CITY MANAGER BRIEFS BOARD-RE:DUTIES
City Manager Burgess welcomed .board :members at 7:00 P.M. in the Commission,.
Chambers and thanked them for accepting their. appointment to the Board,
Mr. Burgess explained that the Merit Board ha s created as provided in
the Merit Plan adopted by Resolution #84 -3 on April 3, 1984, in -order to provide
employees employees an opportunity to appeal when need arises, as well as to approve
salary increases /adjustments periodically, and to hear disciplinary action..
The Board shall consist of 5 members and l alternate, each -of which is appointed
by a Commissioner, and each member's term shall expire with the term of the
Commissioner who appointed him /her. Members will be provided, with a folio
with all pertinent facts for each case as need arises and an attorney will be
engaged if necessary. Meetings will be scheduled once each month if needed
and will be open to the public.
BRELAND ELECTED CHAIRMAN
When floor was opened for nomination for chairman and vice - chairman, Mr.Sanders
nominated Mr. Breland for chairman and Mr. Bateman for vice- chairman.
Mr. Swickerath seconded the nominations and vote was unanimous in favor.
Chairman Breland said that the Code was to be their bible and they must go by it;
but that if any changes were needed in the Code he hoped that Commission would
go along with suggestions made.
Mayor 'son advised that this was not a bitch -board but rather to hear disciplinary
action and cautioned members against violating the sunshine law.
Mr. Bateman asked what the Merit PBC Princla}al is and Mr. Burgess explained that
•
it is an organization which, deals with this type of. examination, merit systems
tests, etc., whereby each job and each personnel document file is competitive..,
rather than dealing singularly.
Mrs. Bond asked that the term "alternate" be defined as she is an alternate member.
Mr. Burgess advised that the alternate is:,to:fill a seat when one member is absent
and can then vote, but alternate can provide input all the time.
Mr. Swickerath asked whether ;the .Board was created to back :up administration all
the time or if they were free to judge independently. Mr. Burgess said they were
to be free to decide on the merits of each case.

Upon a motion by Mrs. Frain and second by Mr. Swickerath, meeting adjourned., at 7:46P.M.
