Subject: Design of North Service Area (NSA) Reclaimed Main Extension
Background Summary:
Staff has brought to Commission for approval the aforementioned Territorial Agreement, and also a
Wholesale Agreement, with the intent to purchase reclaimed water from Orange County to
supplement the City's existing supply and satisfy the need for 1.18 additional mgd of alternative
water to meet future demands. If Commission has approved both of the agreements, engineering
services of the design of the Phase I transmission mains must be initiated. Phasing, pipe sizes and
probable cost are addressed in the Wholesale Reclaimed Water Service Area Feasibility Plan
attached.
The Phase I project will bring reclaimed water to Kensington Manor, McCormick Woods, Ingram
Trails, Forest Brooke, Eagles Landing, the Vineyards and Westyn Bay. The Phase I project will also
connect the commercial areas at the West Road — Ocoee - Apopka Road intersection which includes
Ocoee High School and the pass- through capacity interconnect (west end of Arden Park South).
The City's continuing engineering services consultant, CPH Engineers, Inc., has proposed a scope
for engineering services which includes obtaining a route survey, geotechnical information, preparing
design plans, permitting, and bidding services for the reclaimed main extension project; in the total
amount of $147,595.92 (Tasks 1 through 5). In addition, CPH has provided a construction
administration task (6) for which Staff is not seeking authorize at this time.
Issue:
Should the City Commission and Mayor approve the proposal from CPH Engineers to provide
engineering services and complete the design for the North Service Area Reclaimed Water Main
Extensions?
Recommendations:
Motion to accept and approve the proposal from CPH Engineers to provide engineering services and
complete the design of the North Service Area Reclaimed Water Main Extensions, Tasks 1 through
5, in the amount of $147,595.92.

. Financial Impact:
Funding for the design in the amount of $147,595.92 shall be taken from funds included in the

Dear Mr. Smith:
Attached please find our proposal for the North Side Reclaim Water Main Extensions. This
project involves the design of approximately 18,500 lineal feet of reclaim water main extensions
(main sizes range from 20" to 8 ") from North Clark Road to McCormick Road then west to
Ocoee Apopka Road and then south to Chablis Way (approximately 13,100 LF). The other
reclaim line segment is along Ingram Road from the southeast corner of McCormick Woods
Drive south to a reuse water system connection point at Shiller Road and Clarcona Ocoee Road
(approximately 5,400 LF). This main will connect to the existing subdivisions distribution mains
along these two routes. There are approximately 13 different connection locations for
connection of approximately eight neighborhoods. This project is intended to connect those
neighborhoods within the City of Ocoee reclaimed water service area to the City's reclaim
distribution system. This will allow the neighborhoods to be irrigated with reclaimed water rather
than with potable water.
CPH proposes our scope of services to consist of obtaining a route survey, geotechnical
information, preparing design plans, permitting, bidding services for the reclaimed main
extension project as outlined in this document and the attached manhour summary for the lump
sum amount of $147,595.92 and the construction administration services for the not to exceed
amount of $35,270.80 for a combined total amount of $182,866.72.
TASK 1 - Preliminary Engineering
The purpose of the preliminary engineering phase is to present Project completion alternatives
to the City in a manner that will allow the City to make informed decisions as to how the Project
shall proceed.
1. Collect and review available information such as maps, aerials, surveys, easements,
ROW records, plans, record drawings, soils investigation reports, privately owned utility
system data and standards that may be pertinent to execution of the Project. Review
the requirements of known agencies having jurisdiction over the Project. Collect and
review any other information that may have a bearing and impact on the planning,
design, approval, permitting, construction or operation of the Project. Review required
permit requirements.

2. Evaluate existing conditions along the proposed pipe installation route by site visitation
with City staff. Consider current field conditions and any proposed site improvements

and /or changes that may impact the Project and recommended location of the proposed
pipeline.
3. Prepare 30% plans showing the preliminary layout of proposed construction alignment of
the reclaimed water mains that are indicated by the plans. Additionally, present any
other pertinent information necessary for the City to evaluate the proposed alignment
and system alterations.
5. Prepare a preliminary opinion of probable construction costs for the Project based on the
30% drawings.
6. Submit to the City at the 30% design level, seven (7) sets of the preliminary construction
plans (6 sets of 24" x 36" plans; Double Plan View Only, no profile), including a "Design
Memorandum" which presents the findings and conclusions that resulted from the
Preliminary Engineering effort; at a minimum, include illustrative sketches /plans (pipe
alignment layout), future plans of other utilities and agencies that may affect the Project
(if applicable). CPH will revise and finalize the Memorandum following comments
received from the City.
TASK 2 — Survey, Geotechnical and Environmental Investigations
1. Perform topographic survey of the proposed reclaimed main corridor (Approximately
18,500 LF) located along McCormick Road, Ocoee Apopka Road, Clarcona Ocoee, and
Ingram Road. Refer to the attached survey scope for details of the work to be performed.
Existing underground utilities that have been flagged by the respective utility owners
shall be located by the survey.
2. Determine by excavation the horizontal and vertical location of existing pipelines at the
proposed tie -in points and of existing utilities and up to 26 critical utility crossing
locations.
3. Perform a geotechnical investigation on the proposed alignment to facilitate design of
the proposed reclaimed water main. Please refer to the attached geotechnical scope for
details of their proposed scope. The results of the geotechnical investigation shall be
summarized in a report that includes the following:
a. Soil boring Togs and classifications;
b. Existing groundwater levels and estimated seasonal high levels;
c. Pipe trench preparation and backfill recommendations; and,
d. Other concerns as appropriate.
The report shall be submitted to the City and an unbound copy shall be included with the
unbound technical specifications submitted for bidding purposes.

