Department Director: '/ G � Contact Number: 407 - 905 -3100, 3xt. 1505 City Manager: Subject: CRA Funding for the Landscaping and Irrigation of the Blackwood Avenue Project (District 3 - Commissioner Johnson) Background Summary: The CRA is currently performing improvements to Blackwood Avenue between SR 50 and Old Winter Garden Road. The new sidewalks have been installed and the minor adjustment to the stormwater system has been completed. Approximately one half of the intersection improvements at the driveways to Health Central and Wal -Mart was performed earlier this month with the second half proposed to completed by the end of the month and the asphalt repairs, too. The new street lights are scheduled to be installed starting later this month and completed within sixty days. The remaining portion of the improvement and beautification project is the new landscaping in the median and along the outside right -of -way between the sidewalk and the curb. That work is slated to begin in the new fiscal year due to funding constraints in the CRA. With the new fiscal year, there will be new funding to complete the project. According to Chapter 166.241 of the Florida Statutes, the City is not allowed to advertise the project unless the funding has been committed. The landscaping and irrigation portion of the project is estimated to cost approximately $200,000. The landscaping and irrigation portion of the project can not be advertised until funded or the CRA budget has been approved. The advertisement period would last at least 21 calendar days and then the award would have to be approved by the City Commission. Based upon the CRA Budget Hearing being held in early October, this would not allow for award approval until the first City Commission meeting in November. The easement agreement with Wal -Mart requires that all construction work be completed in their entrance area prior to November 15 or be suspended until after January 15 so as to not interfere with the holiday shopping season. However, should the City choose to loan the CRA $100,000 to allow the project to be fully funded in the proposed CRA budget, staff would be able to advertise the project no later than September 25 Funds could be temporarily loaned from the Capital Projects fund. This would allow the bids to be received in time to present the award request at the October 18 City Commission meeting. The CRA budget would have been approved prior to this City Commission meeting. This should allow for enough time to complete the landscaping and irrigation at the two entrances to WaI -Mart along Blackwood Avenue. Issue: Should the City temporarily loan the CRA funds to allow for the advertisement of the landscaping and irrigation portion of the Blackwood Avenue improvement and beautification project? Recommendations Staff requests that the City of Ocoee temporarily loan $100,000 to the CRA to allow for the advertising of the landscaping /irrigation portion of the Blackwood Avenue improvement and beautification project, contingent on the CRA Board approving the landscaping /irrigation project in the 2011/2012 CRA Budget. Attachments: None Financial Impact: There are no financial impacts to the City by designating these funds from the Capital Projects fund and allowing the CRA to advertise the landscaping and irrigation project. By the time the project is ready to award, the CRA budget will have been approved which incorporates these Capital Improvement Funds.
