REGULAR MEETING HELD APRIL 19, 2012
CALL TO ORDER
Vice Chairman Wilsen called the meeting to order at 5:55 p.m. in the Commission
Chambers at City Hall. Member Colburn led the Invocation and the Pledge of
Allegiance to the Flag; the Clerk called roll and declared a quorum.
PRESENT: Vice Chairman Wilsen, Members Cadle, Colburn, and Warren. Also
present were City Planner Rumer, City Attorney Cookson, and Deputy City Clerk Sibbitt.
ABSENT: None
ELECTION - CHAIR & VICE CHAIR
Vice Chairman Wilsen said he would like to hold an election for chair and vice chair.
Member Colburn advised that he respectfully nominates Fred Wilsen as Chairman.
Member Colburn, seconded by Member Cadle, moved to elect Fred Wilsen as Chairman
to the Board of Adjustment. Motion carried 4 -0.
Member Cadle nominated himself as Vice Chair.
Member Cadle, seconded by Chairman Wilsen, moved to elect Robert Cadle as Vice
Chair to the Board of Adjustment. Motion carried 4 -0.
APPROVAL OF MINUTES — JANUARY 26, 2012
Member Cadle, seconded by Member Colburn, moved to approve the minutes of January
26, 2012. Motion carried 4 -0.
NEW BUSINESS
ARDEN PARK — STANDARD PACIFIC HOMES — VR -12 -01
City Planner Rumer presented exhibits and the staff report for the variance request by
Standard Pacific Homes for a variance to Article VIII, 8 -6L, which permits two
subdivision development signs.
BACKGROUND
The applicant, Standard Pacific Homes, is requesting a variance to permit twelve (12)
temporary subdivision development signs on the Arden Park property as part of a
marketing plan. The land development code permits two signs not to exceed 128 square
feet.
Arden Park is the largest subdivision in the city. It was initially going to be developed by
Beazer Homes; however, Beazer Homes sold it to Standard Pacific. Arden Park South
has currently broken ground and will have 157 lots. City Planner Rumer announced

that Ingram Estates, as well as, a few other subdivisions in Ocoee are currently under
construction. Due to the development of other subdivisions within the City, staff did not
want to set a precedent which is why they requested the applicant run this request through
the variance process. Standard Pacific is requesting the variance with the belief that the
proposed signage and layout will complement their marketing plan.
RECOMMENDATION
Based on the current economic conditions and due to the coordinated sign package
presented, staff is supportive of a variance that would increase the signs from two to
twelve. Staff recommends the following:
1. Four (4) signs located on the North/South portion of Clarcona Ocoee Road.
2. Eight (8) signs located on the East /West portion of Clarcona Ocoee Road with
four (4) on the Arden Park North property and four (4) on the Arden Park South
property.
3. Signs must be separated a minimum of 300 linear feet.
DISCUSSION
Member Warren asked if staff's recommendation was to permit the signs not to exceed
128 square feet. City Planner Rumer explained this will far exceed the code of (2) two
signs at 128 square feet. He advised the signs being proposed will be 4x4 '/2 and the
developer feels with these signs, it will add and create the Arden Park homes they are
marketing. Chairman Wilsen commented that he would like for this board to look at
just this variance and the facts on whether the twelve signs can be warranted. He further
commented that the minimum 300 feet should be up to the City Commission to decide.
City Attorney Cookson said the board could certainly condition their approval on a
spacing or size requirement if they chose to grant the variance. Chairman Wilsen
inquired if that would entitle the next developer to the spacing of 300 feet. City
Attorney Cookson said it can set a precedent; however, it is a case by case basis and the
next developer would have to establish that their case is essentially identical to the prior
one. City Planner Rumer said for this variance they could easily separate the signs 300
feet apart.
The Public Hearing was opened.
Steven Polocheck, representative of Standard Pacific Homes, briefly explained the vision
they have for Arden Park and how the signage would help define that vision. He also
reminded the board that the signs are just temporary. City Planner Rumer advised that
the (4) four signs that would be located on the North South section of Clarcona -Ocoee
Road would not be there the full five years because Orange County just awarded a
contract for the widening of that road. Member Colburn inquired as to how many

developments in the city are just as large as Arden Park. City Planner Rumer answered
Westyn Bay and Wesmere.
Mr. Polocheck added that the West Orange Trail traffic was also important to them
which is why they wanted the array of signage. City Attorney Cookson commented that
he feels since staff has made a recommendation to approve the (4) four signs on the
North/South portion of Clarcona -Ocoee Road and (8) eight signs on the East /West
portion, as well as, the 300 ft. spacing, that they confirm whether or not the developer
would be in favor of those conditions. Mr. Polocheck clarified the recommendation and
further said they are okay with staff's recommendation.
Robert Gormican, 980 W. McCormick Road, said he does not have any objections with
the signage and feels they look very nice. He commented that Ocoee needs buyers in the
area because it will help with the taxes.
Robert Hodgen, 9947 Clarcona -Ocoee Road, said they do not have any issues or
objections with the signage.
The Public Hearing was closed.
Member Colburn, seconded by Member Warren, moved to recommend to the City
Commission that the Arden Park — Standard Pacific Homes Variance be approved with
the following conditions: Four (4) signs located on the North /South portion of Clarcona
Ocoee Road, Eight (8) signs located on the East /West portion of Clarcona Ocoee Road
with four (4) on the Arden Park North property and four (4) on the Arden Park South

COMMENTS
City Planner Rumer briefly advised that the Makinajin variance was presented to the
City Commission and was denied. He has spoken with Mr. and Mrs. Makinajin and they
are working with the HOA and neighbors on something different.

Member Colburn commented that they have an opening for a regular member and he
has turned in an application for Edward Worbel who he would personally recommend.
Chairman Wilsen advised that the city hosted their Volunteer Dinner and it was very
much appreciated.
