HomeMy WebLinkAbout07-26-12 MINUTES OF THE CITIZEN ADVISORY COUNCIL OF THE OCOEE POLICE DEPARTMENT MEETING HELD JULY 26, 2012 CALL TO ORDER Chairman McKey called the meeting to order at 7:02 p.m. in the Commission Chambers of City Hall, located at 150 N. Lakeshore Drive. The roll was called and a quorum was declared. PRESENT: Chairman McKey, Vice -Chair Laney, and Member Ball. Also present were Staff - Liaison Sgt. Nylander, and Recording Clerk Turner. ABSENT: Treasurer Wilsen (excused), Member Yost (unexcused), and Member Zielinski (unexcused). *Recording Clerk Turner read into the record Member Pickett's letter of resignation from the CACOPD board. Vice -Chair Laney asked if by resigning, Member Pickett's personal information will be removed from the internet. Recording Clerk Turner explained that her application to serve on the CACOPD board will remain on the internet; however, her name will be removed from the CACOPD webpage, board list, and current brochures. Recording Clerk Turner informed the board that the board member application has since been updated advising the applicant that any information provided will become public record. Chairman McKey asked if the application requests social security numbers, and Recording Clerk Turner stated that she does not believe so. Board discussion ensued regarding the application process. Vice -Chair Laney asked if Member Pickett is aware that her personal information will not be removed. Recording Clerk Turner stated that Member Pickett received a forwarded e-mail response from the City Clerk's Office stating that she has been removed from the CACOPD board list and webpage. Member Ball asked if the application has been updated with the advisement for the applicant, and Recording Clerk Turner stated that the issue has been addressed and the application has been updated. Approval of CACOPD Minutes for April 26, 2012 Vice -Chair Laney made a motion to accept the minutes for April 26, 2012, seconded by Chairman McKey. Motion passed unanimously. Member Ball stated he was happy to see Sgt. Conyers' informative e-mail in the minutes regarding the accreditation process. Update on Citizens Police Academy (CPA) Staff - Liaison Sgt. Nylander stated that on June 29, 2012, twenty -nine (29) attendees graduated from the CPA. He continued to say that the Teen Academy recently graduated twenty -two (22) of Ocoee's youth. He informed the board that Ocoee Police Department partnered with Orange County Sheriff's Office to provide the teens with topics and events such as: forensics, Use of Force Training Simulator, and Chase. Vice -Chair Laney asked to be notified of the next CPA so that she may inform prospective board applicants, and Staff - Liaison Sgt. Nylander stated the next academy will be in the fall. Staff- Liaison Sgt. Nylander invited the board to the police CACOPD Meeting July 26, 2012 department to experience officer training with the simulator. Board discussion ensued regarding the police department's Use of Force Training Simulator. The board accepted Staff - Liaison Sgt. Nylander's invitation, and agreed to hold the next CACOPD meeting at the police department. Quarterly Update on Gun Safety Class, and S.A.F.E. Staff - Liaison Sgt. Nylander informed the board that the Gun Safety class continues to receive great reviews and fills up quickly. He gave the upcoming class dates: August 25 and September 22 °d , from 8:00 a.m. until 1:00 p.m. He continued to say that approximately fourteen (14) females attended the recent S.A.F.E. class, and the next class is scheduled for September 6th from 6:00- 9:00 p.m. Vice -Chair Laney stated that she encouraged mothers and daughters to attend the S.A.F.E. class, and they reported it was a good class. She informed the board that she will continue to spread the word. Update on Neighborhood Restorative Justice (NRJ) Staff - Liaison Sgt. Nylander stated there are currently seventeen (17) open cases, and seven (7) completions. He continued to explain that it is a ninety (90) day diversionary program with meetings held at the beginning, half -way point, and at the end of the trogram. Chairman McKey stated that this is a diversionary program sponsored by the 9' Judicial Circuit Court and the police department. He continued to say that this program is for at -risk youth, and allows them the opportunity to correct past mistakes. Activity Report Staff - Liaison Sgt. Nylander reported that the recent trend is afterhours "smash and grab" crimes involving local businesses. He continued to explain that they smash the front door or window, and take the money out of the register. He informed the board that detectives are currently working on resolving these property crimes. Member Ball stated that the news reported on car thefts at the West Oaks Mall. Staff - Liaison Sgt. Nylander stated that the news media did report on the thefts, and that these types of crimes come and go in waves. Chairman McKey stated that he heard through the NRJ that there was a resurgent in gang activity in some of the schools last spring. Staff - Liaison Sgt. Nylander stated that he does not have knowledge of this. Update on Anti - Bullying Campaign and Students in the Know Vice -Chair Laney stated she spoke with Brian Craven, the Director of Public Affairs and Communications for Bright House Networks, and they are willing to show the Fat Boy Chronicles several times during the Week of the Family. She continued to say that this affords families to enjoy the movie from the comfort of their homes. Chairman McKey suggested the film be displayed during Ocoee's Movie in the Park event. Vice -Chair Laney stated that the film is rated PG and unsure if the City will show it. She continued to say that she will present a copy of the movie to Jeff Hayes, the City's Parks & Rec Director, for review. Chairman McKey suggested showing the film at the beginning of the school year. Board discussion ensued regarding Students in the Know, and it was determined that this project was Member Pickett's. Vice -Chair Laney stated that she would communicate with Ms. Pickett. Founders' Day Staff - Liaison Sgt. Nylander informed the board that Founders' Day is scheduled for the first weekend in November, and that the police department is attending, and will set up the CACOPD tent. He informed the board that the Poker Run is scheduled for October 27, 2012, and will begin at the Sandwich Shop, and end at The Bar. He continued to say that the Community Picnic 2 CACOPD Meeting July 26, 2012 will be held on October 6, 2012, at Central Park from 11:00 a.m. until 2:00 p.m. He stated that volunteers are needed for all events. Update on Neighborhood Safety Summit Vice -Chair Laney informed the board that the Neighborhood Safety Summit is an informative seminar for HOAs within the City of Ocoee. She continued to say that the seminar will offer training from various City of Ocoee departments, as well as expert advice from an HOA attorney and CPA, and insurance and property management companies. Vice -Chair Laney also discussed neighborhood grant applications. Board discussion ensued regarding the seminar's date and venue. Chairman McKey suggested holding the summit in conjunction with the Spring Fling event. Chairman McKey also suggested Vice -Chair Laney provide an outline for the summit, and Staff- Liaison Sgt. Nylander stated an outline will be needed so that it may be presented to the Chief of Police for approval. Board discussion ensued regarding advertisement for the Neighborhood Safety Summit. Quarterly Award for Officer Member Ball stated that although the nominations he received via e-mail were blacked out, he could still see the names. Staff - Liaison Sgt. Nylander stated the issue will be addressed. Vice -Chair Laney read into the record Nominations #1, #2, and #3, for the Officer of the Second Quarter, 2012 Award. Chairman Mckey noted that the officer in Nomination #3 made eight (8) arrests, and asked about the timeframe for those arrests. Staff - Liaison Sgt. Nylander stated that the eight (8) arrests were from April 1 through June 30 2012. Chairman McKey stated that two (2) of the nominations described home invasion type crimes, and asked if there was a rash of those crimes happening within the City. Staff - Liaison Sgt. Nylander stated there is not. Chairman McKey selected the officer in Nomination #3, and Vice -Chair Laney selected the officer in Nomination # 2. A vote was called: Nomination #3- Chairman McKey, Vice -Chair Laney, and Member Ball. A motion was made by Chairman McKey to select the officer in Nomination #3 for the Officer of. the Second Quarter, 2012 Award, seconded by Member Ball. Motion passed unanimously. Staff - Liaison Sgt. Nylander revealed the names of the nominees: Nomination #1- Officer Dewey Mullan Nomination #2- Officer Shaun Whiting Nomination #3- Officer Joe Rodriguez Staff - Liaison Sgt. Nylander stated the board will receive an e -mail invitation for the presentation of awards. SET NEXT AGENDA Update on Gun Safety Class, and S.A.F.E. Update on Community Picnic 3 CACOPD Meeting July 26, 2012 Quarterly Award for Officer Activity Report Update on Neighborhood Restorative Justice Update on Anti - Bullying Campaign Founders' Day and Poker Run Update on Neighborhood Safety Summit Set Next Agenda Vice -Chair Laney reminded the board that the next meeting will be at the police department, so the agenda topics should be concise as there is not a recording system available. Staff - Liaison Sgt. Nylander offered the board the opportunity to attend the 2012 Southern States Crime Prevention Conference in October. He explained that there is a $50 per registrant fee; however, is unsure if the police department will pay for the fee. Vice -Chair Laney and Chairman McKey stated that the registration fees can be expended from the CACOPD budget. Staff - Liaison Sgt. Nylander stated he will send an e -mail to the board inviting them to the conference. He continued to say that he will link the conference information to the board's webpage. Vice -Chair Laney stated that it is wise to attend this conference prior to holding the Neighborhood Safety Summit so that the board members can report on relevant topics. Member Laney made a motion to allocate $50 per CACOPD member from the CACOPD budget, to fund the registration fees for the 2012 Southern States Crime Prevention Conference, seconded by Member Ball.
