HomeMy WebLinkAbout01-12-01 Minutes WS t OCOEE CITY COMMISSION WORK SESSION WITH STAFF JANUARY 12, 2001 The duly noticed meeting began at 12:03 p.m. in the City Commission Chambers conference room 150 N. Lakeshore Drive. The meeting was not formally called to order as it was a "brainstorming" session to discuss ways to deal with the water restrictions just put in place by St. Johns River Water Management District. Present at the meeting were: Mayor Vandergrift and Commissioner Parker. Also present: Acting City Manager Jim Shira, Incoming Acting City Manager Jim Gleason, Police Chief Robert Mark, Building & Zoning Official Martin Velie, Assistant City Engineer David Wheeler, Customer Service Supervisor Cathy Sills, and Deputy City Clerk Whitford. Ideas put forth included: I) having Ocoee' s water mascot Dr. H2 0 cinch in his belt to show he is conserving, 2) placing an insert in the monthly water bill, 3) checking into the possibility of setting up a separate voice mail box on the RSVP line for water usage violation calls, and 4) placing notices on the government channel as well as the web-site. Acting City Manager Shira inquired as to what the city would do about violations called in. Mr. Wheeler said St. Johns had come up with a draft ordinance that incorporated any fines for non-compliance to be included in the water bill. If the fine goes unpaid the violator's water is shut off until fines are paid. Mr. Shira suggested City Attorney Rosenthal look at the model ordinance and see if it could be modified to work for Ocoee. The question of how to enforce the restrictions was discussed with Chief Mark stating he preferred any enforcement be done by civilian means first if possible. Other suggestions included: 5) contacting Home Owners Associations (HOA) to have them put an article in their individual newsletters, 6) handing out flyers through the schools to students, 7) a mass city wide mail out, and 8) putting up posters in businesses to remind them restrictions are not just residential. Commissioner Parker stated an announcement would be made at the next Commission meeting. The consensus was that a public education blitz would take place for a few weeks, an insert would be included in the monthly water bill, and the restrictions would be posted on Channel 10 and the web-site.
