Background Summary:
The City is in the process of decommissioning the Jamela Water Plant and the Jamela Elevated Storage Tank. To
accomplish the decommissioning, two pumps at each of the remaining water plants needs to be increased in
pumping capacity and modified to variable speed drive type pumps. This up-grade was included in the 2005-2009
Capital Improvement Plan.
The Florida Department of Environmental Protection (FDEP) has begun enforcement measures against the City
concerning the existing condition of the Jamela water treatment plant as well as the elevated storage tank. To
minimize the regulatory consequences, staff has requested that FDEP allow the City to decommission this plant
immediately as well as the elevated storage tank upon implementation of high service pump's up-grade at the
City's South Water Plant and the Forest Oaks Water Plant. DRMP, the City's consulting engineers, anticipates a
330 day schedule for design, permitting, bidding, and construction of the up-grades. FDEP will not accept this
schedule; therefore, staff is seeking commission approval to shorten the up-grade schedule by awarding the work
via a sole source method.
Issue:
Should the City Commission approve the staffs request to negotiate with Sanders Company for sole sourcing of
the installation of high service pump up-grades at South Water Plant and the Forest Oaks Water Plant.
Recommendations
To authorize the City Manager to negotiate directly with Sanders Company for the installation of two (2) new high
service pumps with variable frequency drives for the Forest Oaks and South Water Plants.
Attachments:
Proposal-Addendum No.1, dated September 26, 2005, with the included project schedule, A letter from Ms.
Christinanne C. Ferraro, FDEP rejecting 330 day schedule, and letter from Sanders Company expressing interest
in bidding the work.
Financial Impact:
Funds of $93,000.00 for each of the remaining plants are included in the 2005-2006 budget, but no impact will be
incurred by this action. If negotiation is successful, further action will be required by commission before
proceeding with the high service pump upgrades.

ISSUE
Should the City Commission approve the staff request to negotiate with Sanders Company the sole sourcing
vendor for the installation of the high service pump up-grades at South Water Plant and the Forest Oaks Water
Plant.
BACKGROUND/DISCUSSION
The Jamela Water Plant has reached a condition that it either needs to be completely refurbished or to be
decommissioned. The cost to refurbish the plant exceeds the benefit obtained by the existing system. Therefore;
staff is recommending the decommissioning ofthe facility. Decommissioning will consist of the following:
1. The relocation of the groundwater capacity well from the Jamela Water plant to one of the remaining
water treatment plants, which would be most likely the Forest Oaks Water Treatment Plant. City
has corresponded with the SJR WMD on this issue; and although they can not approve the action until
permitted, they did not see any objections.
2. Demolition of plant's treatment facility which shall include; chemical feed system, high service pump,
and pump enclosure. In addition, the abandonment of groundwater well(s).
3. Conversion of the ground storage tank into long term city wide record storage by enclosing aeration feed
within the tank ceiling, installing a hatch door on the side of the tank and providing climate (air
conditioning) control. It is anticipated that some site improvements will be required.
4. The Jamela elevated storage tank, which provides system hydraulic stability, will be demolished by
salvage through a competitive bidding process after each of the existing water plants have had high
service pump up-grades with the variable frequency drives.
Staff has investigated the impact to the water system when the Jamela Water Plant is taken off-line. The
investigation includes system modeling, field verification and re-calibration of the model and then a final
evaluation. The model predicts, and field verification confirms, that the Jamela plant can be taken off-line with
minimal system impact. However, when the elevated storage tank is taken off-line the system becomes unstable
and requires constant manual monitoring. Included in the consideration for the demolition ofthe Jamela Water
Treatment Plant site, is the loss of ground water capacity, which will be regained with the transfer of the new
well to one of the other water treatment plants.
The City has initiated the up-grade of the high service pump by contracting with the City's engineering
consultant, DRMP Inc., for the design, permitting, and bidding ofthe high service pump up-grades. DRMP
anticipates that the up-grade will take a minimum of330 days.
The Florida Department of Environmental Protection (FDEP) has found that the Jamela Water Treatment Plant
to be in non-compliance with the department regulations, and has enforcement measures against the City. In
an attempt to decommission the plant immediately, and then to decommission the elevated storage tank upon
implementation of high service pump up-grades. FDEP's only objection was to the length of the project
schedule (see attached letter) and has verbally agreed to a project length of 120 to 150 days.
To accommodate the shorten project time frame; a sole source procurement method is required. The benefits
of using this process would be the elimination of the bidding phase, reduction in effort to produce
contract/design documents, faster selection and procurement of material, and pre-staging of work before
material procurement.
Staff is recommending the use of Sanders Company, due to long term relationship with the Sanders Company
and their in-depth understanding of the City's system. The Sanders Company has committed to negotiate with
the City and understands that if negotiation fails they will not be entitled to any form of compensation.