TASK 3 — Preparation of Construction Documents
1. Prepare Project construction drawings to include all necessary Plan and Profile views
and all necessary cross sections, construction details and notes. Prepare the technical
specifications for the project manual. The construction documents will follow the City's
plan preparation and design standards. The construction documents shall be complete
and meet all requirements for a construction contract utilizing competitive bidding and
subsequent construction of the Project. All documents shall comply with current
requirements of the City Development Standards. Provide a quality assurance and
"constructability" review prior to all submittals to the City.
2. Submit to the City at 60% level six (6) sets of 24" x 36" construction drawings, six (6) sets
of technical specifications and one (1) preliminary construction cost estimate. The
minimum requirements of a 60% level of completion are defined as a complete set of
plan and profile drawings indicating all survey and topographic information, all known
existing utility locations, all proposed utilities connections, all applicable construction
details and a preliminary draft of all sections of the technical specifications. Meet with the
City to discuss the 60% submittal, prepare a written list of City comments, submit to City
for verification and subsequently revise the construction documents per the City
comments.
3. Submit to the City at 90% level six (6) sets of 24" x 36" construction drawings six (6) sets
of technical specifications and one (1) updated opinion of cost. The minimum
requirements of a 90% level of completion are defined as the incorporation of all City
comments received and verified after the 60% submittal. At the 90% level of completion,
the construction drawings and technical specifications shall be at a level of completion
that will allow the Project to be bid. Meet with the City to discuss the 90% submittal,
prepare a written list of City comments, submit to City for verification and subsequently
revise the construction documents per the City's comments.
4. Submit to the City, at 100% level, six (6) sets of construction drawings 24" x 36 ", six (6)
sets of technical specifications, and final opinion of cost, all signed and sealed. The
minimum requirements of a 100% level of completion are defined as the incorporation of
all City comments received and verified after the 90% submittal.
TASK 4 — Permitting
1. Prepare and submit required Project related permit applications and supporting
documentation necessary to obtain required permits for construction and operation of the
Project from agencies such as the Orange County. It is assumed that this area is already
within the FDEP approved City of Ocoee Reclaim Service Area and therefore no
additional FDEP permitting would be required for the reclaimed main extensions
2. Respond to all requests for additional information from permitting agencies. Pay fee for
permits. City will reimburse permit application fees paid by the Engineer.

TASK 5 — Bidding Assistance
1. The ENGINEER shall furnish fifteen (15) sets of 24" x 36" construction drawings, one (1)
electronic and one (1) unbound, single page- sided, set of technical specifications with
Index of Specifications Sections and an Index of Construction Drawings, Bid schedule to
the CITY for use during the bidding phase of the project. This information shall be
provided in the most current version of Adobe AcrobatTM (.pdf) format.
2. The ENGINEER shall attend a pre -bid conference, prepare minutes of the pre -bid
conference and submit to the CITY.
3. The ENGINEER shall consider written questions from bidders related to the project and
prepare all addenda as required to interpret, clarify or expand the Bidding Documents.
The addenda shall be submitted to the CITY in a timely manner that allows reception of
the addenda by all bidders no later than a minimum of five (5) days prior to bid opening
date.
4. The ENGINEER shall review and evaluate the apparent low bidder's unit prices, prepare
a tabulation of bids, review the bidders and verify bidder's experience and references and
make recommendations to the CITY regarding the award of the construction contract.
TASK 6 — Construction Administration -(Not to Exceed Task)
CPH proposes to provide periodic construction observation required for project certification. The
anticipated time for construction is currently anticipated to be 210 calendar days. The following
tasks will be accomplished by CPH during the construction phase.
1. Modify bidding documents, if required, and obtain all City required and contractor
executed documents; provide the City seven (7) sets of the "Conformed" construction
drawings and complete Project Manuals (the Contract Documents) for the City's use
during the construction phase of the Project.
2. Plan, organize and conduct a pre- construction conference; prepare and distribute
Conformed Contract Documents, take meeting minutes and distribute written minutes to
all attendees.
3. Review shop drawings and product submittals for conformance with the Contract
Documents.
4. CPH has based this scope on up to 24 site visits which includes time for witnessing
testing as needed for certification.
5. Provide clarification and interpretation of the Contract Documents when requested.
6. Conduct substantial and final completion inspections of Project and prepare appropriate
"punch lists ".

