MINUTES OF THE OCOEE CITY COMl\fISSION WORK SESSION
HELD WEDNESDAY, APRIL 28, 2004, AT 6:30 p.m.
TO REVIEW THE SHORT LIST OF ELIGIBLE APPLICANTS
FOR THE POSITION OF CITY MANAGER
Background
Applications had been received for the position of City Manager as a result of advertising (with a
cut-off date of April 15, 2004), placed by the Human Resources Department. There were 70
applications received and, at Commission direction, they were sent to International City/County
Management Association (lCMA) to be reduced to a short list. The applications were numbered
as they were received and for the purposes of this meeting the numbers were used to identify the
applicants.
Call to Order
The meeting began informally around 6:30 p.m. with Mayor Vandergrift recording on a large
tablet the ten numbers of the applicants that had been short-listed from the 70 applications sent to
the ICMA. He created a graph so that each official's choices could be listed on the same page.
After listing his choices on the tablet, he then asked for each Commissioner to provide the
numbers of those applications they wished to consider further. At 6:45 he called the meeting to
order and asked for the roll call.
City Clerk Grafton called the roll.
PRESENT: Mayor Vandergrift, Commissioners Anderson, Howell, Johnson, and Parker. Also
present were Acting City Manager Williford, City Clerk Grafton, Human Resources Director
Diedrich, and Community Relations Director Shira. There were about a dozen citizens in the
audience.
Review of Short List Finalists
When the graph was reviewed to see if any of the applicants received more than three votes in the
first round, there were four who received four votes: number 35/George Hunt, number 44/Frank
Myers, number 52/Ben Saag, and number 61/Rex Taylor.
Review Other Eligible Applicants as Determined by Commission Members
Of those who had not been on the ICMA short list there were three who received two votes:
number 6/Stephen Bonczek, number 20/Bob Elliott, and number 24/Robert Frank.
Public Input
Jose Iglesias, 400 Misty Meadows, said he had been impressed by the resume of number 24,
who is presently assistant manager at Seminole County.
Finalize Eligible Applicants to List of 3 to 5
Discussion ensued about the wishes of this Commission regarding the qualifications desired in an
applicant and it was determined that one of the most desired qualifications was experience in,
and familiarity with, Florida laws. With that in mind, consensus was reached to replace number

44/Frank Myers with number 24/Robert Frank and proceed with the necessary steps to invite
number 241R0bert Frank, number 35/George Hunt, number 52/Ben Saag, and number 61IRex
Taylor to the next stage of consideration for this position. May 12,2004, was set as the date for
interviews with staff in the morning, with individual elected officials in the afternoon, and a
reception at Westyn Bay with the volunteer boards and interested parties in the evening, with
funds coming from the contingency fund.
Human Resources Director Diedrich said she would initiate background checks immediately
and make arrangements for the candidates to be notified.