Dear Charles:
Thank you for meeting with Department Staff on September 28 to discuss the drinking water situation in
Ocoee. As we discussed at the meeting, the Department has concern that it has taken an extraordinary
amount of time to resolve the Jamela WTP issue. The Department appreciates the difficulty with
obtaining the necessary funds to make these alterations. However, to safeguard the health and safety of
the City's employees, it is apparent that changes need to be made immediately. Therefore, the
Department does not accept the 330 to 390 day window for a study requested in your letter.
The Department requests that you submit a quicker, yet realistic time schedule to the activities described
in your letter of September 28, 2005. Weare requesting this within 10 working days upon receiving this
letter. Based upon that letter, we shall draft a long-form Consent Order for the City to enter into with
DEP that will include stipulated daily penalties for not adhering to future milestones.
Thank you for your cooperation and we look fOlWard to working with you to resolve the drinking water
issues in Ocoee.

Dyer, Riddle, Mills & Precourt, Inc. (DRMP) is pleased to provide the City of Ocoee
(City) with this proposal to provide additional services under Addendum No.1 to our
project known as "Conversion of Operation of High Service Pumps at the South WTP and
Forest Oaks WTP to Variable Frequency Drive (VFD) Operation". The additional
services will include input of the recently obtained pump curves into the hydraulic model,
field testing of the City's water system with the Jamela WTP offline, and utilizing the
information obtained from that testing to resize, design, and permit replacement high
service pumps at the two other water plants as determined to be necessary to meet present-
day peak flow demands and pressures without the Jamela WTP.
SCOPE OF SERVICES
Based on the DRMP letter report to the City dated June 2, 2005, detailing the results of the
"Potable Water Hydraulic Analysis with Jamcla WTP Decommissioned", which
determined that the South and Forest Oaks Water Treatment Plants could, with possible
pump upgrades and relocation of well supply, handle the present-day peak hour potable
water demands throughout the City with the Jamela WTP being decommissioned, certain
additional analysis and design were recommended. The recommendations included the
following:

"2. The City/DRMP should develop a plan to test the existing system's performance
during the peak period with the Jamela Plant and its elevated tank. taken off line.
DRMP can assist the City in the development of such a plan and oversee its
implementation. The results of the testing can be used to determine if additional
pumping capacity is required at either station. DRMP assistance, not presently
covered, can be added to the VFD design."

The services to be provided under this Addendum will include the following tasks
related to the hydraulic model of the water system, field testing the system, and the
subsequent design of any justified high service pump improvements.
A. MODIFICATIONS TO AND ANALYSIS OF THE HYDRAULIC MODEL
As DRMP has been able to acquire pump curves for the high service pumps at both the
Porest Oaks and the South Water Plants, these pump curves will be added to the existing
hydraulic model of the water system, replacing the theoretical operation points presently
in the model. The model will then be re-run to determine theoretically the pressures and
flows within the system with the Jamela Water Plant and elevated storage tank off-line for
average flow, maximum day flow, maximum day with fire flow, and peak hour conditions
within the system. The results will be reviewed to see if theoretically minimum system
pressures can be maintained.

B. FIELD TESTING
1. Prom the results of the hydraulic modeling runs, DRMP will determine areas of highest
and lowest pressures, and develop a protocol for field testing the system to determine
capabilities of the existing high service pumps at the South and Porest Oaks Plants.
This protocol will include locations for measurement of flow rates and pressures and
procedures for testing. Also to be included is to field-view and record results of the
cycling of the pumps at the two plants, which seems to occur when the J amela elevated
tank is off-line.

2. DRMP will meet with City staff and discuss the results of the additional modeling and
the protocol for field testing, and will determine the City availability of necessary
testing equipment (pressure recording devices for connection to fire hydrants, plant
flow and pressure recorders, etc). The City will then acquire any additional testing
equipment as not presently available.
3. DRMP will schedule with City staff a time period for the testing, commencement and
ending of the recording of flows and pressures, manual plant operation necessary to
approximate peak flow conditions, and removal, if necessary, of test equipment.

