HomeMy WebLinkAbout04-30-85 MINUTES OF THE MERIT SYSTEM BOARD MEETING HELD APRIL 30, 1985 `r PRESENT: Chairman Breland, Members Bond, Frame, Sanders, Swickerath ABSENT: none CALL TO ORDER Chairman Breland called the meeting of the Ocoee Merit System Board to order at 7:36 P.M. and asked Mrs. Bond to deliver the invocation and lead in the Pledge of Allegiance to the flag. JANUARY 28,1985 WORKSHOP MINUTES APPROVED Upon a motion by Mr. Swickerath and second by Mr. Sanders the minutes of the workshop held January 28, 1985 were unanimously approved as written. MERIT SYSTEM RAISE RECOMMENDATIONS City Manager advised that $20,000 had been allocated for incentive pay raises for 92 employees. Using $217.39 for a unit ($20,000 y by 92) multiplied by the number of employees in each department yields the amount allocated to each department. As different jobs have different ratings as shown in pay scale sheet, each department's allocation was determined by taking a middle step in that department's scale and calculating how much a 5% increase in that category would be. This figure divided into the amount allocated to each department yields the number of raises to be given in that department. Evaluation sheets for each employee were to be considered in the decisions reached v by board members, and incentive pay raises were to be awarded to those who have performed over and above the job description. To simplify the reporting of the recommendations the following format will be used: DEPARTMENT NAME - AMOUNT ALLOCATED - COST PER UNIT - OF RAISES - POSITIONS CONSIDERED General Gov't $1,086.95 $703. 1 or 2 3 deputy clerks 1 secretary 1 custodian 1 building inspector Mrs. Bond recommended Hager, Beaman, and Louloudis for raises. Mr. Swickerath suggested considering building inspector with fire inpsector instead of in General Gov't and Mrs. Bond amended her recommendation to Beaman and Louloudis. Mr. Swickerath seconded. Vote was: Breland, Bond, Sanders, Swickerath Yes and Frame No. Carried. Police $1,404.34 $692. 2t 1 secretary 1 clerk (most of police department was eliminated from this list 6 dispatchers because of union) Mr. Swickerath moved to delay decision on this department until later in meeting. Mrs. Bond seconded and vote was unanimous in favor. Recreation $434.78 $628. 1 1 groundskeeper Mr. Sanders recommended Mobley for raise. Mrs. Bond seconded and vote was unanimous in favor. Fire $3,471.24 $1,000. 3 - 4 6 firefighters 3 lieutenants 1 inspector Mr. Swickerath moved to put inspector in separate category with building inspector as previously suggested. City Manager Griffin suggested rating lieutenants separately from firefighters. Mrs. Bond moved to vote as per Gity Manager's suggestion. Mrs. Frame seconded and vote was unanimous in favor. Mrs. Frame recommended Ledford and Bras for raises. Mrs. Bond seconded and vote was unanimous in favor. Mrs. Bond recommended Lt. Vaughn for raise. Mr. Sanders seconded and vote was unanimous in favor. Shop $ 869.56 $776. 1 4 mechanics Mrs. Bond recommended Reinholt for raise. Mr. Sanders seconded. Vote was Bond, Breland Yes, Swickerath, Frame, Sanders No. Mrs. Frame recommended Reinholt and Jernigan for raises. Mr. Sanders seconded. Vote was Breland, Frame, Sanders, Swickerath Yes and Bond No. Carried. Water $1,304.34 $703. 2 6 water technicians Mrs. Bond recommended Gosnell and Bell for raises. Mr. Sanders seconded and vote was unanimous in favor. FIVE MINUTE RECESS 9:27 to 9:34 P.M. Sanitation $2,173.90 $628. 3 5 collectors 5 drivers Mrs. Bond recommended Doty for raise. There was no second. Mr. Swickerath recommended Doty and Howell for raise. Mrs. Frame seconded and vote was unanimous in favor. Mr. Swickerath recommended Williams for raise. Mr. Sanders seconded and vote was unanimous in favor. Dispatch listed previously on page one Mrs. Frame recommended Dunn for raise. Mrs. Bond seconded and vote was unanimous in favor. Mrs. Bond seconded and vote was unanimous in favor. COOK AND COLBURN RECOMMENDED FOR REPLACING TURNER Chairman Breland advised that he has submitted the names of Liz Cook and Bob Colburn to be considered as replacement for Frank Turner. fi REQUEST FOR NOTICES This board requests that notices be sent before meetings.
