "Present" and those "Not Present" and a record of the Members who are "Present" and "Not Present" during this Roll Call is documented in the Results file for this meeting. 6. If, in the Setup Options, you have selected the "Automatically Print the Results after each Vote", this initial Roll Cal1 screen will be printed automatical1y when the results are saved. The Leader pushes the Proceed (Speak/Vote) button (or the "z" key) again to display the Discussion Screen for the first agenda Item. 2. If desired, the Leader can rename the Item# by Double left-clicking the mouse in the Item # field at the bottom left of the screen to display a text field in which to type a name, number, or description of the item or proposal (recommended limit of 10 characters). 3. This newly defined Item# will also appear in the second field at the bottom of the screen. (In this example the words "Tax Cut" were inserted in place of "Item 1 "). The new Item number wi\l also appear in the saved Results for this vote. 4. If necessary, the leader can also reset the Vote Passing criteria displayed in the third field at the bottom of the screen by clicking on the "% to Pass" button on the Leader's keypad. Press the % to Pass button until the desired option displays in the field: Maj (majority, 51 %),2/3 (66%),3/4 (75%), All (100%), or Cst (a custom setting, specified in the configuration file). Note: The Leader can also activate the "% to Pass" function by pressing the period "," key on the keyboard of the computer. 5. If the Business Rules allow the voters to notify the session when they need to leave the meeting for a period of time, the voters can click on their No (Absent) button, during the Discussion phase of the meeting, to indicate that they are leaving the meeting. Using TyBreaker 4-4 -,- return, they must press their Yes (Present) button so that their status returns to "Present" - if their status is ''Not Present" when the next Voting phase is entered, they will not be allowed to vote. Likewise, Voters who were absent at the initial Roll Call can push their Yes (Present) button when they arrive late to the meeting. The Presence and Absence of each member is recorded and time-stamped in the Results of the meeting. 6. New with TyBreaker Voting-Pro System Version 2.2, the Leader has an overriding function that can be used to change the ''Not-Present/Present'' status of any Member during the "Discussion" phase of a meeting. If a Voting Member forgets to use the keypad to declare themself as ''Not Present", the Leader can double-click on the Voter's Name and a small pop-up message window will appear. In the example below, the Leader double-clicked on " John" and the following message popped up. To change Voter John's display to "Not Present", click "Yes". To leave things as they are, click on "Cancel". Once the Leader chooses "Yes", the display will look like the following: Note: This same sequence can be used to change the "Not Present" status back to a "Present" status. This "status change" function can be done by the Leader during either the "Discussion" or the "Voting" phase of the meeting. This function is always active for the Leader to use, whether the Voting Members are allowed to change their own status or not. Every "Change of Status" change is time stamped & recorded in the Results of the meeting. Using TyBreaker ".. ---....... If the Request to Speak option has been selected in the Configuration File, the voters can click on their keypad's "Request to Speak" button to be queued for their turn to join the discussion. Their intent to speak and their position in the queue are displayed on the Voting Screen and recorded and time-stamped in the Results file. 8. The voter with the ~ Speaking designator to the right of his/her name is the current speaker; when the current speaker is finished, the Leader pushes the Proceed (Speak/Vote) button to move to the next speaker. 9. The screen will continue to identify the next speaker, until there is only one speaker left. The Leader pushes the Proceed (Speak/Vote) button after the last speaker is finished to display the following screen. 11. If there are no more requests to speak and the Members are prepared to Vote on the Item, the Leader again pushes the Proceed (Speak/Vote) button to begin the Voting phase. 4.4 Voting Phase 1. The members vote on the Item by first pushing their Voting buttons: Yes, No or Abstain (if "Abstain" is allowed). Then the Members lock-in their vote by pushing the Confirm button. Note: Members can change their mind on how they wish to vote until they push their Confirm button. At that point the last choice they made, just before Confirm, is locked in and cannot be changed. 2. The Voting screen will first display "Received" when each member pushes their Vote button. When they lock-in their vote with the Confirm button, the Voting screen displays "Confirmed", Note that the votes are identified by the 'Received' and 'Confirmed'status, not by a 'Yes' or 'No' or any other indication of how each member voted. This allows everyone to vote without being influenced by how others have voted. .-~ ~W'~"'_____~" .____._.._.,.._.._._..__..~..._______...__..___. ..__ ___.._..._w_. __.n_ __.._...__._..__.._...._...._ .._ Using TyBreaker 4-7 4.5 Results of Vote Once all votes are in and confirmed, the individual votes are displayed next to each voter's name, and the field at the bottom of the screen displays the status of the vote, whether it "Passed" or "Failed", The number of 'Yes' votes required to pass an item or resolution depends on the "% to Pass" selected and displayed at the bottom right corner of the screen, before the vote was taken. If a tie occurs, and a "TyBreaker" voter has been authorized in the Configuration File, the individual votes are not yet displayed, and the need for a tie-breaking vote is indicated next to the designated TyBreaker and in the field at the bottom of the screen as indicated below. The Member designated as the tie-breaker then casts hislher Yes or No vote and then presses Confirm to lock in the final vote. Once the "TyBreaker" votes, the individual votes are all displayed, as usual. Using TyBreaker "'~"-"'- ..._-" .