MINUTES OF THE CITY OF OCOEE CANVASSING BOARD MEETING HELD
MARCH 15, 2000
CALL TO ORDER
Mayor Vandergrift called the Canvassing Board to order at 12:14 p.m. in the Commission
Chambers Conference Room. The roll was called and a quorum declared present.
PRESENT: Mayor Vandergrift, Commissioner Howell and Commissioner Johnson. Also
present were City Manager Shapiro, Assistant City Attorney Cookson, City Clerk Grafton, and
Deputy City Clerk Green.
Also attending were Commissioner Parker and Candidate Martha Lopez-Anderson.
ABSENT:
None.
ELECTION FOR COMMISSIONER, DISTRICT 2
City Clerk Grafton explained that there were no absentee ballots to count as the Orange County
Canvassing Board was taking care of the canvassing of Ocoee's absentee ballots. She reported
that she had been present at the County Canvassing Board meeting on Tuesday, March 14 and
was advised that no Ocoee absentee ballots had been rejected. She said they had been shown the
logic and testing for the 4-C, the machine that does the tabulating of the absentee ballots. All the
absentee ballots were run through the machine, but there was no way to get a total until after all
the modems had reported in from the outlying precincts. Ms. Grafton provided a copy of the
information on the tapes that were returned to her by the precinct clerks. She said Margaret Lord
in the Elections Office had advised that the Ocoee Canvassing Board could certify Ocoee's
ballots because there were no not-counted ballots on any of the tabulator tapes. She had been
advised that, as the County Canvassing Board was meeting at the same time as Ocoee' s Board,
they would deal with City of Ocoee's ballots first and call with the result, so that Ocoee can
certify the election as to the absentee ballots, because they went through the County's machine
and were not hand counted by the City's Canvassing Board. Each tape shows how many ballots
went through the machine and the totals on the tapes add up to the total number of ballots that
were put in the machine and counted. She pointed out that not all of the ballots in the machine
count were City ballots, so votes cast in the City race will not add up to the total at the top of the
tapes.
City Clerk Grafton then read into the record the information shown below:
· Precinct 128 - 972 counted ballots, 0 not counted, overvotes - 0, undervotes - 2
· Precinct 129 - 783 counted ballots, 0 not counted, overvotes - 1, undervotes - 1
· Precinct 130 - 251 counted ballots, 0 not counted, overvotes - 0, undervotes - 1
· Precinct 131 - 298 counted ballots, 0 not counted, overvotes - 0, undervotes - 1

(Note: There are 2,852 total registered voters in Ocoee District 2.)
Ms. Grafton reported that there were 54 absentee ballots returned, but there were 50 votes.
Elections office had said there were no rejects. All of the ballots that came in for the City of
Ocoee were valid and were counted. But their technicians have the instruction that when they
open a ballot envelope to check and make a record if there is only a county ballot. Three were
recorded as not having a City ballot, and they are assuming that one envelope slipped by and did
not get recorded. She said she supposes that we accept their assumption.
She said that the percentage calculation by SOE:
Scott Anderson - 49.81 %
Martha Lopez-Anderson - 29.42%
Rosemary Wilsen - 20.77%
She pointed out that a candidate must receive 50% of the votes cast plus one in order to be
declared a winner. In order to have won, Mr. Anderson would have had to have 404.5 plus one
or 406 votes.
Commissioner Howell. seconded by Commissioner Johnson, moved to approve and accept the
report regarding the votes as counted by the tabulators as presented with the absentee count from
the Orange County Canvassing Board. Motion carried 3-0.
Mayor Vandergrift asked everyone present to introduce themselves for the record and all are
noted above.
Commissioner Howell, seconded by Commissioner Johnson, moved to hold a runoff election
for District 2 between Scott Anderson and Martha Lopez-Anderson as they received the highest
number of votes, but neither candidate received a majority. Motion carried 3-0.

Commissioner Howell, seconded by Commissioner Johnson, finding that Nancy Parker had
qualified for District 4 without opposition. moved that the City of Ocoee Canvassing Board make
the assumption that the candidate voted for herself and therefore declare that she is elected to the
office for which she qualified. Motion carried 3-0.
Commissioner Johnson. seconded by Commissioner Howell. moved to certify the election
subiect to confirmation of the official results of the absentee ballots by the Orange County
Canvassing Board. Motion carried 3-0. (The official results were received and are attached to
these minutes as Exhibit A.)
Ms. Grafton announced that the Runoff election will be held on April 11, 2000 at the Ocoee
Community Center.
ADJOURNMENT
The meeting adjourned at 12:30 p.m.
