Background Summary:
On August 16, 2012, Clear Channel / REAL Radio 104.1 FM, in partnership with the Central Florida Crimeline
and local law enforcement agencies, will be sponsoring the 14th Annual "Kicks 4 Guns" Firearms Turn-In
Initiative. The Ocoee Police Department wishes to participate for a second year in a row.
This buy -back program gets firearms, which may already be in the hands of criminals, off the streets. It also
allows for forgotten and unwanted firearms to be turned in before they fall into the wrong hands and are used in
crimes or accidental shootings. Law enforcement agencies participating in the event typically give $50 gift cards
in exchange for such firearms, with no questions asked. Last year in Central Florida, 2224 firearms were turned
in to law enforcement at 13 separate locations. 113 firearms (5% of the total) were turned in to the Ocoee
location, including a firearm that had been previously reported stolen to the Orange county Sheriff's Office.
Per Florida State Statutes 932.7055 "...any local law enforcement agency that acquires at least $15,000 pursuant
to the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15 percent of
such proceeds for the support or operation of any...crime prevention, safe neighborhood program(s). The Ocoee
Police Department requests to expend not more than $5000.00 from its Police Forfeiture Fund accounts (State)
to purchase gifts cards with which to trade for potential crime guns in conjunction with the Central Florida
Crimeline and Real Radio 104.1 FM "Kicks 4 Guns" Firearms Turn-In Initiative.
Issue:

Fund for the "Kicks 4 Guns" Firearms Turn -In Initiative?
Recommendations:
It is recommended that the Honorable Mayor and Board of City Commissioners approve up to $5000 from the
Police Forfeiture Fund for the "Kicks 4 Guns" Firearms Turn-In Initiative.
