Fighters BBQ/Chili Cook Off and Concert.
Background Summary:
In order to temporarily close a public street and boat ramp, the approval of the Honorable Mayor and City
Commission is required. Ocoee Professional Firefighters has made application to the City for a Special Events
Permit for a BBQ /Chili Cook -off and Concert that would require the temporary closing of City owned streets and
Starke Lake Boat Ramp. It would also require the use of Bill Breeze Park. The event will be held on Friday,
March 15, 2013 from 6:00 PM — 10:00 PM (Beer Sales only) Saturday, March 16, 2013 from 8:00 AM — 8:00
PM and on Sunday, March 17, 2013 from 10:00 AM — 5:00 PM (Rides only). The streets to be closed are a
portion of N. Lakeshore Drive and Oakland Avenue.
Issue:
Should the Honorable Mayor and City Commission approve the temporary closing of two public streets and
boat ramp for the purpose of a Fire Fighters BBQ /Chili Cook -off and Concert?
Recommendations
Staff respectfully recommends approval with the following requirements: 1) All residents that will be affected by
the road closure must be notified in advance; 2) An emergency lane must be maintained at all times; 3) Roads
must be blocked with proper barricades; 4) Signs to be posted at the boat ramp in advance to notify the public
of the closure; 5) Cooking facilities must be inspected and approved by Fire Department; 6)Temporary power
hook -ups and generators shall be inspected by the Building Division prior to energizing; 7) Police Department
requires an off -duty officer on Saturday during the hours beer is sold; 8) Public Works Department requires the
event organizers to be responsible for opening Lakeshore Drive. at the conclusion of the event, and set
barricades on the side of the road; 9) Public Works requires organizers to contact WSI Waste Services for
additional trash collection and temporary containers for the event; 10) Parks and Recreation Department holds
its Food Truck Friday event and Movie in the Park on March 15, 2013 Lakeshore Drive will need to remain
unobstructed and available for the Food Truck vendors to set up and operate; 11) The Ocoee Professional
Firefighters will need to fill out a Facility Use Permit application at the Parks and Recreation Department; 12)
Bill Breeze Park lawn area will need to remain unobstructed in order to set up the movie screen and seating for
viewers; 13) Setup activities will need to occur outside the hours of the Food Truck and Movies in the Park
events; 14) Any structures that are set up prior to or on Friday March 15, 2013 will need to be properly secured
in place; 15) Risk Management requires a certificate of insurance along with liquor liability, 16) a Certificate of
Insurance from Big O Amusements with City of Ocoee as additional insured.

Sponsor shall provide a minimum of 1 male restroom (water closet) per 100 estimated participants
and 1 female restroom (water closet) per 65 estimated participants. The distribution is based on the
participants being composed of 50% of each sex. Existing facilities may be counted. Placement of
facilities should be so that a participant shall not have a path of travel greater than 500 feet to reach a
facility. In addition, accessible facilities must be provided and relatively central in location.
*Regardless of how few participants are expected, there should be I male and 1
female facility provided as a minimum. Existing facilities open to the public on
or within the 500 foot travel distance are counted in meeting this requirement.
• Temporary power hook -ups and generators shall be inspected by the Building Division prior to
energizing. If inspections are required after normal working hours, the event sponsor shall assume
the city's cost which is $50.00 per hour per inspector with a minimum charge of 3 hours.
NOTE: A special event permit may include temporary directional signs and tent signs only. Directional
signs and tent signs shall conform to the requirements of the Ocoee Land Development Code. A special
event permit does not automatically authorize streamers, cold -air balloons, flashing or search lights, etc.

I have completed my review of the application for this event and have listed my comments below:
• The Parks and Recreation Department holds its Food Truck Friday event and Movie in the Park vent on the third
Friday of each month (March 15 and has a vendor that sells beer and wine with the Food Truck event. If that
particular food truck vendor wishes to attend on March 15 tr ', the Ocoee Professional Firefighters may not have
exclusivity with the sale of beer and wine. In addition to this Lakeshore Drive will need to remain unobstructed
and available for the for the Food Truck vendors to set up an operate from on that date J /
• The Ocoee Professional Firefighters will need to fill out a Facility Use Permit application at the Parks and
Recreation Department.
, ' , The Parks and Recreation Department will need to have the lawn area of Bill Breeze Park clear of any
obstructions in order to set up the movie screen and have unobstructed seating for viewers.

Public Works would need to know the following:
• Verify that the boat ramp is closed for this event.
• What time will they want Lakeshore Dr. closed on Marcie 15th?
• Request that the organizers be responsible for opening Lakeshore Dr. at conclusion of event and set barricades
on the side of the road. Public Works will pick up the barricades first thing Monday morning on March 18th.
• What is the organizers plan for trash collection? They are welcome to contact the City's Solid Waste Franchisee;
WSI Waste Services, Randy Waterlander, District Manager, 407 - 261 -5022. WSI may be able to provide
additional trash collection and temporary containers for the event.

BBQ/Chili Cook Off and Concert
Background Summary:
The Ocoee Professional Firefighters have made application to the City for a Special Events Permit for a
BBQ /Chili Cook off and Concert that if approved will take place on Friday, March 15, 2013 from 6:00 PM. to
10:00 PM (Beer Sales only), on Saturday, March 16, 2013 from 8:00 AM to 8:00 PM, and on Sunday, March 17,
2013 from 10:00 AM to 5:00 PM (Rides only). As part of the approval process, the City is requiring a certificate
of insurance. The Ocoee Professional Firefighters have requested that consistent with times past that the City
consider this event a co- sponsored event and waive the insurance requirements.

Recommendations
Staff recommends that the City Commission waive the insurance requirement for the Ocoee Professional