7. The ENGINEER will assist the City in the review of Contractor provided record
drawings /surveys and other as -built data for installed facilities and present any apparent
discrepancies between the as -built conditions and the design conditions to the attention
of the City. Coordinate with the Contractor regarding provision of the construction record
drawings prior to final on -site inspections and punch list preparation. The ENGINEER
will prepare a final set of Record Drawings for the City. The Record Drawing Package
will include both hard copies of the plans as well as electronic files for the project.
Deliverables shall include two 24" x 36" drawings and a compact disk with the project
cad files (2012 AutoCad) and PDF files of all sheets.
8. Prepare necessary documents and submit the Project certification of completions to the
permitting agencies as required.
We are providing a detailed cost proposal spreadsheet that outlines the man -hours and sub -
consultant costs for the work outlined for this scope of services. Should additional areas of work
or scope of services, such as lift station design is required we will provide the City with a
separate scope for these services. We have also not included at this time the scope of services
for construction administration. Once the extent or need for these services is specifically
identified, we will submit a separate proposal to the City for review.

As requested, we have reviewed the extent of surveying services required for this
property; said property being described as follows:
DESCRIPTION
Routes along Ingram Road, North Clarke Road, McCormick Road, Ocoee - Apopka Road
and Clarcona -Ocoee Road — West Orange County, Florida
SCOPE OF SERVICE
1. ROUTE SURVEY
For the above - described corridor as depicted on attached Exhibit "A ", our survey limits
will include 1 /z right -of -way (centerline of existing travel lanes to an apparent right -of -way
based on occupation) along said route with full intersection coverage at connection point
locations to be determined. We understand that the construction limits will probably be
within existing rights -of -way, however our survey will depict (for informational purposes
only), apparent right -of -w ay lines as determined f rom available documents of public
record. Within said limits, location of existing above ground improvements, visible utilities
and indications of utilities as marked or flagged by others and topographic cross sections
at not more than 100 ft. intervals. Survey will also detail gravity sanitary and storm
systems including rim or grate elevations together with pipe and invert sizes if accessible.
Horizontal and vertical control will be referenced to datum as published by the City of
Ocoee or Orange County Engineering— Public Works. Project Control including
benchmarks and horizontal traverse points will be marks set along the route and illustrated
on the final survey maps. Final data (drawing and point files) will be provided in the
Florida State Plane Coordinate system.
The survey will be prepared in accordance with the Minimum Technical Standards of the
Board of Professional Surveyors and Mappers as set forth in Chapter 5J - 17 of the Florida
Administrative Code Pursuant to Section 472.027, Florida Statutes.

Note: Certain sanitary and storm structures that have been either welded shut, locked,
contain toxic gases, full of water and/or debris or with heavy grates /access lids or that are
in traffic lanes, may not be accessible without the use of specialized equipment or
additional personnel. Access and information about these types of structures lying within
the Public Sanitary and Storm Systems should be obtained from the governing
municipalities.
2. SPECIALIZED UTILITY LOCATES
We understand that approximately 26 vertical and horizontal verifications will need to be
completed for connection to existing distribution systems. We will coordinate with a
consultant specializing in the location and verification of the underground utility. After
marking the designation points by this specialist our field crews will locate said utilities
which will be shown on the final survey. In addition, a Test Hole Report for each
designation point will be furnished to support the results of the utility determination.

Total Fee: $37,070.00
Revisions, additional certifications, title reviews (if not included in scope) will be
completed on an hourly basis as an extra service. Should additional services beyond the
scope of this proposal be identified, all such services whether authorized by a change
order, supplemental proposal, e-mail authorization, or verbal authorization, they shall be
considered a continuation to the original / master proposal for this project.
The terms of this agreement shall be valid for client acceptance for thirty (30) days.
Invoices are due and payable at time of receipt; in the case of delinquent accounts (60
days or over) the client agrees to pay, in addition to the full face amount of the invoice,
interest accruable at 1 '/z % per month, all reasonable collection, and /or attorney's fees
required in the process of collection.
An ACAD and pdf file together with One (1) set of the survey, signed and sealed, will be
provided at job completion. Additional prints will be provided at $S.00 per sheet. Fed Ex
will be provided if requested and will be invoiced at $50.00 per delivery. Courier service
for the immediate Orlando area is also available and will be invoiced at $25.00 per
delivery, other identifiable direct out of pocket expenses will be invoiced at a multiplier of
1.00.

