CALL TO ORDER
PRESENT: Chairman Bruce Beatty, Board Members Cliff Rhodes and Bob Colburn,
Building Official Sam Gerace, City Manager Ken Griffin and City Clerk Helen
Catron.
ABSENT: Jack Marsden, Vernon Combs and Alternate Albert Nettles
Chairman Beatty called the meeting to order at 7:30 p.m. and led everyone in
the Pledge of Allegiance and a moment of silent prayer. Chairman Beatty
noted for the record that a quorum was present.
APPROVALS
Mr. Rhodes moved to approve the minutes of the February 24, 1986 meeting as
submitted, seconded by Mr. Colburn and approved unanimously.
SPECIAL EXCEPTION
Chairman Beatty explained the reason for the meeting was a request by George
C. Johns for a Special Exception in order to build a church on his property
that is currently zoned R -1 -A. According to the Ocoee Code this Special
Exception can be granted under the R -1 -A and falls within the judgement of the
Board of Adjustment. He also explained that the Board does not grant the
,. Special Exception but recommends approval or disapproval to the City Commission.
Rev. Dillard Burgess, Agent for the Johns property and pastor of the Glad
Tidings Assembly of God Church, spoke to the board and explained the tentative
plans they have for the church. Mr. Colburn questioned the denomination of
the church and the number of parishoners they expect to have. He was concerned
with the residential lots that back up to the property. Rev. Burgess explained
that they are Assembly of God Church and at this time they have approximately
60 members and by the time they build the church, hope to have increased the
number to about 120 people.
Building Official Sam Gerace had no comments except that the board consider
any special requests for the site at the time they consider approving the request.
Wesley Stout, 1803 Little Spring Hill, and Darrell Brown, 1802 Little Spring
Hill, are members of the church and residents of Ocoee. They spoke in favor of
the church and felt it would be a buffer between the residential area and
the softball fields. Lee Bekemeyer of Winter Garden stated that he took an
informal survey and most of the residents in the area preferred having a
church rather than houses on the property.
Cliff Rhodes moved to recommend granting the Special Exception with a minimum
of a 25' buffer zone all the way around the property, seconded by Bob Colburn.
After discussion, Mr. Rhodes withdrew his motion and Mr. Colburn withdrew his
second. Bob Colburn then moved to recommend approval of the Special Exception

for this property with the stipulation that a minimum of a 25' buffer zone
be provided on three (3) sides and that construction of a church commence
within three (3) years of the closing of the contract on the property,
Cliff Rhodes seconded. Approved unanimously.
