Subject: Community Grant Program — January 2013 Cycle
adcKgrouna summary:
The Community Grant Review Board (CGRB) met on February 6, 2013 to discuss the 15 applications received
for the Community Grant Program (formerly the Community Merit Awards Program). The Community Grant
Program provides financial grants of up to $500 made to Ocoee non - profit organizations and civic groups outside
City limits which benefit residents of Ocoee. The grants are awarded twice yearly to acknowledge excellence
and further the contributions these local organizations bring to the Ocoee community.
There is funding of $6,000 allotted for this cycle of the Community Grant Program. The Community Grant Review
Board voted to fund 12 organizations in the amount of $500 for a total award of $6,000. Three organizations were
denied grant funding: St. Vincent DePaul Resurrection Church (money can't be earmarked for Ocoee residents),
ACYS Sprint United Premier FC Elite U -12 (exclusive team, doesn't serve enough Ocoee residents to impact
Ocoee community) and West Oaks Academy Athletic Department (fields are not utilized by Ocoee leagues).
Issue:

Community Grant Program Application
City of Ocoee
Ocoee City Hall
150 N. Lakeshore Drive
Ocoee, FL 34761
Dear Community Grant Program Administrator:
We develop readers to build
a strong and literate community.
On behalf of the Adult Literacy League, we would like to thank you for the opportunity to
apply for this $500 grant in support of our students and tutors who reside and tutor in
Ocoee. The West Oaks Library is a very popular tutoring location for other program
participants who reside in the West Orange County region. One of our key tutor
trainers, Cathy Carpenter, lives and works in Ocoee as do two of our former board
members.
These funds would provide the needed curriculum and tutoring manuals for a full year
for up to 10 students — the costs of materials vary slightly according to reading level.
We very much hope you will help us support these Ocoee volunteers and students as
they work together to build a strong and literate community.
Once again, thank you for the opportunity to request support from this wonderful
Community Grant Program.
Gratefully,
Brendan Lynchsq.
Board President

We develop readers to build a strong and literate community.
People who lack basic literacy skills cannot fill out a
job application, open a bank account, or read to their
children. The National Assessment of Adult Literacy
reports that 90,000,000 adults lack the literacy skills
needed to succeed as a parent, in the workplace, or in
the community.
In Central Florida, 1 in 5 adults have only the most
basic literacy skills.
In 2009, the U.S. House of Representatives declared:
• The economy and the world marketplace depend on having
a literate, skilled population.
• Parental involvement increases as the education level of the
parent increases.
• People who lack literacy skills are unable to keep a job with
family- sustaining income.
• Prisoners without literacy skills are more likely to re- offend.
Our organization is the largest nationally accredited,
full- service, volunteer -based literacy organization in
Florida. We provide the most successful and efficient
services for low -level readers.
Despite our small staff and limited resources, we're able to
reach and teach over 1,000 adult learners, meeting at least
once weekly, throughout the year. This is possible through the
efforts of over 400 trained tutors and volunteers.
Operating six days a week, we offer the only proven road
out of poverty, crime, and unemployment ... education.

Adult Literacy
Our tutors and instructors work to help their students
learn basic skills such as the alphabet, phonics, and
writing as they become emerging readers.
Adult Basic Education
Students begin to build on their skills to increase reading
fluency, comprehension, grammar, and vocabulary so
that they move from learning to read to reading to learn.
English Language Literacy

Students who speak in other
languages work in small classes

The Read to Me! family literacy program ensures that
pre - school aged children from low- income homes receive
books and learning materials throughout the year to
build pre- literacy skills needed to succeed in school. The
Adult Literacy League has developed an innovative and
integrated approach to breaking the intergenerational
cycle of low literacy and poverty.
We teach parents to read to their children

Subject: Community Grant
Steve,
I saw in the newspaper that the city of ocoee Is taking applications from civic or non
profits for awarding $500.00 community grants.
Our den has been planning to build bird houses for our outdoorsman badge. But with
such a grant, we could build larger purple martin birdhouse "townhomes" and work with
the city or county to erect multiple nests at local schools or parks.
Any thoughts? Objections to applying for the grants?
Below Is a photo of the birdhouses we are planning on building. This particular photo is
from an Oooee citizen that bought the plans from the some site 1 did.

Installing & Caring for Purple Martin Houses
Having a successful purple martin colony in your purple martin house may take
some work, but it will provide you with an educational and enjoyable experience!
House Placement
8/8
Purple martin houses need to be in open areas, such as backyards, meadows, fields
and near ponds and lakes. The houses should be placed a minimum of 30 to 40 feet
from large trees or buildings.
When Installing your purple martin house, place it on a pole so It Is 12 to 20 feet
above the ground. You should allow for extra open space if surrounding trees are
taller than your placement height.
Purple Martins' Competitors
House sparrows and starlings will compete aggressively with purple martins for
nesting sites. Repeated nest removal or trapping of house sparrows and starlings
may be necessary to make the houses available to martins.
It is recommended that you install a pole- mounted predator guard cone to prevent
climbing predators like cats, snakes and raccoons from raiding the colony.
Cleaning
Purple martin houses should be cleaned out every fall. Around late September,
lower the house, clean out the old nests and wash with soap and water. Then, store
the house for the winter or plug the cavities to prevent competitors from entering.
Have your house ready for occupancy by early to mid - April.