We are pleased to submit our revised proposal for Subsurface Utility Verification (penetrating) on the above
referenced project.
SCOPE OF WORK:
1. Coordinate Sunshine One Call and utility locates to include supplemental calls to each locator to
expedite the field marking of each subsurface utility as required by law.
2. Expose the subject utilities by using non destructive vacuum excavation methods at 26 specific
locations indicated on plan sheet(s) provided or marked by client in the field.
3. Confirm /determine the vertical and horizontal position of the subject utilities and record the
information, using the locate narks provided by the utility owners and /or their representatives
unless otherwise specifically requested by client.
4. Any asphalt /concrete removed will be repaired using like materials.
5. Tie each test hole location to a minimum of three visible physical features to enable this data to be
added to your base map and also enable future recovery.
Optional:
For an additional fee, an option that is available is the location of each Test Hole using GPS or
conventional surveying equipment, with control furnished by the client.

The final product will be Test Hole Data Reports /Sketches of the project area reflecting all pertinent data for
your use.
It is our understanding that Tinklepaugh Surveying Services will make available all plans and utility records
that have been obtained for this site. Additional research will only be conducted if requested by Tinklepaugh
Surveying Services. Every effort will be made to identify the location of said underground utilities within the
project area including the use of Ground Penetrating Radar, Electronic Line Locating Equipment and Vacuum
Excavation methods, as needed. However, due to the inherent uncertain nature of subsurface utilities,
including deficient or a misrepresentation of prints Southeastern Surveying and ;flapping Corporation
cannot guarantee that all subsurface utilit y lines wilt be accounted for.
M.O.T. will be used only if absolutely necessary and these invoice charges will be an addition to the total
per day rate and reflected on our invoice to you.
Note: If permitting is required for said work, these charges will also be additional and reflected on our
invoice to you.
Note: Test Holes that require a depth of greater than ten (l0) feet, or require a substantial amount of
increased effort (sleeving, shoring, dc- watering, etc.), then said Test Holes may need to be negotiated
separately on a case by case basis if normal vacuum excavation practices do not allow said utilities to be
exposed.
Note: All utility sizes given are outside diameter unless otherwise specified and are approximate only due
to uncontrollable field conditions that may be encountered during excavation.
Note: Any additional overlaying or restoration of pavement, other than the replacement of materials
removed and cold patched, will be the responsibility of Tinklepaugh Surveying Services.

Dear Mr. Mahler:
Pursuant to your request, Professional Service Industries, Inc. (PSI) is pleased to submit the following
fee proposal for performance of a subsurface exploration program at the site of the referenced project.
This proposal is based on the preliminary reclaimed water route provided to us, and our conversations
with CPH Engineers, Inc.
Project Inforination
The site of the proposed reclaimed water main is located in the City of Ocoee, Orange County, Florida.
Specifically, the project involves the design and installation of approximately 16,500 lineal feet of 12
to 16 -inch reclaimed water main that will be constructed along portions of Ocoee Apopka Road, West
McCormick Road and to a lesser degree along portions of Ingram Road and N. Clarke Road. This
proposal has been revised to include an additional approximately 2,100 lineal foot of reclaimed water
main along Ingram Road.
Scope of Geotechnical Services
Our fee proposal includes the following work items.
1. Review readily available published geologic and topographic information. This
published information will be obtained from the appropriate quadrangle map published
by the United States Geological Survey (USGS) and the "Soil Survey of Orange
County, Florida" published by the United States Department of Agriculture (USDA)

2. PSI will execute a program of subsurface sampling and field testing. We propose to
perform a total of forty (40) auger borings along the proposed reclaimed water main
route to depths of 10 feet and eight (8) Standard Penetration Test (SPT) borings to a
depth of 20 feet at the locations of four possible jack and bore sites. The auger borings
will be performed at each end of the alignment and at approximately 500 -foot intervals
throughout the project alignment.
3. Visually classify and stratify representative soil samples in the laboratory using the
Unified Soil Classification System. Conduct a limited laboratory testing program to aid
in classification of soils. Identify soil conditions at each boring location and form an
opinion of the site soil stratigraphy.
4. Collect groundwater level measurements and estimate normal wet seasonal high
groundwater levels.
5. Provide engineering criteria for placement and compaction of approved fill materials
for pipe bedding and backfill.
6. Provide soil parameters for use in design of the jack and bore locations.
7. The results of the field exploration and laboratory tests will be used in the engineering
analysis and in the formulation of our geotecbnical recommendations for the planned
reclaimed water main. The results of the subsurface exploration, including the
recommendations and the data on which they are based, will be presented in a written
report.
Schedule
We are in a position to start work on the assignment immediately upon receipt of authorization to
proceed. The first task will be to complete a utility clearance of the site through Sunshine State One
Call. Prior to the start of the field work, we understand that you will provide us with a final alignment
sheet for the proposed reclaimed water main. The field work, laboratory services and report
preparation will take on the order of 3 to 4 weeks to complete. PSI can provide verbal results of our
findings and analyses performed as it is completed prior to the issuance of our report.
Service Fee
It is proposed the fee for performance of the above- outlined services be determined on a unit price
basis, in accordance with our attached Schedule of Services and Fees, and the work be performed
pursuant to our General Conditions. Copies of our Schedule of Services and Fees and General
Conditions are enclosed herewith and incorporated by reference into this proposal. On the basis of the
estimated quantities and the Schedule of Services and Fees, it is estimated the fees will be $7,980.00.
Our fee is based on no traffic control being required in order to perform the borings.

