HomeMy WebLinkAbout05-03-01 Minutes WS MINUTES OF THE OCOEE CITY COMMISSION WORK SESSION TO REVIEW THE CAPITAL IMPROVEMENT PROGRAM HELD May 3, 2001 CALL TO ORDER Mayor Vandergrift called the Work Session to order at 7:30 p.m. in the Commission Chambers and announced the purpose of this meeting was to review the Capital Improvement Program for the fiscal years 2002-2006. The roll was called and all were present. PRESENT: Mayor Vandergrift, Commissioners Anderson, Howell, Johnson, and Parker. Also present were City Manager Gleason, City Clerk Grafton, Building/Zoning Official Velie, City Engineer/Utilities Director Shira, Community Relations/Projects Director Shira, TV Operations Manager Prihoda, Finance Director Horton, Finance Supervisor Carter, Budget Analyst Brosonski, Accountant Bishop, Fire Chief Strosnider, Assistant Fire Chief Firstner, Human Resources Director Psaledakis, Information Systems Manager Ross, Planning Director Wagner, Police Chief Mark, Public Works Director Smith, and Recreation Director Nordquist. ABSENT: None DISCUSSION/REVIEW OF CAPITAL IMPROVEMENT PROGRAM City Manager Gleason said the CIP for Fiscal Years 2002-2006 is a plan for Capital Purchases (those items $1,500 or more), Capital Replacements and Capital Leases based on proposed work plans and necessary projects. The items to be considered are divided into four sections - Capital Projects, Computer Equipment, Equipment, and Vehicles, and are listed in detail in a workbook provided by Finance Department. Mr. Gleason added that his recommendation regarding priorities are noted, with (1) being the highest need and those items marked (0) being currently in process. He said that, based on projections, Fire Station #1 is secure but the Police Department and the potential fire station on the Coke Property were not funded at this time. As in previous years the workbook was reviewed page by page, item by item, with staff responding to questions from the Commission, and over-all, the Commission agreed with the ranking placed on the items by City Manager Gleason. On page 4, item 18, Re-Tile City Hall Lobby: Mayor Vandergrift suggested carpeting instead of tile to suppress noise and Commissioner Parker advised there was a new rubberized tile on the market that might serve that purpose. On page 5, items 50-52, Islands on Clarke Road - Landscaping, Irrigation, Jack & Bore between Islands: Mayor Vandergrift suggested an "Adopt a Median" program similar to the "Adopt a Road" program and asked that a copy of the current contract used for that program be made available. Commissioner Parker asked for a copy as well. Public Works Director Smith said he would provide that for them. On Page 5, item 49, 4" Irrigation Well at City Hall & Community Center: Commissioner Anderson corrected this to remove Community Center. Ocoee City Commission Work Session to Review CIP FY 2002-2006 May 3, 2001 On page 6, items 69-72, Resurface West Avenue from Silver Star Road to Rewis St, Hill Avenue from Silver Star Road to Flewelling Avenue, Sidewalk on Ocoee Hills Road from Silver Star to Flewelling, and Resurface Clarke Road from Silver Star Road to Orlando Avenue: Commissioner Parker said it was important to add a sidewalk from Clarke Road to the Beech Recreation Center. On page 9, item 145, Parking Lot for Starke Lake: Commissioner Johnson said he wanted a raised wall. Consensus was reached to put pavers in as far as Oakland Street. On page 11, item 176, Rehab Jamela Storage Tank: City Engineer/Utilities Director Shira discussed phasing out the Jamela Storage Tank. Mayor Vandergrift asked if there had been inquiries regarding cell phone stations as the reception on his was poor and he asked for a copy of the report regarding Jamela Storage Tank. Mr. Shira said he would provide a copy of the report for him. RECESS 9:00 - 9: 15 P.M. During the review on Vehicles on pages 14 through 18, Commissioner Howell asked what the difference was between a full size truck and an F150 as the difference in price was approximately $10,000. Public Works Director Smith responded they were the same. Commissioner Anderson added that the Department Directors should show a need to the City Manager when requesting a full size pickup truck and the vehicle which satisfies the actual need should be purchased. On page 22, item 307, Thermal Scanner Hand Held: Commissioner Parker asked if the two requested scanners could be lease/purchased in order to get them at the same time rather than two different years. On page 34, item 498, Network for Senior Citizens (Seniornet): City Manager Gleason said to delete this item as other arrangements have been made for this program. As this completed the review of the items, City Manager Gleason said he had noted the Commission input regarding the sidewalks on A.D. Mims Road to the Beech Recreation Center and Ocoee Hills Road to Flewelling A venue and directions to revisit the whole issue regarding full size pickup trucks versus the F150 and purchase what was necessary to get the job done. Commissioner Anderson thanked staff for the CIP just presented. Mayor Vandergrift said he may have been responsible for changing to this format as he had suggested it to Mrs. Horton earlier.