Thank you for your interest in sponsoring the 2013 Arts and Jazz Festival to be held at the
Apopka Amphitheater in the Northwest Recreation Complex off Ponkan Road. The 2013 Arts
and Jazz Festival will be a large successful event.
Over thirty schools will be participating from the Apopka, Ocoee, Wekiva and West Orange

Dear City of Ocoee,
We the members of the Ocoee Middle School FFA are in support of filling out the community grant from
the City of Ocoee. We are in agreement that this grant would be a great way to help offset the cost of
finishing our hog barn that is currently at West Orange High School. We have recently relocated our
land lab as our previous land lab is now being turned into a relief elementary school. We have taken
down and reconstructed our temporary structures to accommodate our animal science program. We
are still trying to reach the final process of finishing our hog barn. At this current time we only have the
funds to accommodate the hogs we have purchased this year for the fair. We will need to finish the rest
of the barn this year so that next year we can accommodate the new hog students. This is where we
hope this grant will help us. We are hoping to secure the funds to finish the hog facilities so that our
land lab will be finished.
We appreciated you taking the time to consider out application and hope that you will be able to
support our Ocoee Middle School FFA program.
Respectfully,

$30,000 — $40,000 of in -kind donations. When we identified our target schools the previous fall, we were
not aware this would occur. We struggled, due to increased prices of supplies, decreased donations and the
loss of 3000 filled backpacks. We focused on providing supplies to as many of our students as possible and
sending only a limited number of backpacks to each school.

Winter Garden Heritage Foundation
Board Meeting
January 8, 2013
The Winter Garden Heritage Foundation Board met on January 8,
2013 in the Railroad Museum at 6:00 p.m. Those present: Mary
Beth Asma, Susan House, Ted Vandeventer, Ann Bailey, Karen
Grimes, Ward Britt, Ron Sikes, Mark Griffith, Tim Keating, Iry
Lipscomb, Bill Richardson, Lori Gibson, Kay Cappleman, Brenda
Smith, Julie Teal, Peg Thomas, Ann Ellis, Andy Davis, Lynne
Sylvester, and Betsy Shaw.
A motion was made by Ron, with a second by Irv, to approve the
minutes of October and November. The November minutes were
amended to show that a motion was made by Ward, with a second by
Ted, to build the new History- Research Center, and that the
board was unanimously in favor of it. The motion to approve the
minutes was then passed unanimously.
Tim reported for the Building committee. After the
Architectural Review Board went over the plans for the new
building, they suggested many `enhancements ". The changes will
add about $116,000 to the cost. They will review the plans
again in January.
Lori reported for the Capital Campaign. She has met with John
Rees and Mike Bollhoeffer, presenting the building as an iconic
gateway to the city. Mike will help Kay in applying for a grant
for the building. The deadline is January 30.
The Board still needs a treasurer. Derek and Ann will help out,
but neither wants to fill that position. Lori presented the P &L
for the Foundation. The profit from Music Fest was about
$20,700.
Kay reminded everyone of the History Makers reception for Hollis
Holden on January 23. The invitations have been sent. The
newsletter should go out in a few weeks.
A motion was made by Ward to approve the submission of an
application for a grant from the City of Ocoee for $500. Ted
seconded the motion. It was passed unanimously.
In other news, on February 8 sixth graders will descend on
Winter Garden with the start of the scavenger hunts. Jack
Litteral is now our week -end docent. Docent training will be on
Saturday, January 19, for all museum volunteers. United Arts is
looking for community volunteers for the grant committees.
Consider volunteering! John Murphy III is helping with making
us visible on social media and marketing us. The caboose needs
some work. We are investigating adding Plexiglas on the ends
and some signage. Music Fest is October 11 through the 13
Iry reported for the Museums committee. After reporting
volunteer hours and attendance for both museums, he brought to
the Board's attention that the Central Florida Railway Chapter
has a new name as of January 1, 2013 —The Central Florida Railway
Historical Society. The Chapter does a terrific job of
maintaining their collection.
Ward reported on the golf tournament. There will be no silent
auction this year. The golf ball drop will be the money -maker
for the tournament, with multiple prizes given. Henry Wright
has been working with Andy Crabtree, and the brochures are
finished. The tournament will be May 13 with a 1:00 tee time.
During Spring Fever, we will have the label show. Ron reported
that we will again have "A Very Special Evening ", but the
musician has not been picked yet. It will not be in February
this year, but will be delayed until March or April. Music Fest
still needs a chairman!
All the forms for the Board members need to be completed. In
addition, we would like to see total participation for the
Hollis Holden event.
The meeting was adjourned at 6:55 p.m.

To Xhom this ma} concern
This letter is to advise the City of Ocoee that we support the efforts of our U -12 girls ACYS Elite
Soccer Team in their efforts of obtaining a grant from the City of Ocoee to go towards funding of
tournaments, soccer equipment and traveling expenses.
The girls had a great season in 2012 winning their division and placing first in the Bazooka
Tournament. Now they are looking forward to competing in a higher level of play which comes
at a cost to each player. Unfortunately not all of the players have the resources to play at a higher
level. The team has done bake sales, car washes and raffles to raise money. Getting this grant
would further their efforts in reaching their goals to play in more tournaments and reaching
Region Cup.
It would be greatly appreciated if you would consider them for this grant.
