MINUTES OF THE OCOEE CITY COMMISSION BUDGET WORK SESSION HELD
AUGUST 29, 2000
CALL TO ORDER
Mayor Vandergrift called the work session to order at 7:08 p.m. The roll was called and a
quorum was declared present.
PRESENT: Mayor Vandergrift, Commissioners Anderson, Howell, Johnson, and Parker.
Also present were City Manager Shapiro, Building/Zoning Official Velie, City Clerk Grafton,
City Engineer/Utilities Director Shira, Assistant City Engineer Wheeler, Community
Relations/Projects Director Shira, Finance Director Horton, Finance Supervisor Carter,
Budget Analyst Brosonski, Assistant Fire Chief Firstner, Human Resources Director
Psaledakis, Information Systems Manager Ross, Planning Director Wagner, Police Chief
Mark, Public Works Director Smith, and Recreation Director Nordquist.
ABSENT: None
REVIEW AND DISCUSS: BUDGET FY 2000-2001
City Manager Shapiro advised the Florida Department of Children and Families is now
including municipalities in their regulations; consequently, the recreation facility at Vignetti
Park must be licensed for day care. He explained the adjustments to the site that would be
necessary in order to meet those requirements, and suggested using the Jim Beech Recreation
Center over the next year or two while reviewing the possibility of preparing Vignetti Park to
be used as a day care facility. Mr. Shapiro suggested the City press the legislators to exempt
municipalities from these requirements.
Mr. Shapiro asked for direction regarding the across the board raIses.
Commissioner Johnson said he would prefer to hold off on the TV program expansion until
midyear and cut the boxing program to be available to Ocoee citizens only. He proposed
reclassifying the water/wastewater technicians to grades 8, 9, and 10 for C, B, and A
certification. Public Works Director Smith asked for equal consideration for the certified
employees in his department.
Mayor Vandergrift proposed the grades be 7, 8, and 9 for C, B, and A certification,
according to staff recommendation.
When the focus turned to establishing the millage rate, Commissioner Johnson proposed 4.8,
then later changed to 5, Commissioner Parker 5, Commissioner Anderson 4, Commissioner
Howell 5, and Mayor Vandergrift, the rolled-back 3.85.
Recess 7:45 - 8:00 p.m.
Mr. Shapiro said the budget team would go back through the programs and find the $60K
needed to balance the budget at 5 mills.

There was discussion regarding having a smaller percentage increase for those at grade 17 and
above, but consensus was not reached to support it.
Commissioner Anderson asked if the 5 % across the board would be on a sliding scale so that
if an employee was topped out in their grade their scale would move up. Mr. Shapiro said he
would respond in writing.
Finance Director Horton pointed out that Option 4 discussed and approved in an earlier work
session did not include increases for the police chief and fire chief, but the direction just given
tonight does.