-~-...- ~... '-' 4-8 Normally, once the last Member's vote has been confirmed, the results are automatically displayed. In version 2.2, a new business rule was added that delays the display of the results and hands the control to the Leader. In some cases, it's preferred that a delay is injected before revealing the results. In these cases, a business rule can be set so that the Leader will control when the results are revealed. See Section 3.2.7 of the Setup Manual for setting this option in the Business Rules. The Leader must click "Proceed" to display the Voting Results. A status message will display at the bottom of the display board and will notify the Leader when all the votes are Confirmed. Another new option in Version 2.2 of Voting-Pro System is the option to individually reset a user's vote. During the Voting Phase ofa Session, a Voter's "Confirmed" status can be res~t back to "Voting" if the Leader double-clicks on the Voter's name and chooses to reset the vote. In the following example, Voter "John" has voted and already locked in his vote by clicking on the "Confirm" button on his keypad. If John has determined that for some reason he has confirmed the wrong vote, the Leader can override his vote and reset John to the status of "Voting" and allow him to vote again. If the Leader chooses not to reset the vote, the Leader would click on the "Cancel" button and the Confirmed vote would remain the same. If the Leader does choose to reset the vote, then the Leader would choose "Yes" and John would have the opportunity to revote. '_'M ..------.__..N.._.___..._....__.__._.._ __.._ __._. .____..__..._.._.____.._____._.._ Using TyBreaker 4-9 Note: A nice feature of the Leader option to reset votes, combined with the business rule for the Leader to control the revealing of the displayed vote, is that the Leader would be given the opportunity to announce a "last call" or to ensure that each of the voters had indeed locked in their final choice. If someone truly needs to change their vote or to vote again, then this would be the opportunity. This is not an ideal situation, but it does allow the Leader to ensure that everyone is set before the votes are revealed. 4.6 Review the Vote Once the votes are cast, the Leader again pushes the Proceed (Speak/Vote) button to review the vote and confirm that it was a good vote. At this point, the program also records the results (if the Configuration File requires the recording of the results). If the "Automatically Print the Results after each Vote" is selected in the Configuration File, the computer will also immediately send a screen shot of these voting results to the printer. Note: If for some reason the current vote needs to be cancelled and the votes recast (e.g., the Item is labeled incorrectly, or the wrong "% to Pass" criteria is listed), this is possible and is explained below in Section 4.7. The screen below indicates that Voting-Pro is in the process of recording results: The results will be saved as a text file or a comma delimited file, depending on the option selected in the Configuration File. Previously, in Version 2.1 of the TyBreaker Voting-Pro System, a results file was created and the name of the file was embedded with the current date (Example "5_16_2004.tyr"). With the release of Version 2.2, the software first checks to see if a results file exists for the current date and if so, prompts the user to either append the results to the current results file or to add another results file to the results file location. If the. user chooses to add another results file, the naming convention of the result file would be today's date with the time added to the end. For example, if the user chooses to create a new results file by choosing "Yes", then a new results file is created. For example, if the date was May, 16th, 2004, and the time was 8:15pm, then a new results file would be created with the name of "5_16_2004_2015 .tyr". Note the time is in military format, or 24 hour notation. 4.7 Cancel a Vote 3. If for some reason during the voting process it is found that the entire vote needs to be cancelled and the votes recast, this can be accomplished by the Leader right-clicking the mouse on the Voting screen and selecting the "Cancel Current Vote" option on the small pop-up window, as displayed below. This cancellation and re-vote can happen as late as the Results Screen, as long as the next Item is not yet displa~ed. 4. Select the 'Cancel Current Vote' option. Click on the OK button on the screen, then click on Proceed (Speak/Vote) button on the keypad to allow for a new Discussion and a recast of votes for the same item/proposal. Modify any aspects of this Vote, as needed, and proceed to Vote on the Item again. If the Cancellation was done prior to the "Review" screen, the mistaken votes will not be saved. If the Cancellation is done after the "Review" screen is displayed, but before moving on to the next Item, the mistaken votes will be saved in the Results file, and the new Vote will also be saved as the same Item Number. Trouble _Shooting If the Voting-Pro software program does not seem to be responding to signals from any of the wireless keypads, the following trouble shooting steps should be tried, in the order given. I) Be sure that the Voting-Pro screen is active and available to accept input from the keypads. Click the mouse on the screen to assure it is active; try the keypads again. 