(District 2 — Wilsen) Background Summary: The architectural design firm of Rhodes & Brito was awarded the task of designing a replacement for the City's Community Center. Under the terms of that award, the City is responsible for providing a complete geotechnical report for building design and accommodation of stormwater runoff, as well as a complete topographic survey of the area. Proposals have been received from qualified firms already under continuing services contracts with the City. Timely production of these design- support reports and maps are necessary in order to meet the establish production schedule for the new structure. Preparation of the scopes of work was coordinated with the architectural firm to ensure that the required products are delivered. Issue: Should the City Commission accept the price proposals from Nodarse (Terracon) and Southeastern Surveying & Mapping in order to provide vital design- support services to the City's effort to construct a replacement for the Community Center? Recommendations The Engineering Department recommends that the City Commission authorize the City Manager to accept the $3,537.55 proposal submitted by Nodarse (Terracon) for a geotechnical investigation of the Community Center construction area and the $2,970.00 proposal from Southeastern Surveying & Mapping to update the topographic map of the City Hall area. We have indicated locations for proposed borings for soils and geotechnical investigation. Of course, the locations shown are subject to review by the soil engineer. Please provide the following information to the soils engineer regarding the proposed facility: Concept Design This facility will consist of a new approximately 8,500 SFT, one story Community Center Facility in Bill Breeze Park, in downtown Ocoee. The proposed facility will replace an existing facility built in 1978. The original facility will require demolition in order to construct the new facility. The facility will be assembly occupancy and the main hall will exceed 23 feet in height. SCOPE OF SERVICES GEOTECHNICAL EVALUATION The services for the Geotechnical Engineering Evaluation to be provided by Nodarse are summarized in the following paragraphs. Field Program — Based on the proposed structure and our familiarity with soil conditions at this site, we propose to perform five (5) borings to depths ranging from about 15 to 25 feet each. Three (3) soil borings will be drilled within the proposed building pad footprint to a depth of about 25 feet below existing grade. Two (2) soil borings will be drilled within the proposed retention pond to a depth of about 15 feet below existing grade. Sampling will be in general accordance with industry standard procedures wherein split - barrel samples are obtained. Five samples will be obtained in the upper ten feet of each boring and at intervals of five feet thereafter. In addition we will observe and record groundwater levels during and after drilling. Once the samples have been collected and classified in the field, they will be placed in appropriate sample containers for transport to our laboratory. However, we will not perform additional scope or incur additional expense without your authorization. Borings will be backfilled with the soil cuttings, unless jurisdictional requirement indicates they must be grouted. Conditions /Items to be provided by Client: Items to be provided by the client include the locations of proposed site buildings and other proposed site improvements, right of entry to conduct the exploration and an awareness and /or location of any private subsurface utilities existing in the area. We will contact Sunshine State One Call of Florida (SSOCOF) for location of utilities in public easements. Location of private lines on the property is not part of the SSOCOF or Nodarse scope. All private lines should be marked by others prior to commencement of drilling. Nodarse will take reasonable efforts to reduce damage to the property, such as rutting of the ground surface. However, it should also be understood that in the normal course of our work some such disturbance could occur. We have not budgeted to restore the site beyond backfilling our boreholes. If there are any restrictions or special requirements regarding this site or exploration, these should be known prior to commencing field work. Our fee is based on the site being accessible to truck - mounted drilling equipment and Nodarse providing layout of the borings; additional costs may result if this is not the case. It does not include services associated with site clearing, wet ground conditions, tree or shrub clearing, damage of existing crops / landscape or location of underground utilities beyond contacting a "one -call" locate service. If such conditions are known to exist on the site, Nodarse should be notified so that we may adjust our scope of services and fee, if necessary. For safety purposes, all borings will be backfilled immediately after their completion. Excess auger cuttings would be disposed of on the site. Because backfill material often settles below the surface after a period of time, we recommend the boreholes be checked periodically and backfilled if necessary. We could provide this service at your request or grout the holes, but this would involve additional cost. Laboratory Testing — The samples will be tested in our laboratory to determine physical engineering characteristics. Testing will be performed under the direction of a geotechnical engineer and will include visual classification, moisture content, wash 200 sieve analysis, organic content determination, Atterberg limit, and strength tests (unconfined compression /calibrated penetrometer), as appropriate. Engineering Analysis and Report — The results of our field and laboratory programs will be evaluated by a professional geotechnical engineer licensed in the State of Florida. The report will include the following: • Computer generated boring logs with soil stratification based on visual soil classification. • Summarized laboratory data. • Groundwater levels observed during and after completion drilling. • Estimated seasonal high groundwater levels. • Boring location plan. • Subsurface exploration procedures. • Encountered soils conditions. • Recommendations pertaining to shallow foundations, if appropriate, including maximum allowable bearing capacity, minimum footing dimensions. • Buoyancy considerations. • Estimated settlement of foundations (total and differential). • Subgrade preparation/ earthwork recommendations. • Floor slab -on -grade recommendations, including modulus of subgrade reaction and anticipated settlement for special lift and rack loadings. • Vapor barrier /slab moisture considerations. • Geotechnical engineering stormwater management design parameters (seasonal high groundwater, depth to confining layer, horizontal and vertical permeability, and porosity) SCHEDULE Nodarse can begin the field exploration program within about one week after receipt of your authorized Purchase Order as defined in our continuing services agreement, if the site and weather conditions permit. We estimate the final geotechnical report can be completed within about one to two weeks after the soil borings are completed. In situations where information is needed prior to submittal of our report, we can provide verbal information or recommendations for specific project requirements after we have completed our field and laboratory programs. The final report will be submitted within three business days following receipt of client's comments on the draft report. In order to comply with the proposed schedule, please provide the following items at the time of notification to proceed. • Signed Purchase Order evidencing acceptance of this scope of services. • Right of entry to conduct the evaluation. • Notification of any restrictions or special requirements (such as confidentiality, scheduling, or on -site safety requirements) regarding accessing the site. • An accurate legal description and /or a diagram of the site such as a surveyor's plat map or scaled architect's drawing (if such diagrams exist). Reliance by any other party is prohibited without the written authorization of the client and Nodarse. If the client is aware of additional parties that will require reliance on the Geotechnical report, the names, addresses, and relationship of these parties should be provided for Nodarse approval prior to the time of authorization to proceed. Nodarse may grant reliance on the Geotechnical report to those approved parties upon receipt of a fully executed Reliance Agreement (available upon request) and receipt of information requested in the Reliance Agreement. If, in the future, the client and Nodarse consent to reliance on the Geotechnical reports by a third party, Nodarse may grant reliance upon receipt of a fully executed Reliance Agreement, requested information and receipt of an additional minimum fee of $250.00 per relying party. Reliance on the Geotechnical report by the client and all authorized parties will be subject to the terms, conditions, and limitations stated in this Agreement, sections of this proposal incorporated therein, the Reliance Agreement, and the Geotechnical report. The limitation of liability defined in this Agreement is the aggregate limit of Nodarse' s liability to the client and all relying parties. C. COMPENSATION For the scope of geotechnical services outlined in this proposal that includes drilling, laboratory testing, and an engineering report, we estimate that our fees for the previously described scope of services will be as follows: SERVICE FEE BASE GEOTECHNICAL ENGINEERING SERVICES - Not to exceed $3,537.55 A detail of our cost estimate is attached.