GENERAL CONDITIONS
I. PARTIES AND SCOPE OF WORK: Professional Service Industries Inc. ("PSI") shall include said company or its particular division, subsidiary or affiliate performing the work.' Work" means
the specific service to be performed by PSI as set forth in PSI's proposal, Client's acceptance thereof and these General Conditions. Additional work ordered by Client shall also be subject to these
General Conditions. "Client" refers to the person or business entity ordering the work to be done by PSi. If Client is ordering the work on behalf of another, Client represents and warrants that
it is the duly authorized agent of said party for the purpose of ordering and directing said work. Unless otherwise stated in writing. Client assumes sole responsibility for determining whether the
quantity and the nature of the wok ordered by the client is adequate and sufficient for Client's intended purpose. Client shall communicate these General Conditions to each and every third party
to whom Client transmits any parr of PSI's work. PSI shall have no duty or obligation to any third party greater than that set forth in PSI's proposal, Client's acceptance thereof and these General
Conditions. The ordering of work from PSI, or the reliance on any of PSI's work, shall constitute acceptance of the terms of PST's proposal and these General Conditions, regardless of the terms
of any subsequently issued document.
2. TESTS AND INSPECTIONS: Client shall cause all tests and inspections of the site, materials and work performed by PSI or others to be timely and properly performed in accordance with
the plans, specifications and contract documents and PST's recommendations. No claims for loss. damage or injury shall be brought against PSI by Client or any third party unless all tests and
inspections have been so performed and unless PS1's recommendations have been followed. Client agrees to indemnify. defend and hold PSI. its officers, employees and agents harmless from
any and all claims, suits. losses, costs and expenses. including. but not limited to, court costs and reasonable attorney's fees in the event that all such tests and inspections are not so performed or
PSI's recommendations are not so followed.
3. PREVAILING WAGES. This proposal specifically excludes compliance with any project labor agreement. labor agreement, or other union or apprenticeship requirements. In addition.
unless explicitly agreed to in the body of this proposal. this proposal specifically excludes compliance with any state or federal prevailing wage law or associated requirements. including the
Davis Bacon Act. Due to the professional nature of its services PSI is generally exempt from the Davis Bacon Act and other prevailing wage schemes. It is agreed that no applicable prevailing
wage classification or wage rate has been provided to PSi. and that all wages and cost estimates contained herein are based solely upon standard. non -- prevailing wage rates. Should it later be
determined by the Owner or any applicable agency that in fact prevailing wage applies. then it is agreed that the contract value of this agreement shall be equitably adjusted to account for such
changed circumstance. These exclusions shall survive the completion of the project and shall be merged into any subsequently executed document between the parties. regardless of the terms of
such agreement. Client will reimburse, defend. indemnify and hold harmless PSI from and against any liability resulting from a subsequent determination that prevailing wage regulations cover
the Project including all costs. fines and attorney's fees.
4. SCHEDULING OF WORK: The services net forth in PST's proposal and Client's acceptance will be accomplished by PSI personnel at the prices quoted. If PSi is required to delay
commencement of the work or if, upon embarking upon its work. PSI is required to stop or interrupt the progress of its work as a result of changes in the scope of the work requested by Client, to
fulfill the requirements of third parties. interruptions in the progress of construction. or other causes beyond the direct reasonable control of PSI. additional charges will be applicable and payable
by Client.
5. ACCESS TO srlE: Client will arrange and provide such access to the site and work as is necessary for PSI to perform the work. PSI shall take reasonable measures and precautions to minimize
damage to the site and any improvements located thereon as the result of its work or the use of its equipment.
6. CLIENT'S DUTY TO NOTIFY ENGINEER: Client warrants that it has advised PSI of any known or suspected hazardous materials, utility lines and pollutants at any site at which PSI is to
do work, and unless PSI has assumed in writing tie responsibility of locating subsurface objects. structures. lines or conduits. Client agrees to defend. indemnify and save PSI harmless from all
claims, suits, losses, costs and expenses. including reasonable attorney's fees as a result of personal injury, death or property damage occurring with respect to PST's performance of its work and
resulting to or caused by contact with subsurface or latent objects, structures. lines or conduits where the actual or potential presence and location thereof were not revealed to PSI by Client.
7. RESPONSIBILITY: PSI's work shall not include determining, supervising or implementing the means. methods. techniques. sequences or procedures of construction. PSI shall not be
responsible for evaluating. reporting or affecting job conditions concerning health. safety or welfare. PSI's work or failure to perform same shall not in any way excuse any contractor, subcontr
actor or supplier frotn performance of its work in accordance with the contract documents. Client agrees that it shall require subrogation to be waived against PSI and for PSI to be added as an
Additional Insured on all policies of insurance. including any policies required of Client's contractors or subcontractors. covering any construction or development activities to be performed on
the project site. PSI has no right or duty to stop the contractor's work.
8. SAMPLE DISPOSAL: Test specimens will be disposed immediately upon completion of the test. All drilling samples will be disposed sixty (60) days after submission of PSI's report.
9. PAYMENT: The quantities and fees provided in this proposal are PST's estimate based on information provided by Client and PST's experience on similar projects. The actual total amount due
to PSI shall be based on the actual final quantities provided by PSI at the unit rates provided herein. Client shall be invoiced once each month for work performed during the preceding period.
Client agrees to pay each invoice within thirty (30) days of its receipt. Client further agrees to pay interest on all amounts invoiced and not paid or objected to for valid cause in writing within said