2) Be sure the keypads are not "Locked Out" by the Leader's keypad. The red LED on the Receiver blinks on and off when the Lock-Out function is on. Turn off the "Lock-Out" by pushing the "Lock-Out" button on the Leader's keypad. 3) Be sure that the USB Receiver is properly connected to the computer. The red LED should be glowing next to the TyBreaker label on the Receiver. If the red LED is not on, unplug and re-plug the USB cables, both ends. If the red LED is glowing, but is not next to the TyBreaker label, push the small red button on the side of the Receiver to scroll the LED to the TyBreaker template. The USB cable connecting the computer and Receiver should be uncoiled, free to dangle. The Receiver can not be resting on a metal surface; try moving it to different locations. If some of the keypads do not seem to work, try the following trouble shooting steps. 1) Try installing new "alkaline 9-volt batteries" in the defective keypad(s). 2) Be sure that the all Voting Members have the correct keypad. If Voters have the wrong keypad they may not think their keypad is working properly. Operating Instlllctions Every component is plugged into the modular jack manifold on the end of the Power Supply using the cables supplied. There is no particular order in which these connections are made. All plugs and jacks are four conductor except for the one six conductor jack on the back of the Clerk's Control Module. rIiG.illg How to Order YiarraIltx Mount the Power Supply in the location you had designated on the Cable Length Diagram that you provided us. All cables have been marked with their lengths for your convenience. Plug the cables for the Voting Modules into the Power Supply Manifold - any plug into any jack. Route the cables to each voting site and fix in place to the underside of the Dais where they will be out of hanns way using the staples supplied. The small staple will accommodate 1 to 3 cables and the large staple will accommodate 4 to 7 cables. The last few feet of each cable must find its way to the working surface of the Dms. Our suggestion for this is to drill a 5/8" hole in the Dais at ann's length from the front edge. A black plastic ferrule has been provided to line and trim this hole. Pass the cable through the ferrule and attach the Voting Module. When the Module is held about a foot in front of the voter's face mark the cable where it passes through the ferrule. At a point about two inches past this mark attach a counter weightto the cable. Allow an equal amowlt of cable to hang free of the last point of attachment to the Dais. This will set up a retractable cable arrangement that keeps the cable from cluttering the desk surface. Home Plug the cable into the end of a numbered Voting module at each location keeping in mind the position on the Display Panel you want each to occupy. With the lever switch # 1 in the up position (Lockout) no one can change their vote choice one the complete voting sequence has been displayed. How to Order Next the appropriate "absentee" switch in the left column is pressed for any voting member absent and the adjacent red LED will illuminate. The system is now ready for a voting sequence. Warr<lllY Home When a vote is requested, each voting member presses the switch on their Vote Module that represents their choice or "YES, "NO", or "ABS" (abstain). A green, red or yellow LED will illuminate as verification of their selection. Any vote can be changed by again pressing the vote switch of a new choice. However if the "Lockout" feature on the Clerk's Module has been implemented, a vote change cannot be made one the voting has been displayed. As each member present votes, the red LED in the left column on the Clerk's Module will illuminate. When all these red LED's are illuminated by virtue of having been voted or being absent, the Clerk presses the "Display" button and the total vote is simultaneously shown on all Display Panels. The system will refuse the "Display" request if the vote modules are not all represented by a vote choice or an absentee status. The vote can be printed at any time during the "vote display" mode. Additional copies may be printed by again pressing the "Display" button momentarily. After the desired duration of display the system can be readied for a new sequence by pressing the "Reset" button. This Warranty does not apply to said products or any part thereof which have been subjected to accident, alteration, abuse, misuse, damage caused by fire, flood or act of God, improper line voltage, nor in violation of instructions furnished by us, nor extended to units which have been repaired or altered outside our factory by other than factory personnel. This Warranty does not apply to internal or external finish, except as examination may disclose same to be defective at time of installation of the equipment. This WalTanty is for the sole benefit of the Oliginal purchaser or the entity for whom purchased if purchased and installed by a third party. Our responsibility under this WalTanty ends if the original purchaser as above described, sells the equipment or if parts or devices not of our manufaacture are added to the equipment. An exception is the addition of a desktop printer if connected by an ELECTro VOTETM interface cable. This Warranty is in lieu of all other agreements expressed or impli ed and we neither assume nor authorize any other person to assume for us any obligation or liability in cOlmection with the sale of said equipment or any part thereof. Electrovote, LLC reserves the right to revise, change or modify the construction ofELECTroVOTETM equipment manufactured by us, or any part or parts thereof, without incurring any obligation to make such changes or modifications when making repairs or replacement under this Warranty, and in replacing parts under the provisions of this Warranty to furnish an identical part or parts that in our judgment is equivalent to the parts replaced.
