Fire Chief McNeil addressed the Commission with the possibility of relocating current Rescue -25 to the proposed station and staffing it with a Lieutenant and a Firefighter Paramedic. Fire Chief McNeil was asked to bring back a proposal with the associated costs to open a Rescue staffed station in the Fountains West Shopping Plaza utilizing our current personnel and apparatus. Issue: Should the Honorable Mayor and Board of City Commissioners authorize the City Manager and Fire Chief to open a Rescue Fire Station in the Fountains West Shopping Plaza? Recommendations: It is respectfully recommended that the Honorable Mayor and Board of City Commissioners authorize the City Manager and Fire Chief to open a Rescue Fire Station in the Fountains West Shopping Plaza? Attachments: • Rescue Fire Station 38 Proposal • Letter of Intent (reference lease in Fountains West) • Map of 2011 calls for service in northwest area Financial Impact: The financial impact of this proposal is detailed in the attached proposal. The initial year's cost, including infrastructure, is estimated to be approximately $144,124. Subsequent years two and three are estimated to drop to approximately $66,664 and $68,104. No funding for this proposal is available in the current FY11 -12 budget. Current situation: • Winter Garden Fire Rescue Engine -23 is the closest unit to the area in question. Therefore, it is dispatched to all emergency incidents in the northwest area of Ocoee. • Fire Station 25 on Bluford is the next closest fire station and 25's units respond secondary to WG Engine -23 • The Ocoee Fire Department has no authority to control or account for the location of Winter Garden Engine -23 which may have a negative impact on their response to arrival time. Discussion: • The City of Ocoee has the opportunity to lease unit A -6 (1,440 sq. ft.) in the Fountains West Shopping Center at the intersection of Ocoee - Apopka Rd. and West Rd. for the purpose of using it as Fire Station 38 • Orange County Fire Rescue currently has Fire Station 32 located in a similar unit in the Publix Plaza at 192 and the 429. That station started out as a Rescue station and has since become an ALS Engine station because the location has worked out so well. • Current Rescue -25 can be relocated to proposed Station 38 with the benefits far outweighing any negatives. • Now that Engines 25, 26 and 39 are 24/7 ALS, moving ALS Rescue -25 to proposed 38 will not affect patient care in the other areas of the City • Proposed Fire Station 38 location allows quick access to the 429 and other main roads to enhance response times to other areas of the City if needed • Proposed Fire Station 38 is a perfect public location to be utilized to enhance our Ocoee Fire Department and City of Ocoee public relations and education endeavors. • This proposal does not require the addition of any additional personnel. Three current Firefighter positions would be reclassified to Lieutenant making it possible to assign an Officer to Rescue - 38. Proposal: • Open Fire Station 38 with a Rescue truck by moving current Rescue -25 to 38. • Rescue -38 would be staffed with one Lieutenant and one Firefighter Paramedic. • Accomplish this by entering into two to three year lease of unit A -6 in the Fountains West Shopping Center and completing needed interior renovations. 1 Rescue Fire Station 38 Proposal The above proposal has the following associated start -up and recurring costs: One Time Initial Start -up Costs: $78,900 • Unit modifications (non - recoverable investment left with occupancy): $19,700 o Walls: $4,500 o Plumbing: $5,000 o Electrical: $3,000 o Flooring: $7,200 • Reusable infrastructure (can be moved to permanent station or elsewhere): $59,200 o Information system components (phones, network, computers): $15,000 o WestNet Alarm Dispatch System (links to dispatch CAD): $20,000 o Furniture and appliances • Kitchen: $6,200 • Day Room: $2,600 • Office: $600 • Bunks: 800 o 20' X 40' steel garage structure for rescue truck and personal protective gear: $14,000 Recurring Operating Costs: $65,224 • Lease: $22,320 /year ($1,860 /mo.) o Year one: $14,400 /year ($1,200 /mo.) $1,440 increase year 2 and year 3 o Estimated proportionate share of plaza maintenance, taxes and insurance based on $5.50 per square foot: $7,920 /year ($660 /mo.) • Electric: $3,000 /year ($250 /mo.) Based on PD current usage of $150 /mo. • Water: $600 /year ($50 /mo.) Based on PD currant usage of $35- $40 /mo. • Personnel (over current incl. April 1 increase) for three reclassified Lieutenants: $39,304 o Three current Engineers to Lieutenant: $17,808/yr. (based on average salary plus 10 %) o Three current Firefighters to Engineer: $10,296/yr. Bluford Ave. Ocoee, FL 34761 RE: Fountains West, Ocoee, FL Dear Chief McNeil, The following is our proposal for Ocoee Fire Department ( "Tenant "), outlining the terms from which OCOE, LLC ( "Landlord "), is willing to negotiate a lease for the premises commonly known as Fountains West (the "Premises "). This letter is not intended to be a binding contract, a lease or an offer to lease but is intended only to provide the basis for negotiating a lease document between the Landlord and Tenant. These terms are as follows: Landlord: OCOE, LLC Tenant Entity: City of Ocoee Shopping Center: Fountains West ( "The Shopping Center ") Premises/Building: A -6, containing approximately 1,440 square feet of building area (attached as Exhibit "A "). Demising Partitions: Partition walls between rental spaces will be of one hour fire rated construction using 3 5/8" metal studs with 5/8" drywall on both sides (or as required by the code), extending to the under side of the roof deck. The walls will be taped, sanded and ready for paint. b. Floor Slab: A concrete floor slab with smooth troweled finish. c. Egress Door: Rear egress will be provided by a hollow metal door at the rear wall on the Premises, if required by Building Code. d. Electrical Service: The electrical service will include a minimum 120/208 three phase 100 amp panel, which will be located at Landlord's designated point at the rear of the rental space. e. Washroom: One restroom, complete with one toilet, one wash basin and mirror installed and connected to the necessary plumbing, lighting and ventilation, with vinyl composition floor tile and vinyl base and to be located per Landlord's designation at or near the rear of bay. f. Ceiling: Standard 2'x4' white metal grid with 2x4 standard light fixtures will be provided in the ceiling per Landlord's reflected ceiling plan. The 2'x4' lay -in acoustical tile to be stored at the Premises, to be installed by Tenant at Tenant's expense. g. Heating and Air Conditioning: The H.V.A.C. system, including equipment, ductwork, thermostat and diffusers will be provided per Landlord's typical mechanical layout in accordance with the State Energy Code guidelines for a standard retail use. h. Fire Sprinklers: A sprinkler system will be installed, if required by Code, as per Landlord's plan However, any changes in head locations or extra heads required because of Tenant's layout or improvements will be at Tenant's obligation and expense. i. Telephone: An empty conduit from Landlord's equipment room to Landlord's designated point in the rental space will be provided by Landlord. j. Water: Landlord's contractor will bring water service to the point of water meter connection. Tenant will have to pay a deposit, together with any impact or connection fees for water and sewer service for their particular space. k.
