(District 3 — Johnson) Background Summary: Funeral industry reports indicate that the vast majority of memorial services in the Central Florida area involve cremation, but the City Cemetery presently has no formal means of accommodating cremated remains. One of the traditional ways to accommodate cremated remains is in a columbarium, which is a wall structure with niches for storing urns. City staff has developed a conceptual plan to add a columbarium to the City Cemetery at the present location of a covered pavilion that needs to be demolished due to structural problems. The conceptual plan is based on a two -sided granite columbarium with 24 niches on each side. The structure is 88" W x 67" H x 34" D. Each niche is 1pproximately one cubic foot in size and is sealed with a stone cover that can be engraved. r In addition to columbariums, cremated remains are being interred in small in- ground vaults, which may be single or double and sealed with a stone monument cover that is flush with the ground. Staff is investigating the potential for creating separate spaces for cremation vaults in unsold portions of the property. Issue: Should the City Commission establish a $20,000 budget to construct a columbarium at the City Cemetery? Recommendations The Engineering Department and City Clerk recommend that the City Commission authorize the Finance Department to establish a capital project for construction of a columbarium at the City Cemetery. The proposed structure would replace the existing pavilion, which would be demolished, and consist of a 30' x 30' patio to allow the eventual construction of up to four 48 -niche two -sided granite wall columbariums; however, the initial construction would include only a single 48 -niche structure. Attachments: Conceptual plan of ultimate build -out with three 48 -niche columbariums. The southwest unit would be constructed first along with the brick paver patio, central stone bench, and corner metal bench. Other units would be added as demand justified up to a total of four 48 -niche columbarium units providing 192 Niuw ,iches. 1 Financial Impact: The $20,000.00 in construction funds for this action is to come from the City' Reserve for Contingency Fund. The budget is based on an estimated cost of $2,000 to demolish and dispose of the existing pavilion, a price proposal from Quality Vaults of $10,750 for the assembled granite columbarium, $3,500 for a paver patio (price based on the cost of recent construction), $2,000 for a concrete footer and other installation costs of the columbarium, and $1,500 for benches. Based on a survey of local prices, columbarium niches typically sell for $1,800 to $2,400, with an average price of about $2,300. With this level of revenue, the cost - recovery point is reached with the sale of nine niches. Total revenue from 48 niches would be $110,400.