12. TERMINATION: This Agreement may be terminated by either party upon seven days prior written notice. In the event of termination, PSi shall be compensated by Client for all services
perforated up to and including the termination dale, including reimbursable expenses.
13. EMPLOYEES/WiTNESS FEES: PSI's employees shall not be retained as expert witnesses except by separate, written agreement. Client agrees to pay PSI's legal expenses. administrative
costs and tees pursuant to PSI's then current fee schedule for PSI to respond to any subpoena. For a period of one year alter the completion of any work performed under this agreement, Client
agrees not to solicit recruit, or hire any PSI employee or person who has been employed by PSI within the previous twelve months. In the event Client desires to hire such an individual, Client
agrees that it shall seek the written consent of PSI. and shall pay PSI an amount equal to one -half of the employee's annualized salary, without PSI waiving other remedies it may have.
14. HAZARDOUS MATERIALS: Nothing contained within this agreement shall be construed or interpreted as requiring PSI to assume the status of an owner. operator. generator, storey.
transporter, treater or disposal facility as (hose terms appear within RCRA or within any Federal or State statute or regulation governing the generation. transportation. treatment. storage and
disposal of pollutants. Client assumes hill responsibility for compliance with the provisions of RCRA and any other Federal or State statute or regulation governing the handling. treatment,
storage and disposal of pollutants.
15. CHOICE OF LAW AND EXCLUSIVE VENUE: All claims or disputes arising or relating to this agreement shall be governed by, construed. and enforced in accordance the laws of Illinois.
The exclusive venue for all actions or proceedings arising in connection with this agreement shall be either the Circuit Court in DuPage County, Illinois, or the Federal Court for the Northern
District of Illinois.
16. PROVISIONS SEVERABLE: The parties have entered into this agreement in good faith, and it is the specific intent of the parties that the temps of these General Conditions be enforced as
written. In the event any of the provisions of these General Conditions should be found to be unenforceable. it shall be stricken and the remaining provisions shall be enforceable.
17. ENTIRE AGREEMENT; This agreement constitutes the entire understanding of the parties, and there are no representations. warranties or undertakings made other than as set forth herein.
This agreement may be amended. modified or terminated only in writing, signed by each of the parties hereto.

1.0 INTRODUCTION
To continue efforts to provide customers cost effective water utilities service and conserve
valuable potable water, the City of Ocoee is planning to expand the reuse of reclaimed water in
the north portion of its service area. The City has been limited by supply in this area and recent
coordination with Orange County Utilities (OCU) will resolve this limitation. Under an
interlocal agreement OCU will provide reclaimed water to supply the City's Wholesale
Reclaimed Water Service Area (Wholesale RWSA). Additionally, specific reclaimed water
infrastructure, including transmission pipelines, storage tanks and high service pumping, is
required to implement the reclaimed water expansion.
To support this task the City has requested Reiss Engineering, Inc. (REI) to update and utilize the
City's reclaimed water model to append the previous master plan and cost efficiently locate and
size the needed infrastructure. The refined Wholesale RWSA Feasibility Plan will be used by
the City to develop impact fees for new connections to help cover the cost of the expansion. This
plan has been updated from the previous April 2012 plan due to an update to the City of Ocoee
and OCU interlocal agreement.
1.1 Background
In order to conserve water the City of Ocoee has required developers in the Wholesale RWSA to
install reclaimed water piping throughout developing properties with the intent of serving the
customers in the future once the City had sufficient reclaimed water supply. The City of Ocoee
Wholesale RWSA is located north of Clarcona -Ocoee Road and includes public access
residential in- ground reclaimed water distribution systems that are currently connected to and
supplied from OCU potable water systems. The City of Ocoee Wholesale RWSA includes areas
outside the City's current wastewater service area.
The City of Ocoee currently utilizes almost all of its reclaimed water on its current public access
reuse customers and the Forest Lake Golf Course. The OCU interlocal supply of reclaimed
water will allow the City of Ocoee to meet Wholesale RWSA public access reuse demands and
remove the currently "jumpered" customers from irrigating with potable water.
1.2 Purpose
This includes the following objectives:
• Cost effectively route and size the planned infrastructure and a future storage and re-
pump facility to serve the Wholesale RWSA with reclaimed water
• Estimate unit capital costs per Wholesale RWSA customer based on average service area
demand and number of connections

