HomeMy WebLinkAbout10-12-01 Minutes WS MINUTES OF THE OCOEE CITY COMMISSION WORK SESSION HELD OCTOBER 12, 2001 CALL TO ORDER Mayor pro tern Anderson called the meeting to order at 12:07 p.m. in the Commission Chambers and announced a correction to the agenda: "Address Other Issues" should read "Address Other Issues Pertaining to the City Manager's Salary." He then called the roll. PRESENT: Mayor per tern Anderson, Commissioner Howell and Commissioner Johnson. Also present were City Clerk Grafton and, in the audience, former Mayor Lester Dabbs, former Commissioner Betty Hager and Jim Fleming. ABSENT: Mayor Vandergrift and Commissioner Parker DISCUSS CITY MANAGER'S SALARY Mayor per tern Anderson said the salary for the City Manager is $84,635.00 which is the same salary in effect since 1995, plus the COLA increase effective October 1, 2001, as provided in the contract, so it is currently $87,174.05. There was discussion about how and when to give the COLA and consensus was reached to bring two points to the October 16 Commission Regular Meeting: (1) Should the 3% COLA be given in a lump sum check rather than including it in the 26 bi- weekly equal installments with the base salary? (As it is done with those employees who have reached the top of their paygrade) (2) When should the COLA be given - at the beginning of the fiscal year, contract year, or at the end? Commissioner Anderson proposed increasing the base salary in small increments over a period of time with a goal of the base salary being greater than the next highest paid employee in a couple of years. Commissioner Johnson said the main point was to bring the City Manager's salary up so that it was at least a dollar more than the next highest paid employee. After discussing the salary survey provided, it was agreed that a survey of cities of like size would be more helpful and the Clerk was directed to survey Winter Garden, Maitland, Apopka, Clermont and Oviedo and provide the results at the October 16 meeting. Commissioner Howell noted it was important to compare whether the cities were growing, whether the City Manager had an assistant, etc. Jim Fleming said he had some information that would be helpful and he read off the following: City City Mgr. Population 28,485 41,200 Cost per Person $4.34 $2.92 Casselberry $102.210.00 10 yrs. 22,629 $4.51 Kissimmee $111,192.00 10 yrs. 47,000 $2.36 St. Cloud $ 88,150.00 1 yr. 20,074 $4.20 Winter Garden $96,512.00 7 yrs. 16,001 $6.03 Ocoee $ 84,000.00 1 yr. 24,391 $3.44 Commissioner Anderson then proposed an increase over his salary of $87,174.05 of 2.5 % plus 1 % of that total which would equal $90,225.09. It was agreed this would be fair to give the merit increase made available to all employees plus the 1 % . Former Mayor Dabbs applauded the move to make the City Manager the highest paid employee in the City. Former Commissioner Hager commented Mr. Gleason appears to be doing a good job. Mr. Fleming said they had dealt with many departments and found them to be responsive, professional, knowledgeable, helpful and cooperative, and that would be a reflection of Mr. Gleason's management skills. Commissioner Johnson responded the departments were that way when Mr. Shapiro was here as well. ADDRESS OTHER ISSUES PERTAINING TO CITY MANAGER'S SALARY There were no further issues discussed.