4. DRMP will provide onsite engineers to assist City staff in the operation of testing
equipment, establish parameters for plant operation during the test period (including
shutting down the J amela WTP and elevated tank), observe the pressures and flows at
the other two water plants during the test period, and generally supervise the work
effort.
5. DRMP will analyze the data acquired during the test period, prepare a letter report

summarizing the results, and provide an opinion of whether or not the high service
pumps at either WTP need to be upgraded.

c. mGH SERVICE PUMP DESIGN
1. DRMP will identify pumps for replacement and pumps for upgrade to VFD operation
at both the Forest Oaks and South Water Treatment Facilities. We will design pump
replacements, control modifications, electrical modifications and other items necessary
for completing pumping system upgrades to meet the present-day demands of the
system with the Jamela WTP and elevated tank off-line. This design is in addition to
the VFD design covered by the existing Agreement.
2. DRMP will include the upgraded pumps within its design package (plans and
specifications) to be prepared for the conversion to VFD's. These documents will be
delivered to the City.
3. DRMP will assist the City with bidding and make a recommendation for award of the
work.

D. PERMITTING
1. Whereas conversion of the high service pumps to VFD operation only required
notification to FDEP of the proposed modifications, pump replacement and/or
upgrading of motors or impellers will require actually permitting the improvements
through FDEP. DRMP will submit applications to modify the existing Forest Oaks
and South Water Treatment Facilities' Florida Department of Environmental
Protection (FDEP) permits to allow the construction of the modifications described in
Task C. We will respond to FDEP issued RAI's as necessary. All permitting fees will
be paid by the City.
2. The total fee for this task will be $5,710.00. The original Agreement fOf notification to
FDEP called for a fee of $500.00. Therefore the net increase with this Addendum will
be $5,210.00.

The DRMP Project Manager for this work will continue to be Michael Henry, P.E., with
analysis and design provided by William Smoot, P.E. and Heather Baxter, P.E., from the
group formerly known as North Beach Engineering, Inc. (NBE). As of August 8, 2005,

NBE was officially acquired by DRMP. George Voiland, P.E., the Project Manager on
the hydraulic modeling study recently completed, will provide the expertise for the
hydraulic modeling efforts and assist with the field testing efforts (Tasks A and B).
ENGINEERING FEE
DRMP will perform the above Scope of Services in accordance with our Continuing
Consulting Agreement with the City of Ocoee, dated October 19, 2004, for a lump sum
fee of $14,970.00, as detailed below. This fee is in addition to the original contract
amount for the VFD design of $16,270.00

REQUIREMENTS OF THE CITY OF OCOEE
1. The City of Ocoee will provide all proper! y calibrated testing equipment, gauges, and
recorders, and will assist DRMP as necessary during the field testing task.

2. The City of Ocoee will advertise the construction project for bid and will award a
contract to the selected contractor. DRMP will assist the City as detailed in the Scope
of Services.
3. The City will pay any and all permit application fees associated with the project.

4. Other than the Construction Administration Services defmed in the original Agreement
for this project, the City will provide all construction phase services If any other
construction administration services are requested by the City, these services will
require an additional proposal.

DRMP will commence this additional work upon receipt of authorization to proceed and
will complete the originally contracted work along with the above Scope of Services in
accordance with the following schedule:

two weeks of review time by the City at the 65% and 95% document submittals.

. FDEP Permit submittal - Application to be submitted to City for review and
signatures within the same 90~day design period. Although DRMP cannot control
the time to receive a signed application by the City, or the review time, RAI time,
and approval time required by FDEP, it is assumed that Permit approval will be
received within 60 calendar days of submittal of the application to the City (150
calendar days from our receipt of Authorization to Proceed).
. Bid and Award - Based on an assumed advertisement time of 30 days until bid
opening, the length of time between receipt of FDEP permit and providing a
Notice to Proceed to the selected Contractor would be approximately 60 calendar
days (210 calendar days from our receipt of Authorization to Proceed).
. Construction - Dependent upon availability and delivery of ordered equipment,
our preliminary estimate of the construction period is from 120 to 180 calendar
days (330 to 390 calendar days from DRMP's receipt of Authorization to Proceed
from the City).
Tasks A and B in the above Scope of Services have already been completed.

Dear Sir:
Sanders Company will assist the city and it's engineer to determine what is necessary to
fix and or upgrade both water plants. Upon completion of this review Sanders Company
will provide the city with a quotation to perform the work. If for any reason the city decides
to stop or bid this project Sanders Company will not request any compensation for the
review work.