2.1 Service Area
Based on the City's existing reclaimed water service boundary, natural internal boundaries and
City Utilities staff direction the North Reclaimed Water Service area was defined as shown in
Figure 2 -1. Figure 2 -1 identifies the City's overall reclaimed water service area boundary and
the internal sub - service area divider defining the Wholesale RWSA. Included in the Wholesale
RWSA is the Forest Lake Golf Course which is supplied jointly by the City of Ocoee and the
City of Winter Garden and whose demand is not included in this analysis. The portion of the
Wholesale RWSA to be supplied include the existing residential developments with in- ground
dual distribution systems, future targeted residential developments and incidental
commercial /institutional customers.
2.2 Reclaimed Water Demands
Reclaimed water demand was developed using the City's standard unit demand criteria of 450
gallons per day per single family residence. The Wholesale RWSA is primarily comprised of
single family residential developments and includes some supporting commercial and
institutional land use. The resulting estimated existing and future average daily demands for the
Wholesale RWSA are approximately 650,000 gallons per day and 1,510,000 gallons per day,
respectively.
Reclaimed water peak hourly demands can be higher than typical potable water peaking factors
because of the irrigation nature of the demands. Reclaimed water peaking factors can be
controlled to a certain extent by demand management techniques including; alternating address
irrigation day /times and pressure control. Peak hour factors for reclaimed water distribution
systems serving public access reuse can range from 3 to 6 times the average daily demand.
Various peaking factors were examined to determine the sensitivity to resulting pipe sizes. The
City of Ocoee Utilities staff directed the use of a peak hour factor of 4 to be controlled with the
use of demand management methods. Resulting peak hour demands for the Wholesale RWSA
would therefore be 1,800 gallon per minute for existing customers and 4,200 gallon per minute
including the existing and future Wholesale RWSA customers identified to be served.

3.0 INFRASTRUCTURE PLAN
3.1 Methodology
The City of Ocoee maintains a reclaimed water hydraulic model to assist with planning and
operational issues. REI updated the reclaimed water hydraulic model to analyze the Wholesale
RWSA. The Wholesale RWSA was defined, existing and future developments to be served
determined, and reclaimed water demands quantified. Design and operating conditions for OCU
Northwest Water Reclamation Facility (NWWRF) reclaimed water pumping station were
collected from OCU engineering staff as summarized in Table 3 -1. The latest hydraulic model
simulation criteria were updated with OCU's NWWRF design and operating conditions. The
hydraulic model was run under the interconnect conditions to route and determine reclaimed
water main sizes at various peaking factors and operating pressures necessary to provide
reclaimed water to the Wholesale RWSA. Hydraulic model outputs including pressures,
hydraulic grades and pipeline velocities were compared to City reclaimed water standards,
summarized in Table 3 -2, to verify the proposed pipe sizes. The resulting reclaimed transmission
main pipes were used for preliminary estimates of probable construction costs.

3.3 Wholesale RWSA Infrastructure Plan
The hydraulic model was run under various peak hourly flow and connection pressure scenarios.
Wholesale RWSA planned transmission pipe sizes were optimized to meet City hydraulic criteria
and minimize construction cost. City Utilities staff review of resulting Wholesale RWSA
transmission pipe sizes and costs resulted in a consensus selection of the most feasible and cost
effective route to serve the Wholesale RWSA. The resulting recommended Wholesale RWSA
transmission configuration is illustrated in Figure 3 -1.
A comparison of OCU's current total NWWRF reclaimed water pumping capacity (3,000 gallon
per minute) with the City of Ocoee's Wholesale RWSA peak demand (4,200 gallon per minute)
indicates that additional pumping capacity is likely required to meet the needs of future, planned
Wholesale RWSA customer demands. Note that the future Wholesale RWSA peak of 4,200
gallons per minute could be 5 to 10 years in the future. OCU's current NWWRF peak pumping
capacity of 3,000 gallon per minute is more than sufficient to meet the existing Wholesale
RWSA customer demand and the foreseeable near term. Additional storage and peak flow
pumping in the Wholesale RWSA will be required at some point in the future to compliment
OCU pumping capacities and ensure that peak customer demands are met with adequate
pressure.
3.4 Plan Phasing
The Wholesale RWSA infrastructure was phased to minimize capital impacts to the City and the
customers. The initial phase (Phase I) is necessary to serve the existing, reclaimed water
distribution piped customers in the Wholesale RWSA. Storage and peak pumping capacity in
the Wholesale RWSA is required to provide reliable peak demand service in addition to the OCU
pumping capacity. Therefore, Phase II includes a storage and repump station. Two potential
locations on, or adjacent to, the Forest Lakes Golf Course site were identified: Site A and Site B,
as shown in Figure 3 -1. Future transmission piping were sized and configured to facilitate either
storage and repump site location. Phase III transmission piping is required to serve the future
peak demands of the Wholesale RWSA. Phase III transmission assumes that the City can utilize
the City of Winter Garden's 16 -inch reclaimed transmission main in the future. The
configuration of the Phase 3 transmission mains for the Wholesale RWSA is also presented in
Figure 3 -1.

