Subject: Contracting with DeWitt Excavating, Inc. for the Installation of 12 inch Reuse Main
along Ingram Road and under Clarcona -Ocoee Road in Conjunction with the construction of
the new Clarcona -Ocoee Road
Background Summary:
Orange County received bids for the final leg of the widening of Clarcona -Ocoee Road in February of this year.
DeWitt Excavating, Inc., the low bidder, began construction in May. That project consists of construction of the
four lane road section from east of Clarke Road to SR 429. The project also includes intersection
improvements at all the existing intersections along the route, sidewalks, bike paths, and new traffic signal at
Clarke Road, relocation of the West Orange Trail, and stormwater collection system.
On June 19, 2012, the City Commission approved the City of Ocoee / Orange County Reclaimed Water
Territorial Agreement and the City of Ocoee / Orange County Agreement for the Delivery and Use of Wholesale
Reclaimed Water. Those two agreements established the service area for reclaimed water that includes the
Brynmar subdivision and set time frames for the purchase of water from Orange County. The Brynmar
subdivision is basically right across McCormick Road from Orange County's Northwest Wastewater Plant where
the City is to connect to purchase the reclaimed water.
The Ocoee Utilities Department has established a project to run a large diameter pipeline from the Orange
County facility along McCormick Road from Kensington Manor to Ocoee - Apopka Road and then south to West
Road. The second leg of that project is to extend the 12 inch main from McCormick Road south along Ingram
Road and connect to the reuse pipeline being installed as part of the Arden Park south development. The
portion of pipeline that lies along Ingram Road between the McCormick Woods and Brynmar subdivisions was
install a few years ago as part of the construction of the McCormick Woods development. That project has just
started the information gathering and preliminary design phase. The project is called the North Service Area
Reclaimed Water Main Extension project and is initially funded in the amount of $800,000.
DeWitt was approached to secure a proposal for installing the reuse pipeline under new Clarcona -Ocoee Road,
the relocated West Orange Trail, and north under Ingram Road to the end of their project limits. The total
length of the project is approximately 600 feet and includes valves and fittings and permitting through Orange
County. The work to remove the West Orange Trail, install the pipe, and rebuild the Trail will need to be
performed at night; this is a requirement of Orange County. Portions of the work require working around and
under already installed stormwater collection piping and other existing utilities in the intersection. The pipe
north of the intersection in Ingram Road is being installed under the road, because this is the less congested in
relation to the other utilities.
DeWitt has provided a cost proposal for performing the work in the amount of $93,142.29. The project cost is
within range of similar costs on other projects. The City is having this work performed by DeWitt, the on -site
contractor, and is realizing a benefit of mobilization and other general construction items from them.
Issue:
Should the City Commission approve the contracting with DeWitt Excavating, Inc. to install the portion of the
North Service Area Reclaimed Water Main Extension along the southern portion of Ingram Road and under
Clarcona -Ocoee Road?
Recommendations
The Engineering and Utility Departments recommend that the City Commission approve this initial portion of the
North Service Area Reclaimed Water Main Extension and authorize staff to issue a purchase order to DeWitt
Excavating, Inc. $93,142.29.

Financial Impact:
The North Service Area Reclaimed Water Main Extension project, which this work is a portion of, was funded at
$645,505.08 (Project #31205). The project along McCormick Road has reduced the available funding to
$484,862.68. Upon approval of this project, the available funding will be reduced to $391,720.39.

Dear Mr. Wheeler:
Please see the attached pricing for installation of the proposed 12" PVC Reclaimed Water
Main at Clarcona -Ocoee Road and Ingram Road. Price includes Ductile Iron Pipe under
the new Clarcona -Ocoee Road only.
Due to DeWitt's progress on the current Clarcona -Ocoee project the proposed Reclaimed
project will coincide with, the pricing must be approved and the project authorized by
October 19, 2012.
