Goclon Reviewed By: , Department Director: C. Brown R. Frank z . 407 - 905 -3160 ext. 3027 City Manager Subject: Purchas of Cross Match Mobile Wireless Fingerprint Scanners Background Summary: Oftentimes, people who do not wish to reveal their true identities to law enforcement officers will give false names and claim not to have identification on their persons. Gains in technology have allowed law enforcement officers to identify people who have fingerprints on file by means of electronic fingerprint scanners. By scanning a fingerprint and wirelessly transmitting that print to be checked against electronic databases, officers can learn the identity of people in seconds, as opposed to the hours or days of older methods. The City of Ocoee Police Department has tested and evaluated the Cross Match Mobile Wireless Fingerprint Scanner. This scanner enables officers on the street to quickly identify individuals by cross matching their fingerprints against the FDLE database. This particular scanner is the only one linked to the FDLE database and is available on State of Florida contract pricing. Six (6) scanners, related software, and maintenance contracts (for a total cost of $14,970.00) would be purchased through State of Florida contract 680 - 370 -07 -1 using State Forfeiture Fund monies. Issue: Should the Honorable Mayor and Board of City Commissioners authorize the purchase of six (6) Cross Match Mobile Wireless Fingerprint Scanners through State of Florida contract 680 - 370 -07 -1 using State Forfeiture Fund monies? Recommendations It is recommended that the Honorable Mayor and Board of City Commissioners authorize the purchase of six (6) Cross Match Mobile Wireless Fingerprint Scanners through State of Florida contract 680 - 370 -07 -1 using State Forfeiture Fund monies.
