COMMUNITY GRANT REVIEW BOARD MEETING

CALL TO ORDER
Chairman Sills called the regular meeting of the Community Gram Review Board to order at 7:00
p.m, in the Commission Conference Room at City Hall. Chairman Sills called for a moment of
silence followed by the Pledge of Allegiance. The roll was called and a quorum declared present.
PRESENT: Chairman Sills, Vice - Chairman Carrington, Member Butler, and Member Dunn. Also
present were Community Relations Manager Wright and Records Coordinator Williams
ABSENT: Member Anjum (A /E)
APPROVAL OF MINUTES - Regular meeting held on February 8, 2012.
Vice - Chairman Carrington, seconded by Member Dunn, moved to approve the minutes of the
Community Grant Review Board Meeting held February 8, 2012. Motion carried unanimously.
Application No. 1 — Adult Literacy League, Inc
Joyce Whidden, Executive Director, attended to represent the organization. Funding would be
used to purchase workbooks and other related materials for 10 -12 residents of Ocoee with literacy
challenges.
Vice- Chairman Carrington, seconded by Member Butler, moved to recommend that the City
Commission award the grant funding of $500 to the Adult Literacy League, Inc. Motion carried
unanimously.
Application No. 2 — S.T.A.R.S of West Orange, Inc.

Chesta Hembrooke attended to represent the organization. Funding will be used to provide basic
school supplies to economically challenged students.
Chairman Sills asked how many students they are projecting to help this year. Ms. Hembrooke
stated they are currently estimating about 15,000 students.
Chairman Sills asked how many schools are currently enrolled. Ms. Hembrooke stated they are
seeking to assist students at 64 schools in Orange and surrounding counties.
Member Butler, seconded by Vice- Chairman Carrington, moved to recommend that the City
Commission award the grant funding of $500 to the S. T.A.R.S. of West Orange, Inc. Motion
carried unanimously.

Application No. 3 — Rotary Club of Ocoee

Charles Brown (Police Chief) attended to represent the organization. The funds will be used to
purchase a dictionary for every 3rd grade student enrolled in Ocoee elementary schools. The
estimated purchase quantity is 600 dictionaries with a total cost of $1,200.00.
Chairman Sills inquired if the club is still providing bike helmets in the spring to school students.
Mr. Brown stated they are not currently providing helmets.
Vice - Chairman Carrington seconded by Member Butler, moved to recommend that the City
Commission award the grant funding of $500 to the Rotary Club of Ocoee. Motion carried
unanimously.
Application No 4 — Ocoee Lions Club
Steve Van Varick attended to represent the organization. Funding will be used to provide eye
exams, hearing exams. eyeglasses and hearing aids to individuals within the community.
Chairman Sills stated for the record he is a member of the Ocoee Lions Club.
Vice - Chairman Carrington inquired about how many citizens are requesting services. Mr. Van
Varick stated the recipient numbers vary based upon qualification, but they still help those
individuals to seek other assistance.
Member Butler seconded by Vice- Chairman Carrington, moved to recommend that the City
Commission award the grant funding of $500 to the Ocoee Lions Club. Motion carried
unanimously.
Application No. 5 — Autism & Related Disabilities Gym Program
JoAnne Houwers attended to represent the organization. Funding will be used to provide
swimming lessons and activities for the entire family.
Member Dunn inquired why there is a cost stated if the lessons are free. Ms. Houwers stated the
lessons are free, but the city requires they pay for the use of their employees.
Vice - Chairman Carrington clarified that the city is recouping the fees for the use of their
employees to provide the swimming lessons.
Vice - Chairman Carrington inquired how many students are receiving the swimming lessons
currently. Ms. Houwers stated they currently have 10 students.
Chairman Sills seconded by Vice - Chairman Carrington, moved to recommend that the City
Commission award grant funding of $500 to Autism & Related Disabilities Gym Program.
Motion carried unanimously.

Application No. 6 — Greater Federation of the Woman's Club of Ocoee.
Jackie Titus, Executive Board Member and Creative Expression Chair, attended to represent
the organization. Funding will be used to host a luncheon and provide a monetary donation to the
media centers of the schools with top winning fifth -grade students who participated in the Creative
Expressions celebration.
Ms. Titus stated the teachers encourage participation by providing extra credit to students for
writing an essay, performing music or art as their creative expression. The top four students are then
selected by vote of the 5 t11 grade class.
Member Butler, seconded by Chairman Sills, moved to recommend that City Commission award
grant funding of $500 to the Greater Federation of the Woman's Club of Ocoee. Motion carried
unanimously.
Application No. 7 — The Gift of Swimming
Susan Polder attended to represent the organization. The funds will be used to provide 34
swimming lessons. She provided pictures, and read a letter written by a grandmother who has
received the services provided by The Gift of Swimming.
Vice - Chairman Carrington, seconded by Member Butler, moved to recommend that the City
Commission award grant funding of $500 to The Gift of Swimming. Motion carried
unanimously.
Application No 8 — Ocoee Elementary School (Supplemental Reading Instruction)
Tammy Lundman attended to represent the organization. The funds will be used to provide
additional tutoring services to students that were retained due to low FLAT scores.
Vice - Chairman Carrington inquired how much tutoring each student received. Ms. Lundman
stated one hour per day for nine weeks.
Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City
Commission award grant funding of $500 to Ocoee Elementary Schools (Supplemental Reading
Instruction) Motion carried unanimously.
Application No. 9 — Barkie's Legacy
Jennifer Bark attended to represent the organization. Funding will be used to offset the cost of
adoption event activities and travel /carrying crates.
Member Dunn inquired if all the dogs live with her. Ms. Bark stated she has some living with her,
but she also utilizes fosters in area.
Vice- Chairman Carrington inquired if she has registered with the Department of Agriculture and
obtained her 501 -3C status, Ms. Bark stated has filed the paperwork and is awaiting the final
approval.

Member Butler, seconded by Vice- Chairman Carrington, moved to recommend that the City
Commission award grant funding of $500 to Barkie's Legacy upon receipt of the necessary
paperwork showing 501 -3C status. Motion carried unanimously.
Member Dunn inquired if there is a fee for adoption from her organization. Ms. Bark stated there
is a fee of $150.00 to cover necessary cost and to ensure the animal is valued and wanted.
Member Butler inquired if she is willing to provide high school students with community service
hours. Ms. Bark stated she is interested and will contact the high school.
Application No. 10 — Love in Action International, Inc. / REACH
Luis Caraballo attended to represent the organization. Funding will be used to help economically
challenged families with basic food needs.
Chairman Sills inquired if the families are residents of Ocoee. Mr. Caraballo stated they will not
turn anyone away, but the majority of the families they help live within the Ocoee community.
Vice - Chairman Carrington inquired about them taking volunteers from the court system. Mr.
Caraballo stated they do help individuals that are currently going through the court system.
Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City
Commission award grant funding of $500 to Love in Action International, Inc. / REACH.
Motion carried unanimously.
COMMENTS
Liaison Wright thanked everyone for attending on behalf of the City of Ocoee.
Chairman Sills inquired when the recommendations will be presented to the city commission,
Liaison Wright stated she is forecasting having the items available for the August 21 commission
meeting.
