MINUTES OF THE OCOEE CITY COMMISSION BUDGET WORK SESSION HELD
AUGUST 28, 2000
CALL TO ORDER
Mayor Vandergrift called the work session to order at 7:12 p.m. The roll was called and a
quorum was declared present.
PRESENT: Mayor Vandergrift, Commissioners Anderson, Howell, Johnson, and Parker.
Also present were City Manager Shapiro, City Attorney Rosenthal, Building/Zoning Official
Velie, Assistant Building/Zoning Official Washington, City Clerk Grafton, City
Engineer/Utilities Director Shira, Assistant City Engineer Wheeler, Community
Relations/Projects Director Shira, Finance Director. Horton, Finance Supervisor Carter,
Budget Analyst Brosonski, Fire Chief Strosnider, Human Resources Director Psaledakis,
Information Systems Manager Ross, Planning Director Wagner, Police Chief Mark, Police
Captain Wilson, Public Works Director Smith, and Recreation Director Nordquist.
ABSENT: None
REVIEW AND DISCUSS: BUDGET FY 2000-2001
City Manager Shapiro asked City Attorney Rosenthal to report on his findings regarding the
recreation department daycare program.
Mr. Rosenthal reported the Florida Department of Children and Families has determined that
the City is subject to the regulations pertaining to a childcare facility regarding the after-school
program and that it would be necessary to meet the square footage requirements, etc. in order
to continue the program. He said he had been unable to find any exemption for the City under
the Florida Statutes and under the regulations it would be necessary to reduce the number of
students participating in the program and/or make the capital improvements needed to comply
with the state standards. He outlined several possible scenarios that would permit proceeding
with the program, such as not charging a fee, or staff not taking custody of the child.
Discussion ensued about funding a program that would benefit a select few at the expense of
many as well as the timing of the decision. Commissioner Anderson suggested continuing the
program at least until Christmas and Commissioner Johnson suggested that the parents be
advised now so they can make other arrangements if necessary.
Mr. Shapiro said he had the application but had not signed it as he wished to ask for direction.
He said it would probably take about 60 days to get a response from the State. Mayor
Vandergrift said to do what can be done to extend the program until Christmas.
Commissioner Howell asked for the figures to bring Vignetti Park up to state standards for a
childcare facility.

Mr. Shapiro said he had received confirmation from the Byrne Fund that they will not fund
the MIS person in the Police Department but they will fund the crime analyst. He added that
Chief would be asking to fund the MIS out of forfeiture funds after the budget is adopted.
Commission resumed reviewing the Budget Workbook at the Personnel Additions
/Reclassifications section on pages 7-2 and 7-3.
Commissioner Anderson proposed the pay grade for code enforcement inspectors be brought
up in line with other inspectors next year.
Commissioner Howell proposed that the building inspectors be grade 13. Consensus was
reached to look at it, and Mayor Vandergrift asked that the figures for such a move be
provided for the next meeting.
Carmen McClellan, 2098 Key Lime Street, asked to be heard at this time and noted that the
customer service supervisor positions in different departments are in different pay grades.
Mr. Shapiro advised a career ladder had been prepared for the Public Works Department and
discussion ensued regarding the certifications required for the different levels.
Upon completing the review of the general fund reclassifications, Mr. Shapiro asked that
attention be turned to the rest of the general fund budget beginning on page 3-51.
The review proceeded without changes to page 3-55 Communications with staff responding to
questions. Commissioner Anderson called attention to a memorandum he had received in
April regarding the need for a communications manager and he asked that it be copied and
distributed. Mr. Shapiro said he would prefer to separate out the communications from both
police and fire and hire a communications manager. He said he would let that person evaluate
the situation and make recommendations regarding the structure of the department. Mr.
Shapiro suggested raising current communications personnel one pay grade, hiring a manager
at grade 18, and coming back possibly mid-year with a plan. Consensus was reached to get the
figures for review.
Recess 8:35 - 8:58 p.m.
Mayor Vandergrift proposed, if it should be necessary to meet Thursday, that the workshop
begin at 7:30 p.m. because of the heavy schedule that day.
The discussion resumed at page 3-58 Cemetery and continued to page 3-64 Street Maintenance,
where Mr. Shapiro asked that specific streets be named, as the list on this page had been put
down for a level of funding only. Consensus was not reached for substitute streets, and Mr.

Shapiro proposed that the matter be decided when it was time to go out to bid.
Upon reaching page 5-5 Water/Wastewater Utility Administration, Commission agreed to
review the Personnel Additions/Reclassifications before dealing with the expenditures.
On page 7-4, the position of Budget Analyst was discussed and consensus was reached to
change from grade 13 to grade 14 instead of the requested 15.
There was vigorous discussion regarding the equality and/or responsibilities of customer
service clerks and supervisors in the different departments, and whether the titles were
accurate. Commission agreed that as long as the titles were there, they should be treated
equally and authorized reclassification of the customer service clerks in Police, Fire and Public
Works to grade 6.
Upon reaching the end of the reclassifications on page 7-5, Commission returned to page 5-5
Water/Wastewater Utility Administration to complete the line-by-line review to the end of the
workbook. There were no further changes made.
