(District 2 — Wilsen) Background Summary: The City is currently improving access around and through the City Hall campus by reconstructing driveways to meet current safety specifications, adding sidewalks, reconstructing minor structures presently in poor condition, and upgrading stairways to meet current building code requirements. A minor part of the project targets aesthetic improvements to the area, such as providing a brick facade to a concrete block retaining wall. Project changes are proposed by staff in order to meet directives from the St. Johns River Water Management District related to stormwater runoff and to enhance the potential for the Maguire House and surrounding grounds to serve as a venue for weddings, receptions, and other meetings, many of which could generate rental revenue for the City. To meet the requirement to reduce stormwater runoff, the City has to replace a planned asphalt parking area with pervious pavers. To improve the suitability of the area between the Maguire House and the Community Center to serve as an outdoor event venue, staff proposes a number of project additions, such as a larger patio area, reconstruction of the grape arbor, and a brick enclosure for the adjacent dumpster. Staff also wants to remove a decrepit small wood garage that was previously used as storage for the Maguire House. Other proposed changes relate to providing additional electrical power connections and streetlights at the Community Center parking lot to support the Farmers' Market, Movie Night, and other special events. Progress Energy is requiring that the City pay part of the cost of upgrading the three -phase transformer bank and installing the streetlights. In order to be able to control lighting during nighttime events, the City proposes to replace one Progress Energy streetlight with its own pole supporting switch - controlled floodlights and a streetlight. The proposed change order includes the cost of this pole. Issue: Should the City Commission endorse the proposed Change Order No. 1 that will increase the contract amount for Job No. 28701, the City Hall Campus Improvements Project, by $47,528.88 to reflect the construction scope changes described above? Recommendations The Engineering Department recommends that the City Commission authorize the Mayor to execute Change Order No. 1 modifying the Contract Amount by $47,528.88, and for the Finance Department to increase the value of the related purchase order by a similar amount. In order to fund this increase in 1 cost, staff recommends the project budget be increased by $50,000.00 using an allocation of $30,000.00 from the City's contingency fund and $20,000 from the stormwater fund. The amount in excess of the contract cost increase is intended to cover the costs of Progress Energy capital construction charges and other small actions related to the construction project. Attachments: Change Order No. 1. Financial Impact: The $50,000.00 in construction funds for this action is to come from two sources: $30,000.00 from the presently unallocated balance of $86,330.00 in the City' Reserve for Contingency Fund and $20,000.00 from the stormwater emergency repair fund, Account No. 103 - 538 -20 -4663. Both sources will be reallocated to Job No. 28701 and Account No. 001 - 541 -00 -6302. REQUIRED CHANGES This change order establishes unit prices for new pay items and modifies the quantity for several existing unit -price pay items. II. JUSTIFICATION The contract was awarded under the terms of a solicitation for bids from prequalified contractors. Subsequent to the procurement, stormwater permitting discussions with the St. Johns River Water Management District required the design of a new parking area to be modified to provide no impervious surface impacts on the project area so as to permit the construction of new sidewalks without additional surface stormwater storage and treatment. In addition, City staff has identified an opportunity for additional outdoor event accommodation through other changes. Among these changes are enlargement of the grape arbor patio, an upgraded dumpster enclosure, and removal of a deteriorated wood garage. Other changes include upgrading the sidewalk along the Maguire House driveway to 6 -inch reinforced concrete construction due to the passage of large trucks across this location, removing an old septic tank drain field near the gazebo, and upgrading to cast aluminum and larger lettering on the two brick City Hall signs. Some reductions reflect material savings resulting from the conversion from asphalt to pervious pavers for the parking lot. Other savings are due to similar changes in the work. III. NARRATIVE OF NEGOTIATIONS Change order pricing is based on existing contract prices and a price proposal received from the Contractor. The proposed prices for new pay items are consistent with pricing seen in other projects. IV. PAYMENT Table 1 shows the list of added, deleted, and modified bid items. V. APPROVAL AND CHANGE AUTHORIZATION This proposed change to the Contract was approved by the City Commission of the City of Ocoee, as a result of the decision by that body to supplement the project budget to fund the related improvements. It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original contract other than matters expressly provided herein.