4.0 COST AND FEASIBILITY
This section contains capital cost estimates and feasibility based on unit capital cost of the
Wholesale RWSA Feasibility Plan for the City of Ocoee.
4.1 Opinion of Probable Cost
A construction and capital cost estimate was prepared and estimates that the recommended
Wholesale RWSA Phase I, II and III infrastructure improvements would cost $5,164,500, as
indicated in Table 4 -1.

4.2 Unit Cost Estimation
The unit cost estimation is provided to allocate a portion of the capital costs to the Wholesale
RWSA customers and benefactors. The unit cost estimation divides the total estimated capital
cost by the number of future reclaimed water equivalent residential connections (ERC) in the
Wholesale RWSA.
The capital cost estimate ($5,164,500) sums Phases I, II and III as presented in Table 4 -1. The
total number of ERCs (3,400) was calculated based on the service area analysis. The Wholesale
RWSA allocation would result in $1,519/ERC as shown in Table 4 -2. However, to account for
the City's initial benefit of the proposed reclaimed water infrastructure, the unit cost was
adjusted by flow weighting as follows:
• Adjusted Wholesale RWSA Allocation = Wholesale RWSA Capacity (1.5 MGD ADF)
divided by the total allocated capacity (2.5 MGD ADF), including the City's (1.0 MGD
ADF transfer flow) = 1.5/2.5 = 60%
The City shall further benefit from the future Wholesale RWSA implementation through better
management of the reclaimed water system due to interconnection with the Central Reclaimed
WSA. This future benefit was estimated to further reduce the Wholesale RWSA customer
allocated unit cost. Therefore, an additional 10% was subtracted from the previously calculated
cost share allocation (60 %) as follows:
• Recommended Wholesale RWSA Allocation = 60% - 10% = 50%

5.0 SUMMARY
This section contains conclusions and recommendations of the City of Ocoee Wholesale
Reclaimed Water Service Area Feasibility Plan.
5.1 Conclusions
This interlocal cooperation is a true win -win outcome as existing customers will be transferred
from irrigating with potable water to irrigating with reclaimed water; coinciding with utilities
and water management districts philosophy to conserve our precious water resources and lowest
cost, highest quality potable water. The City of Ocoee also benefits in that future developments
within its potable water boundary will likewise be irrigating with reclaimed water and
conserving potable water. The interconnection will also assist with OCU effluent disposal.
The Wholesale RWSA was defined and the interlocal agreement will enable the City to supply a
projected future, average daily demand of 1,510,000 gallons per day of reclaimed water to
existing and future customers. The City selected peak hour factor of 4 times average daily
demand results in a Wholesale RWSA peak demand of 1,800 gallon per minute for existing
customers and 4,200 gallon per minute in the future. OCU's current NWWRF peak pumping
capacity of 3,000 gallon per minute is more than sufficient to meet the existing Wholesale
RWSA customer demand and the foreseeable near term. Additional storage and peak flow
pumping in the Wholesale RWSA will be required at some point in the future to compliment
OCU pumping capacities and ensure that peak customer demands are met with adequate
pressure.
5.2 Recommendations
It is recommended that the City of Ocoee continue coordination with OCU to implement the
Wholesale RWSA reclaimed water interlocal agreement. Assuming funding is in place and the
interlocal agreement is executed, the City should proceed with design and construction of the
Wholesale RWSA transmission piping (Phase I) needed to implement the interconnect.
Implementation of Phases II and III would subsequently follow depending on the availability of
funding and realization of future Wholesale RWSA demands.
The City is also planning on using the costs estimates presented herein to determine funding
strategies, including possible connection charges for the Wholesale RWSA, for implementation
of the recommended Wholesale RWSA infrastructure. Additionally, the City of Ocoee will need
to coordinate with OCU on available NWWRF pumping capacity and employ demand
management methods to keep peak hour factors below 4 times average daily demand.
